OCTOBER 7, 2003 - FIFTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, October 7, 2003 at 9:00 AM. Board members present were Batcheller, Boykin, Clausen, Walish and Welte. Staff members present were Sonya Pierce, Executive Secretary/Public Bidder, Patrick F. Gill, Auditor/Clerk to the Board, and John Sullivan, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Batcheller second by Welte to approve the Board minutes of September 30, 2003 as submitted. Carried 5-0.

The Board approved the end of interim administrative duties of Sonya D. Pierce, Executive Secretary/Public Bidder, Board Administration Dept., @$16.07/hour, effective 9-30-03. End of Interim Administrative duties for the General Assistance Dept. Copy filed.

The Board approved the appointment of Alma L. Cespedes, P/T Youth Worker, Juvenile Detention Dept. @$12.45/hour, effective 10-3-03. Corrected Hire Date. Copy filed.

The Board approved the appointment of Zachary L. Lewis, P/T Youth Worker, Juvenile Detention Dept. @$12.45/hour, effective 10-3-03. Corrected Hire Date. Copy filed.

The Board approved the appointment of Lisa M. Welte, P/T Youth Worker, Juvenile Detention Dept. @$12.45/hour, effective 10-3-03. Corrected Hire Date. Copy filed.

The Board approved the reclassification of Cameron M. Scott, Correctional Officer, County Sheriff Dept., @$14.72/hour, effective 10-14-03. Per D.S.A. Contract agreement, from Class 4 to Class 3. Copy filed.

Motion by Welte second by Boykin to authorize the Chairman to sign proposal for engineering services with HGM Associates, per recommendation of the county engineer. Carried 5-0. Copy filed.

Motion by Batcheller second by Boykin to authorize the Chairman to sign addendum to current contract with GeoTek Engineering & Testing Services, Inc. for underground storage tank services on former Woodbury County facility at Salix, per recommendation of the county engineer. Carried 5-0. Copy filed.

Motion by Welte second by Boykin to approve temporary lifting of embargo on Warrior Road to allow movement of grain from October 7 through November 7, 2003, per recommendation of the county engineer. Carried 5-0. Copy filed.

There was no action taken to authorize Chairman to sign participation in interagency data sharing.

Glenda Castleberry gave an update presentation on Siouxland Economic Development Corporation (SEDC).

Nancy Countryman discussed Woodbury County Solid Waste Ordinance with the Board.

Tim Stiles and Jan Klimiades from Center for Siouxland gave a presentation of 211 Project.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

Miriam Clayton, 315 George St., Sioux City, Iowa, addressed the Board in regard to county properties.

Motion by Boykin second by Batcheller to go into Executive Session per Iowa Code Section 21.5(1)(c). Carried 5-0 on a roll call vote.

Motion by Boykin second by Welte to go out of Executive Session. Carried 5-0 on a roll call vote.

Motion by Boykin second by Batcheller to approve the recommendation of the attorney in the executive session. Carried 5-0.

The Board adjourned the regular meeting until October 14, 2003.
