DECEMBER 3, 2002TWENTY-THIRD MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, December 3, 2002 at 9:00 A.M. Board members present were
Boykin, Clausen, Walish and Welte, Batcheller was absent. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Sullivan, Board Legal Counsel.
The Claims were approved as presented. Copy filed.
Meeting called to order.
Motion by Walish second by Boykin to approve the Board minutes of November 26, 2002 as submitted. Carried 4-0.
The Board approved the reclassification of Patti M. Walsh, M.V. Clerk II, County Treasurer Dept., @$12.05/hour, effective 12-21-02. Per AFSCME Cthouse. Contract agreement, from Grade 4, Step 3 to Grade 4, Step 4. Copy filed.
The Board approved the reclassification of David D. Bridenbaugh, Custodian, Building Services Dept., @$9.75/hour, effective 12-27-02. Per AFSCME Cthouse. Contract agreement, from Grade 1, Step 1 to Grade 1, Step 2. Copy filed.
The Board discussed Woodbury County employees operating a county vehicle or a privately owned vehicle in the performance of their jobs.
Motion by Boykin second by Walish to approve a Woodbury County policy for county employees who operate vehicles in the performance of their jobs. Carried 4-0. Copy filed.
Motion by Boykin second by Walish to set the Public Hearing and Sale of Real Estate Parcel #026265 on December 17, 2002, at 10:15 A.M. Carried 4-0.

NOTICE OF PROPERTY SALE

WHEREAS Woodbury County, Iowa was the owner under a tax deed of a certain parcel of real
estate described as:

Feet Lot 12 (twelve), Block 61 (sixty-one).

NOW THEREFORE,
BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:
1. That a public hearing on the aforesaid proposal shall be held on
the 17rd Day of December, 2002, at 10:15 o'clock a.m. in the meeting
room of the Board of Supervisors on the first floor of the Woodbury
County Courthouse.
2. That said Board proposes to sell the said parcel of real estate at a
public auction to be held on the 17th Day of December, 2002, immediately
following the closing of the public hearing.
3. That said Board proposes to sell the said real estate to the highest
bidder at or above a total minimum bid of $ 1,100.00 plus recording
fees.
4. That this resolution, preceded by the caption 'Notice of Property Sale'
and except for this subparagraph 4 be published as notice of the
aforesaid proposal, hearing and sale.

room of the Board of Supervisors on the first floor of the Woodbury
County Courthouse.
2. That said Board proposes to sell the said parcel of real estate at a
public auction to be held on the 17th Day of December, 2002, immediately
following the closing of the public hearing.
3. That said Board proposes to sell the said real estate to the highest

fees.

The Board discussed verification letter for Woodbury County Fair to apply for a grant.
The Board discussed the letter and amended it by striking that portion referring to the fair as a subsidiary of Woodbury County.
Motion by Boykin second by Walish to approve verification letter for Woodbury County Fair Association to apply for a Grant with Siouxland Community Foundation. Carried 4-0. Copy filed.
6a. Motion by Walish second by Boykin to authorize Chairman to sign a letter authorizing fiscal agent responsibility for the Grants to Counties Well Program to Siouxland District Health Department. Carried 4-0. Copy filed.
Motion by Boykin second by Walish to authorize Chairman to sign Grants to Counties Well Program application form for fiscal year 2004. Carried 4-0. Copy filed.
Gary Brown, Director Disaster and Emergency Services, addressed the Board to request transfer of surplus county equipment.
Motion by Boykin second by Welte to approve the transfer of surplus computer equipment to Disaster Services for the use of rural Fire and Emergency Medical Services providers in Woodbury County. Carried 4-0. Copy filed.
The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.
Debbie Weaver, 3152 160th St. addressed the Board with concerns about the countys proposed comprehensive plan.
Maurie Welte discussed the lease on the county farm.
The scheduled executive session was canceled.
The Board adjourned the regular meeting until December 10, 2002.
