JANUARY 28, 2003THIRTIETH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, January 28, 2003 at 9:00 A.M. Board members present were Boykin, Clausen, Walish and Welte, Batcheller was absent. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Sullivan, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Clausen second by Boykin to approve the Board minutes of January 21, 2003 as submitted. Carried 4-0.

Motion by Boykin second by Clausen to approve the minutes of Executive Session of January 21, 2003 as submitted. Carried 4-0.

Motion by Welte second by Clausen to approve the minutes of Executive Session #1 of January 14, 2003 as submitted. Carried 4-0.

Motion by Clausen second by Boykin to approve the minutes of Executive Session of #2 January 14, 2003 as submitted. Carried 4-0.

The Board approved the reclassification of Lisa R. Beckwith, Motor Vehicle Clerk II, County Treasurer Dept., @$11.42/hour, effective 2-16-03. Per AFSCME Cthouse. Contract, from Grade 4, Step 2 to Grade 4, Step 3. Copy filed.

The Board discussed Woodbury County Law Enforcement Center Corrective Action Design Report.

Motion by Boykin second by Clausen to approve the start of corrective process of Corrective Action Design Report (CADR) concerning Woodbury County Law Enforcement Center. Carried 4-0. Copy filed.

Motion by Welte second by Boykin to approve lifting tax suspension for A.M.M. Carried 4-0. Copy filed.

Motion by Clausen second by Welte to approve Nancy Henry, CRS, 4630 Singing Hills Blvd., Sioux City, IA to the Commission to Assess Damages Category C, Licensed Real Estate Salesman or Real Estate Broker. Carried 4-0. Copy filed.

Motion by Welte second by Boykin to accept the bid of Lieber Construction Co., Lawton, Iowa in the amount of $12,660.85 for bridge replacement Project L-EWP 02(1)73-97 and in the amount of $17,660.72 for Project L-EWP 02(2)73-97, per recommendation of the county engineer. Carried 4-0. Copy filed.

Motion by Clausen second by Boykin to accept the bid of Clark Construction Co., Whiting, Iowa in the amount of $13,275.00 for bridge replacement Project L-EWP 02(3)73-97, per recommendation of the county engineer. Carried 4-0. Copy filed.

Motion by Welte second by Boykin to accept the bid of Lieber Construction Co., Lawton, Iowa in the amount of $10,733.97 for bridge replacement Project L-EWP 02(4)73-97, per recommendation of the county engineer. Carried 4-0. Copy filed.

Motion by Boykin second by Clausen to award the contract for 2003 Maintenance Gravel Program to Hallet Construction Co., Lake View, Iowa, per recommendation of the county engineer. Carried 4-0. Copy filed.

Motion by Boykin second by Clausen to approve Change Order Number G7 in the amount of $846.00, Project: Remodel of existing building for Siouxland District Health Department. Carried 4-0. Copy filed.

Motion by Clausen second by Boykin to authorize the Chairman to sign Certificate of Substantial Completion for remodel of Siouxland District Health Department building. Carried 4-0. Copy filed.

The Board had a discussion with Assistant County Attorney John Sullivan regarding the reconsideration of contract amount with Robert Half Management & Associates to provide consulting services regarding HIPAA.

Motion by Welte second by Boykin to approve a contract amount of up to $13,800.00 with Robert Half Management & Associates to meet HIPAA requirements. Carried 3-1, Clausen opposed.

The Board discussed the appointment of a new chairman to HIPAA committee.

There was a general discussion regarding FY04 budget reductions accepted by the Board of Supervisors at the January 21, 2003 board meeting.

Motion by Boykin second by Walish to receive line item reductions from departments, to their budgets, as submitted. Carried 4-0. Copy filed.

The Board discussed Moville Senior Center budget.

The Board discussed County Fair budget.

The Board discussed Law Library budget.

Motion by Welte second by Clausen to fund the County Fair appropriation from the rural assistance fund. Carried 4-0.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

Tom Lindblom, 1131 Lincoln Way, Sioux City, discussed with the Board the assessed value of County property and City property.

The Board adjourned the regular meeting until February 4, 2003.
