MAY 6, 2003FORTY-FOURTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, May 6, 2003 at 9:00 A.M. Board members present were Batcheller, Boykin and Welte; Walish and Clausen were absent. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Sullivan, Board Legal Counsel.
The Claims were approved as presented. Copy filed.
Meeting called to order.
Motion by Batcheller second by Boykin to appoint Maurice Welte as temporary Chair. Carried 3-0.
Motion by Batcheller second by Boykin to delete the items dealing with City Assessors Office and the CBM food contract for juvenile detention from todays agenda. Carried 3-0.
Motion by Boykin second by Batcheller to approve the Board minutes of April 29, 2003 as submitted. Carried 3-0.
The Board approved the appointment of Jackie R. Bates, Payroll Clerk II, County Auditor/Recorder Dept., @$11.24/hour, effective 5-7-03. Job Vacancy Posted: 3-12-03. Salary Range: $10.26-$13.15/hour, based on experience. Copy filed.
J.D. Pellersels, Human Resource Director, gave an update report on Health Insurance Portability Accountability Act (HIPAA) plan and training.
The Board discussed with J.D. Pellersels of Human Resources, Juvenile Detention staffing issues and recommendations from Mark Olsen, Juvenile Detention Director.
Motion by Boykin second by Batcheller to approve recommendations from Juvenile Detention Director Mark Olsen. Carried 3-0. Copy filed.
Motion by Batcheller second by Boykin to approve and authorize the Chairman to sign the authorization to initiate hiring process for an Interim Part-time Male Youth Worker, Juvenile Detention Dept., Entry Level AFSCME J.D.: $12.03/hour. Carried 3-0. Copy filed.
The Public Hearing and sale of Real Estate Parcel #279930 also known as 1403 Carlin Avenue, Sioux City, IA was held at 10:15 a.m.. The Chairman called on anyone wishing to be heard on said sale.
Motion by Boykin second by Batcheller to close the Public Hearing on the sale of Real Estate Parcel #279930 as there was no one present wishing to be heard on said sale. Carried 3-0.
Chairman called for bids on Real Estate Parcel #279930. Earl Schultz bid $555.00 plus recording fees. There were no further bids.
Motion by Boykin second by Batcheller to accept Earl Schultzs bid of $555.00 plus recording fees on Real Estate Parcel #279930. Carried 3-0.

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa, that the offer at public auction of:
By Earl E. Schultz in the sum of Five-Hundred & Fifty-Five Dollars ($555.00 & No/100))
For the following described real estate, To Wit:

Therefore, the County Treasurer is requested to abate any taxes previously levied or set on this parcel(s).
BE IT FURTHER RESOLVED that the Chairman of this Board be and he is hereby authorized to execute a Quit Claim Deed for the said premises to the said purchaser.

The Board discussed the consideration of assistance for improvements on county fair grounds.
Motion by Batcheller second by Boykin to approve assistance of $5,000.00 for improvements on Woodbury County fair grounds to be taken from the infrastructure fund. Carried 3-0. Copy filed.
Motion by Batcheller second by Boykin to set the Public Hearing for May 27, 2003 on Budget Amendment #3, FY 03. Carried 3-0. Copy filed.
The Board had a discussion with Scott Anderson, Gilmore & Bell, concerning the issuance of revenue bonds for Northern Hills Assisted Living Facility Project.
Motion by Boykin second by Batcheller to postpone for one week the approval of the issuance of revenue bonds for the purpose of financing Northern Hills Assisted Living Facility Project. Carried 3-0.
Motion by Batcheller second by Boykin to approve the installation of a used boiler at Prairie Hills not to exceed $7,500. Carried 3-0. Copy filed.
The Board discussed the consideration of roof replacement at Prairie Hills.
Motion by Batcheller second by Boykin to approve replacement of the roof at Prairie Hills for $26,105 from riverboat funds. Carried 3-0. Copy filed.
The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.
The Board adjourned the regular meeting until May 13, 2003.
