AUGUST 10, 2004 SIXTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, August 10, 2004 at 9:00 a.m. Board members present were Batcheller, Boykin, Clausen, Walish and Welte. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Sullivan, Board Legal Counsel.
The Claims were approved as presented. Copy filed.
Meeting called to order.
Motion by Batcheller second by Walish to approve the Board minutes of August 3, 2004 as submitted. Carried 5-0.
The Board approved the appointment of Vincent T. Dvorak, Correctional Officer, County Sheriff Dept., @$14.18/hour, effective 8-11-04. Job Vacancy Posting: 6-23-04. Entry Level Salary: $14.18/hour. Copy filed.
The Board approved the separation of Timothy M. Byers, Temporary Summer Laborer, Secondary Roads Dept., effective 8-13-04. End of Temporary Work. Copy filed.
The Board approved the reclassification of Cindy L. Weber-Blair, Assistant County Attorney, County Attorney Dept., @$49,312/year, effective 8-14-04. Per AFSCME Attorney Contract, from Step 4 to Step 5. Copy filed.

The Board discussed tower work to the Moville County Tower (former AT&T Tower) with Gary Brown, Disaster and Emergency Services Director, and Glenn Sedivy, Communications Director.
Motion by Batcheller second by Walish to approve and authorize the Chairman to sign modification of Sabre Communications Corporation contract for tower work to the Moville tower amending the contract from $17,691.00 to $25,766.00. Carried 5-0. Copy filed.
There was no action to approve and receive for signatures a resolution for Proclamation of Family Day on September 17, 2004.
Motion by Clausen second by Boykin to approve and receive for signatures a resolution thanking and commending Gloria M. Healy for her service to Woodbury County. Carried 5-0.

A RESOLUTION THANKING AND COMMENDING
GLORIA M. HEALY
FOR HER SERVICE TO WOODBURY COUNTY
WHEREAS, Gloria M. Healy has capably served Woodbury County as an employee of the Woodbury County Library from July of 1995 to July 2004; and
WHEREAS, the service given by Gloria M. Healy as a Woodbury County employee, has been characterized by her dedication to the best interests of the citizens of Woodbury County; and
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Gloria M. Healy for her years of service to Woodbury County; and
BE IT FURTHER RESOLVED that it is the wish of all those signing below that the future hold only the best for this very deserving person, Gloria M. Healy.

RESOLUTION APPROVING PETITION FOR SUSPENSION OF TAXES
WHEREAS, Bramble Anne Humphreys, as titleholder of real estate located at 3629 Jackson Street, Sioux City, Woodbury County, Iowa, and legally described as follows:
Parcel #411105
Lot Five (5) Block One hundred twenty-two (122) Peirces Addition, City of Sioux City, Woodbury County, Iowa
WHEREAS, Bramble Anne Humphreys as titleholder of the aforementioned real estate has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1997 Iowa Code section 427.9, and
WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and
NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby grants the request for a suspension of taxes, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this property.

Motion by Boykin second by Clausen to approve the reappointment of Jay Denne to the Civil Service Commission for a two-year term expiring June 30, 2006. Carried 5-0. Copy filed.
The Public Hearing and sale of Real Estate Parcel #262290 (2329 W. 3rd Street, Sioux City) was held at 10:15 a.m. The Chairman called on anyone wishing to be heard on said sale.
Motion by Boykin second by Walish to close the Public Hearing on the sale of Real Estate Parcel #262290 as there was no one present wishing to be heard on said sale. Carried 5-0.
There were no bids.
The Public Hearing and sale of Real Estate Parcel #580930 (6140 Harbor Drive, Sergeant Bluff) was held at 10:16 a.m. The Chairman called on anyone wishing to be heard on said sale.
Motion by Boykin second by Batcheller to close the Public Hearing on the sale of Real Estate Parcel #580930 as there was no one present wishing to be heard on said sale. Carried 5-0.
Chairman called for bids on Real Estate Parcel #580930. Merle Muller bid $5,042.00 plus recording fees. Dean Neal bid $10,000.00. Bidding continued between the two until Mr. Muller bid $30,000.00. There were no further bids.
Motion by Boykin second by Clausen to accept Merle Mullers bid for $30,000.00 plus recording fees on Real Estate Parcel #580930. Carried 5-0.

Motion by Walish second by Batcheller to authorize the Chairman to sign a proposal from KC Engineering, Sioux City, to provide engineering services for Moville maintenance shed improvement in the amount of $3,900.00, per recommendation of the county engineer. Carried 5-0. Copy filed.
Motion by Boykin second by Clausen to authorize the Chairman to sign Project Agreement with Natural Resources Conservation Service (NRCS) for structure repairs at Site M-6 in the Little Sioux Watershed, per recommendation of the county engineer. Carried 5-0. Copy filed.
County Engineer Richard Storm discussed with the Board the purchase of additional right-of-way for future improvements along County Route L-36 from U.S. 20 north to Plymouth County line.
The Board discussed Local Law Enforcement Block Grant (LLEBG) with Patty Erickson-Puttmann from Social Services.
Motion by Boykin second by Walish to accept the 2004 Local Law Enforcement Block Grant award of $22,471.00 in federal funds with the provision of $2,497.00 match amount. Carried 5-0. Copy filed.
Motion by Boykin second by Walish to approve match amount of $6,038.00 for 2003 Local Law Enforcement Block Grant. Carried 5-0. Copy filed.
Motion by Clausen second by Walish to approve designation of Patty Erickson-Puttmann as authorized representative to administer grant funds for the 2004 LLEBG program. Carried 5-0. Copy filed.
Motion by Clausen second by Boykin to approve Siouxland Mental Health Case Management Contract for two year time period of July 1, 2004 through June 30, 2006. Carried 5-0. Copy filed.
Motion by Walish second by Clausen to approve and authorize the Chairman to sign COMPASS Project contract with Siouxland Mental Health Center. Carried 5-0. Copy filed.
Motion by Batcheller second by Boykin to receive Sheriffs Civil Division 4th Quarter and Year to Date Report. Carried 5-0. Copy filed.
Jean Logan and LaRae Lyons from Community Action Agency of Siouxland gave an update presentation on General Relief Program.
Motion by Boykin second by Walish to approve Loess Hill Alliance request of $5,000.00 to fund a part-time secretary from the infrastructure fund. Carried 4-1, Clausen opposed. Copy filed.
Motion by Boykin second by Batcheller to authorize the Chairman to sign a contract with Burnight Glass & Porcelain Co. for Law Enforcement Center front door replacement in the amount of $5,450.00. Carried 4-1, Clausen opposed. Copy filed.
The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.
John Malloy of WCCIC discussed with the Board a proposal to purchase a software package.
Richard E. Krueger of Bronson Iowa discussed with the Board the purchase of a piece of property at the old county home. There was no consensus to consider the proposal.
The Board adjourned the regular meeting until August 17, 2004.
