MAY 20, 2003FORTY-SIXTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, May 20, 2003 at 9:00 A.M. Board members present were Batcheller, Boykin, Clausen, Walish and Welte. Staff members present were Karen James, Board Administrative Coordinator, Victoria L. Ritz, Deputy/Clerk to the Board, and John Sullivan, Board Legal Counsel.
The Claims were approved as presented. Copy filed.
Meeting called to order.
Motion by Boykin second by Batcheller to amend the agenda item #7 scheduling the Jail proposal next Tuesday at the LEC Building at 1:00. Carried 5-0
Motion by Welte second by Clausen to approve the Board minutes of May 13, 2003 as submitted. Carried 4-0. Batcheller abstained.
The Board approved the reclassification of Charles W. Dose, Temporary Roadside Driver, Secondary Roads Dept., @$8.25/hour, effective 5-14-03. Salary Increase due to previous work experience with Woodbury County. Copy filed.
The Board approved the appointment of Ashley J. Martin, Temporary Engineering Aide, Secondary Roads Dept., @$7.50/hour, effective 5-19-03. Not to exceed 120 days. Copy filed.

Motion by Welte second by Clausen to approve and authorize the Chairman to sign the authorization to initiate hiring process for a Male Correctional Officer, County Sheriff Dept., Entry Level-D.S.A.: $13.70/hour. Carried 5-0. Copy filed.
Motion by Batcheller second by Boykin to approve and authorize the Chairman to sign Resolution No. 9654 approving petition for suspension of taxes for M.U. Carried 5-0.

WHEREAS, Marshall Uhl as titleholder of the aforementioned real estate has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1997 Iowa Code section 427.9, and
WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and
NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby grants the request for a suspension of taxes, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this property.

Motion by Batcheller second by Boykin to approve a letter of support for the completion of Highway 20 Corridor connecting Northwest Iowa and Northeast Iowa. Carried 5-0. Copy filed.
Agenda item #7 on Jail proposal was moved to next week in the LEC Building at 1:00 p.m.
The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.
Clausen expressed his concern in regard to the letter from Mercy Medical Center requiring the County to assume responsibility for payment of individuals who are court ordered. John Sullivan is to set up a meeting with Doug Walish and Patty Erickson-Puttmann to respond to this matter.
Dick Storm addressed the Board in regard to the bike trail project in the City of Moville. Jerry Steffen, Engineer for the City of Moville, reported that DOT required written confirmation of the County Road Right of Way agreement for this project. Consensus was that the agreement between Woodbury County and the City of Moville would fulfill the requirement.
Clausen requested John Sullivan prepare a cancellation notice of the lease agreement with Siouxland Aviation Historical Association.
The Board adjourned the regular meeting until May 27, 2003.
