SEPTEMBER 23, 2003 - THIRTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, September 23, 2003 at 9:00 AM. Board members present were Batcheller, Boykin, Clausen, Walish and Welte. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Sullivan, Board Legal Counsel.
The Claims were approved as presented. Copy filed.
Meeting called to order.
Motion by Welte second by Boykin to approve the Board minutes of September 16, 2003 as submitted. Carried 5-0.
Motion by Clausen second by Welte to approve the minutes of the Special Meeting of September 12, 2003 as submitted. Carried 3-0, Boykin and Batcheller abstained.
The Board approved the reclassification of Valerie S. Ping, M.V. Clerk II, County Treasurer Dept., @$11.82/hour, effective 9-28-03. Per AFSCME Cthouse. Contract agreement, from Grade 4, Step 2 to Grade 4, Step 3. Copy filed.
The Board approved the appointment of Brent E. DeVries, Correctional Officer, County Sheriff Dept., @$14.18/hour, effective 10-01-03. Job Vacancy Posted: 8-11-03. Entry Level Salary: $14.18/hour. Copy filed.
The Board approved the reclassification of Amy L. Ellis, Assistant County Attorney, County Attorney Dept., @$41,704/year, effective 10-02-03. Per AFSCME Attorney Contract agreement, from Step 1 to Step 2. Copy filed.
The Board approved the end of military leave/reinstatement of Jeffrey C. Davis, F/T Youth Worker, Juvenile Detention Dept., @$15.69/hour, effective 10-06-03. Copy filed.
The Board approved the position/status change of Robert F. Norris, P/T Youth Worker, Juvenile Detention Dept., @$13.40/hour, effective 10-06-03. Position/Status Change due to End of Interim F/T Position. Copy filed.

Motion by Welte second by Boykin to approve reclassification of two new supervisor positions within the Sheriffs Department to Deputy Lieutenant and Deputy Sergeant. Carried 5-0. Copy filed.
Motion by Boykin second by Clausen to approve reclassification of Secondary Roads Secretary II position to Secretary III position under Courthouse AFSCME contract. Carried 5-0. Copy filed.
Motion by Batcheller second by Boykin to postpone action, until a financial statement is developed and submitted, to approve and authorize the Chairman to sign a resolution approving petition for suspension of taxes for R. W., D. J. C., and E. C. Carried 5-0.
Motion by Boykin second by Welte to approve and receive for signatures a letter of appreciation to the Siouxland Community Foundation for the recent awarding of a grant to purchase triage kits for emergency responders. Carried 5-0. Copy filed.
Motion by Welte second by Clausen to receive the quotes for Hawthorne Avenue Maintenance Repair and accept the quote of Brower Construction Co., Sioux City, Iowa, per recommendation of the County Engineer. Carried 5-0. Copy filed.
Richard Storm, Woodbury County Engineer, gave a presentation of alternatives for 220th Street improvements.
Bid letting was held for 2003-2004 Calcium Chloride.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.
Aaron Kraft from the City of Sioux City discussed the solid waste compact and the landfill with the board.
The Board toured county roads.
The Board adjourned the regular meeting until September 30, 2003.
