NOVEMBER 4, 2003 - NINETEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, November 4, 2003 at 9:00 AM. Board members present were Batcheller, Boykin, Clausen, Welte; Walish was absent. Staff members present were Karen James, Board Administrative Coordinator, Jean Jessen, Deputy/Clerk to the Board, and John Sullivan, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Welte assumed the chair.

Motion by Batcheller second by Boykin to approve the Board minutes of October 28, 2003 as submitted. Carried 4-0.

The Board approved the separation of Michele M. Lauters, Assistant County Attorney, County Attorney Dept. effective 11-14-03. Resignation. Copy filed.

Motion by Boykin second by Clausen to approve and authorize the Chairman to sign the Authorization to Reclassify a County Position for Assistant County Attorney, County Attorney Dept., Entry Level: AFSCME Atty.: $39,700-$45,912/year, based on experience; and for two (2) Temporary Equipment Operators for Secondary Roads Dept., CWA: $13.64/hour. Motion by Clausen second by Boykin to receive County Sheriffs Civil Division Quarter and Year To Date Report of fees collected during the first quarter ending September 30, 2003. Carried 4-0. Copy filed.

Motion by Batcheller second by Boykin to authorize the Chairman to sign Certificate of Completion for Project LP 03(1)73-97, per recommendation of the county engineer. Carried 4-0. Copy filed.

Motion by Boykin second by Clausen to approve and authorize the Chairman to sign Final Plats for Kuhlmanns First Addition Subdivision (Parcel #882484), subject to the maintenance issue being resolved on the spillway. Carried 4-0.

RESOLUTION ACCEPTING AND APPROVING FINAL PLAT OF KUHLMANNS FIRST ADDITION, WOODBURY COUNTY, IOWA

WHEREAS, THE OWNER AND PROPRIETOR DID ON THE 27TH DAY OF OCTOBER, 2003, FILE WITH THE WOODBURY COUNTY ZONING COMMISSION, A CERTAIN PLAT DESIGNATED AS THE FINAL PLAT OF KUHLMANNS FIRST ADDITION, WOODBURY COUNTY, IOWA; AND

WHEREAS, IT APPEARS THAT SAID PLAT CONFORMS WITH ALL OF THE PROVISIONS OF THE CODE OF THE STATE OF IOWA AND ORDINANCE OF WOODBURY COUNTY, IOWA, WITH REFERENCE TO THE FILING OF SAME; AND

Motion by Boykin second by Clausen to approve preliminary plats for Bennett Addition Subdivision (Parcel #814995), subject to the execution of the paving agreement, and submit to the Zoning Commission for review and recommendation. Carried 4-0. Copy filed.

The Board discussed request to modify contract for local public health services.

Motion by Boykin second by Batcheller to authorize the Chairman to sign Contract Agreements with Siouxland District Health Department for Public Health Services, Home Care Aide Services, and Chore Services to the residents of Woodbury County. Carried 4-0. Copy filed.

Jeffrey W. Hanson, Transit Director, Siouxland Regional Transit System, gave an informative update presentation.

The Board discussed the consideration of Housing Case Managers.

Motion by Boykin second by Clausen to adopt the Courthouse Plan for the Housing Case Managers. Carried 4-0.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

There was a discussion with Todd Jager and Tony Derrick to allow them digging and filling the footings prior to the Zoning Commission meeting in December, 2003.

The Board adjourned the regular meeting until November 12, 2003.
