MAY 27, 2003FORTY-SEVENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, May 27, 2003 at 9:00 A.M. Board members present were Batcheller, Boykin, Clausen, Walish and Welte. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Sullivan, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Motion by Clausen second by Boykin to go into Executive Session per Iowa Code Section 20.17(3). Carried 5-0 on a roll call vote.

Motion by Welte second by Walish to go out of Executive Session. Carried 5-0 on a roll call vote.

Meeting called to order.

Motion by Welte second by Batcheller to approve the Board minutes of May 20, 2003 as submitted. Carried 5-0.

The Board approved the appointment of Colt W. Baldwin, Temporary Summer Laborer, Secondary Roads Dept., @$7.50/hour, effective 6-02-03. Adjusted Hire Date. Not to exceed 120 days. Copy filed.

The Board approved the reclassification of Debra A. Heath, Records Clerk III, County Sheriff Dept., @$13.10/hour, effective 5-26-03. Per AFSCME Cthouse. Contract agreement, from Grade 6, Step 1 to Grade 6, Step 2. Copy filed.

The Board discussed National Insurance Services with J. D. Pellersels, Human Resources Director.

Motion by Clausen second by Boykin to approve National Insurance Services as the provider for long-term disability and life insurance. Carried 5-0. Copy filed.

The discussion of recommended rates for dental and health plan, and administrative fee and consultative fees with the Board was postponed.

The Public Hearing on Budget Amendment #3 for fiscal year ending June 30, 2003 was held at 10:15 AM. The Chairman called on anyone wishing to be heard on said Budget Amendment #3.

Jim Jung, 2222 Jackson St., Sioux City addressed the Board with concerns related to the proposed budget amendment.

Motion by Boykin second by Clausen to close the Public Hearing on Budget Amendment #3 as there was no one else present wishing to be heard. Carried 5-0.

Motion by Boykin second by Welte to approve Budget Amendment #3 for FY 03. Carried 5-0. Copy filed.

The Board discussed the proposed Woodbury County Comprehensive Plan and Zoning Ordinances.

Motion by Welte second by Walish to approve appointments of Mary Cord Cameron and Dale Peterson to the Library Board of Trustees. Carried 5-0. Copy filed.

Motion by Clausen second by Welte to approve FY 2003 Alternative Plan Form for Local Public Health Services Contract. Carried 5-0. Copy filed.

Motion by Clausen second by Welte to approve and authorize the Chairman to sign Agreement to Provide Professional Consulting Services with Maximus, Inc. for fiscal years 2003 and 2004. Carried 5-0. Copy filed.

The Board discussed Countys participation in The Siouxland Initiative (TSI) with the Siouxland Chamber of Commerce.

Motion by Batcheller second by Welte to approve Woodbury Countys participation in The Siouxland Initiative with a contribution of $5,000.00 from the infrastructure and economic development fund. Carried 3-2, Clausen and Boykin opposed. Copy filed.

Motion by Batcheller second by Boykin to approve Change Order #4 of Phase V Courthouse Restoration. Carried 5-0. Copy filed.

Motion by Boykin second by Welte to approve contractors proposal with Holtze Construction Co. for drawers and frames in the Courtrooms. Carried 5-0. Copy filed.

Motion by Boykin second by Welte to approve and authorize the Chairman to sign a resolution in support of extension of the administrative surcharge that funds rural Iowa Workforce Development Centers and access points in Iowa. Carried 5-0.

RESOLUTION 9656

RESOLUTION IN SUPPORT OF EXTENSION OF THE ADMINISTRATIVE
SURCHARGE THAT FUNDS RURAL IOWA WORKFORCE DEVELOPMENT
CENTERS AND ACCESS POINTS IN IOWA.

WHEREAS, Iowa Workforce Development has an established office at 2508 4th Street, Sioux City; and

WHEREAS, the workforce office in Sioux City is an essential placement and training referral center used by many businesses, employers and Iowa citizens; and

WHEREAS, the funding source for 55 rural IWD offices, the unemployment insurance surcharge, is set to sunset on June 30, 2003; and

WHEREAS, we, the members of the Woodbury County Board of Supervisors believe the services provided by all Iowa Workforce Development Centers and their partners are critical to the future well being of businesses, employers and citizens of Iowa; and

WHEREAS, we, the members of the Woodbury County Board of Supervisors further believe mass closure of the rural Iowa Workforce Development Centers will have a lasting negative affect statewide, causing small and rural businesses more hardship in an increasingly unstable economic period;

NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Woodbury County, Iowa, ask that you consider extending the surcharge to allow the rural workforce offices and access points to continue serving all Iowa business, employer and citizen needs.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

Motion by Boykin second by Batcheller to go into Executive Session per Iowa Code Section 21.5(1)(f). Carried 5-0 on a roll call vote.

Motion by Boykin second by Clausen to go out of Executive Session. Carried 5-0 on a roll call vote.

The Board recessed until 1:00 PM.

Meeting reconvened at 1:00 PM in the Law Enforcement Center to review plans for a jail addition.

The Board adjourned the regular meeting until June 3, 2003.
