OCTOBER 28, 2003 EIGHTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, October 28, 2003 at 9:00 AM. Board members present were Batcheller, Boykin, Clausen, Walish and Welte. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Sullivan, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Welte second by Batcheller to approve the Board minutes of October 21, 2003 as submitted. Carried 5-0.

There was a flag dedication ceremony.

Motion by Welte second by Boykin to receive a flag from Paul Smith, seventh-grader at Woodrow Wilson Middle School, and to dedicate it as the Official Flag of Woodbury County. Carried 5-0.

The Board approved the reclassification of Laura L. Pottebaum, Election Clerk II, County Auditor/Recorder Dept., @$11.10/hour, effective 11-06-03. Per AFSCME Cthouse. Contract agreement, from Grade 3, Step 1 to Grade 3, Step 2. Copy filed.

Cathy Mengel, from First Administrators, Inc., discussed IRS Employee Flexible Spending Account (Cafeteria Plan) with the Board.

Motion by Clausen second by Batcheller approve a proposal to appoint First Administrators, Inc. as the administrator of the Countys flex plan. Carried 5-0. Copy filed.

Motion by Welte second by Boykin to approve lifting the tax suspension for B. J. D. Carried 5-0. Copy filed.

Mike Arndt of Juvenile Intake discussed electronic monitoring program with the Board.

The Board discussed, with Patty Erickson-Puttmann, the contract with Wetherell, Ericsson, Leusink Architects for Phase VI Renovation Project.

Motion by Batcheller second by Boykin to approve and authorize the Chairman to sign contract for Phase VI Renovation Project with Wetherell, Ericsson, Leusink Architects, PLC. Carried 5-0. Copy filed.

There was a presentation of the resolution thanking and commending County employee, John L. Beardshear, Sr., for years of service to Woodbury County.

There was a presentation of the resolution thanking and commending County employee, Vincent T. McDonald for years of service to Woodbury County.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

The Board adjourned the regular meeting until November 4, 2003.
