JUNE 10, 2003 FORTY-NINTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, June 10, 2003 at 9:00 AM. Board members present were Batcheller, Clausen, Walish and Welte; Boykin was absent. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Sullivan, Board Legal Counsel.
The Claims were approved as presented. Copy filed.
Meeting called to order.
Motion by Welte second by Clausen to approve the Board minutes of June 3, 2003 as submitted. Carried 4-0.
Motion by Batcheller second by Welte to approve lifting the tax suspension for G.P.E. Carried 4-0. Copy filed.
Motion by Welte second by Clausen to approve the appointment of Mrs. Susan Matthias to the Woodbury County Library Board of Directors. Carried 4-0. Copy filed.
Motion by Welte second by Batcheller to approve the application for an Iowa Retail Cigarette Permit for Shop-N-Go, 1863 Hwy 141, Sloan, IA. Carried 4-0. Copy filed.
Motion by Clausen second by Welte to approve Woodbury County Community Action Agency (WCCAA) Senior Aides Program Host Agency Agreement. Carried 4-0. Copy filed.
Motion by Batcheller second by Welte to approve and authorize the Chairman to sign 28E Agreement between Woodbury County and the Woodbury Soil and Water Conservation District for funding and management of a watershed inspection and maintenance program in Woodbury County. Carried 4-0. Copy filed.
Motion by Clausen second by Welte to approve and receive for signatures a resolution thanking and commending Master Sergeant Bonnie L. Ames-Simmons for her service to Woodbury County. Carried 4-0.

A RESOLUTION THANKING AND COMMENDING
MST. SGT. BONNIE L. AMES-SIMMONS
FOR HER SERVICE TO WOODBURY COUNTY
WHEREAS, Bonnie L. Ames-Simmons has honorably served the citizens of Woodbury County through her dedication to law enforcement with the Woodbury County Sheriffs Office for 20 years; and
WHEREAS, the professional administrative capabilities applied by Bonnie L. Ames-Simmons will positively impact future operational standards; and
WHEREAS, the service provided by Bonnie L. Ames-Simmons has been characterized by her commitment to public safety and genuine concern for the citizens of Woodbury County;
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that it is with heartfelt thanks, respect, and gratitude of this Board to have known and worked with Mst. Sgt. Bonnie L. Ames-Simmons; and
BE IT FURTHER RESOLVED that the undersigned members of this Board honor the dedication, commitment, and memory of Mst. Sgt. Bonnie L. Ames-Simmons.

John Malloy, WCICC Director, and the Board discussed Web Cam of the Board of Supervisors meeting.
Motion by Batcheller second by Clausen to authorize the Chairman to sign Farm-to-Market voucher reimbursing Iowa Department of Transportation for materials inspection costs for three asphalt resurfacing projects, per recommendation of the county engineer. Carried 4-0. Copy filed.
The Board discussed a letter from Mr. Mark Pottorff requesting permission to purchase excess county right-of-way for a proposed fertilizer storage facility.
Woodbury County Engineer Richard Storm had a discussion with the Board concerning maintenance requirements for County Route K-35.
The discussion with Budget/Tax Analyst Dennis Butler dealing with budget revenue shortfalls was postponed.
The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.
Supervisor Welte expressed concern with changes in a proposed trail at Moville.
Motion by Batcheller second by Clausen to go into Executive Session per Iowa Code Section 20.17(3). Carried 4-0 on a roll call vote.
Motion by Clausen second by Batcheller to go out of Executive Session. Carried 4-0 on a roll call vote.
Motion by Clausen second by Welte to go into Executive Session per Iowa Code Section 21.5(1)(c). Carried 4-0 on a roll call vote.
Motion by Clausen second by Welte to go out of Executive Session. Carried 4-0 on a roll call vote.
Motion by Clausen second by Batcheller to direct Joy Caudron to work with Rene Lapierre to settle a workers compensation claim. Carried 4-0.
The Board adjourned the regular meeting until June 17, 2003.
