JUNE 8, 2004 FORTY-NINTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, June 8, 2004 at 9:00 a.m. Board members present were Batcheller, Clausen and Walish; Welte and Boykin were absent. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Sullivan, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Walish second by Clausen to approve the Board minutes of June 1, 2004 as submitted. Carried 3-0.

Motion by Clausen second by Walish to approve the minutes of the Executive Session of June 1, 2004 as submitted. Carried 3-0.

Motion by Walish second by Clausen to approve the minutes of the Executive Session of April 13, 2004 as submitted. Carried 3-0.

Motion by Walish second by Clausen to approve the minutes of Executive Session #1 of April 6, 2004 as submitted. Carried 3-0.

Motion by Walish second by Clausen to approve the minutes of Executive Session #2 of April 6, 2004 as submitted. Carried 3-0.

The Board approved the reclassification of Anita S. Harrington, Receptionist/Secretary Elections Clerk, County Auditor/Recorder, @$13.82/hour, effective 6-14-04. Per AFSCME Contract negotiated action with County management, from Grade 3, Step 5 to Grade 4, Step 5. Copy filed.

The Board approved the reclassification of Letitia A. Ford, Secretary III, Secondary Roads Dept., @$16.07/hour, effective 6-14-04. Reclassification from AFSCME Cthouse. Contract Grade 5, Step 5 to Wage Plan, per negotiation with AFSCME Union & County management. Copy filed.

The Board approved the reclassification of Patti M. Walsh, Motor Vehicle Clerk II, County Treasurer Dept., @$13.82/hour, effective 6-21-04. Per AFSCME Cthouse. Contract agreement, from Grade 4, Step 4 to Grade 4, Step 5. Copy filed.

The Board approved the reclassification of Jason W. Ross, Correctional Officer, County Sheriff Dept., @$14.72/hour, effective 6-30-04. Per DSA Contract agreement, from Class 4 to Class 3. Copy filed.

Motion by Walish second by Clausen to approve and authorize the Chairman to sign the Authorization of Position Reclassification for Secretary III: (Reclassification from AFSCME Cthouse. Contract to Wage Plan position.) Secondary Roads Dept., Wage Plan: $16.07/hour. Carried 3-0. Copy filed.

Motion by Clausen second by Walish to approve and authorize the Chairman to sign Authorization to Initiate the Hiring Process for F/T/ Female Youth Worker, Juvenile Detention Dept., FY 03/04: $12.45/hour. Carried 3-0. Copy filed.

Motion by Walish second by Clausen to set the Public Hearing and Sale of Real Estate Parcel #601230 on June 22, 2004, at 10:15 oclock a.m. Carried 3-0.

NOTICE OF PROPERTY SALE

Parcel # 601230

WHEREAS Woodbury County, Iowa is the owner under a tax deed of certain parcel of real estate described as:

West Lots 4-5 Block 8
(204 Main Street, Cushing, Iowa )

NOW THEREFORE,

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1. That a public hearing on the aforesaid proposal shall be held on the 22nd day of June, 2004, at 10:15 oclock a.m. in the meeting room of the Board of Supervisors on the first floor of the Woodbury County Courthouse.

2. The said Board proposes to sell the said parcel of real estate on the 22nd day of June, 2004, immediately following the closing of the public hearing, to the City of Cushing, Iowa only per Code of Iowa 331.361(3).

3. That said Board proposes to sell the said real estate to the City of Cushing, Iowa, only for consideration of $1.00 plus recording fees.

4. That this resolution, preceded by the caption 'Notice of Property Sale and except for this subparagraph 4, be published as notice of the aforesaid proposal, hearing and sale.

Motion by Walish second by Clausen to approve and authorize the Chairman to sign an application for a Class C Liquor License Renewal, Outdoor Service, Sunday Sales and Catering Privileges for Sloan Community Recreation Corp., 3113 Hwy 75, Sloan, IA. Carried 3-0. Copy filed.

Motion by Walish second by Clausen to authorize the Chairman to sign an Agreement with Iowa Department of Transportation for repairs to bridge on County Route K-25 (Port Neal Road) over I-29, per recommendation of the county engineer. Carried 3-0. Copy filed.

Motion by Walish second by Clausen to receive Commission of Veteran Affairs quarterly report for the quarter ending March 31, 2004. Carried 3-0. Copy filed.

Motion by Walish second by Clausen to adopt an Ordinance establishing the sanitary storage collection and disposal of solid wastes and yard wastes and providing for violations second reading. Carried 3-0. Copy filed.

Motion by Walish second by Clausen to approve and authorize the Chairman to sign Local Public Health Services Contract for the period July 1, 2004 through June 30, 2005. Carried 3-0. Copy filed.

Motion by Clausen second by Walish to approve and authorize the Chairman to sign annual agreement to provide public health and home care aide services to the residents of Woodbury County for FY05. Carried 3-0. Copy filed.

Motion by Walish second by Clausen to approve and authorize the Chairman to sign a Memorandum of Agreement for Quality Assurance and Improvement within the Programs provided to Woodbury County Residents. Carried 3-0. Copy filed.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

The Board adjourned the regular meeting until June 15, 2004.
