AUGUST 5, 2003 - SIXTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, August 5, 2003 at 9:00 A.M. Board members present were Batcheller, Boykin, Clausen and Walish. Welte was absent. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Sullivan, Board Legal Counsel.

Motion by Batcheller second by Clausen to approve the Board minutes of July 29, 2003 as submitted. Carried 4-0.
Motion by Clausen second by Boykin to approve the minutes of the Executive Session of July 29, 2003 as submitted. Carried 4-0.

OF TAXES THROUGH THE REDEMPTION PROCESS
WHEREAS, Daniel Gene Bartels as joint titleholder of real estate located at 1227 Morningside Avenue, Sioux City, Woodbury County, Iowa, and legally described as follows:

WHEREAS, Daniel Gene Bartels, as joint titleholder of the aforementioned property has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1999 Iowa Code Section 447.9(3) and,
WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and
NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby directs the County Auditor to redeem parcel # 430860 owned by the petitioner from the holder of a certificate of purchase of the amount necessary to redeem under section 447.1, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this parcel.

Motion by Batcheller second by Boykin to postpone, for one week, action to receive quotes and approve the acceptance of the quote of Ten Point Construction Co., Denison, IA, for full depth concrete patching on County Route K-35, per recommendation of the county engineer. Carried 4-0.
Motion by Clausen second by Batcheller to approve and authorize the Chairman to sign final plats for Dicksons Addition Subdivision. Carried 4-0.

DICKSON SUBDIVISION TO WOODBURY COUNTY, IOWA
WHEREAS, THE OWNER AND PROPRIETOR DID ON THE 4TH DAY OF AUGUST, 2003, FILE WITH THE WOODBURY COUNTY ZONING COMMISSION A CERTAIN PLAT DESIGNATED AS DICKSON SUBDIVISION TO WOODBURY COUNTY, IOWA; AND
WHEREAS, IT APEARS THAT SAID PLAT CONFORMS WITH ALL OF THE PROVISIONS OF THE CODE OF THE STATE OF IOWA AND ORDINANCES OF WOODBURY COUNTY, IOWA, WITH REFERENCE TO THE FILING OF SAME; AND
WHEREAS, THE ZONING COMMISSION OF WOODBURY COUNTY, IOWA HAS RECOMMENDED THE ACCEPTANCE AND APPROVAL OF SAID PLAT; AND

Motion by Boykin second by Clausen to approve the appointment of Chris Jensen as Workforce Representative to Woodbury County Community Action Agency (WCCAA) Board of Directors. Carried 4-0. Copy filed.
Motion by Boykin second by Batcheller to approve the appointment of LaRae Lyons as Woodbury County General Relief Director. Carried 4-0.
The Board had discussed the submission of a federal grant application for Siouxland Human Investment Partnership (SHIP) with SHIP representative Melissa Peterson.
Motion by Boykin second by Batcheller to authorize the Chairman to sign a letter designating Siouxland Human Investment Partnership (SHIP) as the eligible Local Council for Woodbury County under the Early Learning Opportunities Act (ELOA) program, and to authorize SHIP to submit an application to the Administration on Children, Youth and Families, Child Care Bureau, and to administer the implementation of the project if funded. The Board had a discussion with Shaffer Ridgeway of Natural Resources Conservation Service concerning Glen Ellen Subwatershed Project Plan.
Motion by Clausen second by Boykin to approve Glen Ellen Subwatershed, Little Sioux Flood Prevention Project, Supplemental Watershed Plan. Carried 4-0. Copy filed.
There was a discussion between Larry Obermeyer of Siouxland Historical Railroad Association and the Board concerning National Scenic Byways Program and REAP Program.
Motion by Batcheller second by Boykin approve Woodbury County Board of Supervisors acting as Public Sponsor to the National Scenic Byways Program and the REAP Program and to authorize the Chairman to sign the applications. Carried 4-0. Copy filed.
The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.
The Board adjourned the regular meeting until August 12, 2003.
