SEPTEMBER 16, 2003 - TWELFTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, September 16, 2003 at 9:00 AM. Board members present were Batcheller, Boykin, Clausen, Walish and Welte. Staff members present were Sonya Pierce, Executive Secretary, Patrick F. Gill, Auditor/Clerk to the Board, and John Sullivan, Board Legal Counsel.
The Claims were approved as presented. Copy filed.
Meeting called to order.
Motion by Batcheller second by Boykin to approve the Board minutes of September 9, 2003 as submitted. Carried 5-0.
The Board approved the separation of Charles W. Dose, Temporary Roadside Driver, Secondary Roads Dept., effective 9-12-03. End of Temporary Work. Copy filed.
The Board approved the reclassification of Angela K. Larson-Edwards, Correctional Officer, County Sheriff Dept., @$15.93/hour, effective 9-23-03. Per DSA Contract agreement, from Class 2 to Class 1. Copy filed.
The Board approved the reclassification of Bryan E. Wilson, Correctional Officer, County Sheriff Dept., @$14.72/hour, effective 9-23-03. Per DSA Contract agreement, from Class 4 to Class 3. Copy filed.
The Board approved the reclassification of Joseph D. Moravek, Correctional Officer, County Sheriff Dept., @$14.72/hour, effective 9-25-03. Per DSA Contract agreement, from Class 4 to Class 3. Copy filed.
The Board approved the reclassification of Patrick A. Jennings, Assistant County Attorney, County Attorney Dept., @$45,912/year, effective 9-25-03. Per AFSCME Attorney Contract agreement, from Step 3 to Step 4. Copy filed.
Motion by Welte second by Clausen to approve and authorize the Chairman to sign Resolution No. 9703 approving petition for tax suspension for L. L. B. Carried 5-0.

RESOLUTION APPROVING PETITION FOR SUSPENSION
OF TAXES
WHEREAS, Loren L. Blackford, as titleholder of property located at 2032 McKinley Street, Sioux City, Woodbury County, Iowa, and legally described as follows:
Parcel # 344535
Lot Seventeen (17) Block Eight (8), Metropolitan Park Addition, City of Sioux City, Woodbury County, Iowa
WHEREAS, Loren L. Blackford as titleholder of the aforementioned real estate has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1997 Iowa Code section 427.9, and
WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and
NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby grants the request for a suspension of taxes, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this property.
SO RESOLVED this 16th day of September, 2003.

RESOLUTION APPROVING PETITION FOR SUSPENSION
OF TAXES THROUGH THE REDEMPTION PROCESS
WHEREAS, Jeffery L. Frase, as joint titleholder of property located at 230 Cecelia Street, Sioux City, Woodbury County, Iowa, and legally described as follows:
Parcel # 181275
Lot One (1) & Two (2) Block Six (6), Gaughrans 2nd Addition, City of Sioux City,
Woodbury County, Iowa
WHEREAS, Jeffrey L. Frase as joint titleholder of the aforementioned property has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1999 Iowa Code section 447.9(3), and
WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and
NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby directs the County Auditor to redeem parcel #181275 owned by the petitioner from the holder of a certificate of purchase of the amount necessary to redeem under section 447.1, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this parcel.

Jean Logan and LaRae Lyons from Community Action Agency of Siouxland gave an update on the status of the General Relief Program.

Social Service Coordinator Patty Erickson-Puttmann discussed architectural cost estimate for Courthouse roofing with the Board.
Motion by Batcheller second by Boykin to approve obtaining cost estimates for roofing, roof drainage system and window replacement through Wetherell Ericsson Luesink Architects. Carried 5-0. Copy filed.
Motion by Welte second by Batcheller to receive recommendations of Woodbury County Engineer Richard Storm and accept the low bids of Knoepfler Chevrolet and Barry Motor to purchase the four vehicles of September 9, 2003 bid letting for pickup trucks. Carried 5-0. Copy filed.
Motion by Batcheller second by Boykin to receive recommendations of Woodbury County Engineer Richard Storm and accept the bid of Knoepfler Chevrolet in the amount of $18,462.00 to furnish 1/2-Ton 4WD extended cab pickup of September 9, 2003 bid letting for engineering vehicle. Carried 5-0. Copy filed.
Motion by Clausen second by Boykin to approve and authorize the Chairman to sign Certificate of Completion for 2003 Maintenance Gravel Contract, per recommendation of the county engineer. Carried 5-0. Copy filed.
The Board discussed SF 451 receipts with county engineer.
The Board discussed a request with Mark Olsen, Director, Woodbury County Juvenile Detention Center, for Centralized Intake Emergency Funding.
Motion by Boykin second by Batcheller to approve the request to transfer $10,000.00 from a state reimbursement to juvenile detention for emergency funding. Carried 5-0.
There was a discussion concerning building security measure for Woodbury County Juvenile Detention Center.
Motion by Boykin second by Welte to approve an expenditure of $4,000.00 for a time-keeping security system. Carried 5-0.
Cal Tyler and Tom Mohrhauser from County Fair Board discussed with the Board the consideration of selling County Fair owned property.
Motion by Welte second by Boykin to set a public hearing for 10:15 a.m. on October 14th, 2003 for the sale of a portion of the county fair grounds. Carried 5-0.
The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.
There was no Action taken to go into Executive Session per Iowa Code Section 20.17(3).
Motion by Boykin second by Clausen to go into Executive Session per Iowa Code Section 21.5(1)(c). Carried 5-0 on roll a call vote.
Motion by Walish second by Clausen to go out of Executive Session. Carried 5-0 on roll call vote.
Motion by Welte second by Boykin to approve the recommendation of the attorney in the previous Executive Session. Carried 5-0.
The presentation of alternatives for 220th Street improvements was postponed.
The Board of Supervisors tour of County roads was postponed.
The Board adjourned the regular meeting until September 23, 2003.
