OCTOBER 29, 2002EIGHTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, October 28, 2002 at 9:00 A.M. Board members present were Batcheller, Boykin, Clausen, Walish and Welte. Staff members present were Sonya Pierce, Executive Secretary, Patrick F. Gill, Auditor/Clerk to the Board, and John Sullivan, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Walish second by Batcheller to approve the Board minutes of October 22, 2002 as submitted. Carried 5-0.

Motion by Welte second by Boykin to set the Public Hearing and Sale of Real Estate Interest Counties on November 12, 2002, at 10:30 A.M. to convey an Easement for Public Highway. Carried 5-0.

FOR SALE OF REAL PROPERTY AND CONVEYANCE OF
REAL ESTATE INTEREST COUNTIES

TO WHOM IT MAY CONCERN:

NOTICE is herby given that there is now on file in the office of the Auditor of Woodbury County, Iowa, Sale of Real Property and Delivery of Conveyance Resolution, under and by virtue of which it is proposed to grant and convey an Easement for Public Highway over the following described real estate:

A parcel of land located in a part of the NE NE of Section 16, Township 86 North, Range 45, West of the 5th P.M., Woodbury County, Iowa, as shown on Acquisition Plat, Exhibit A, attached to proposed Easement, more particularly described as follows:

Commencing at the Northwest Corner of the NE of said Section 16; thence N90˚0000E, 1705.82 feet along the North line of said NE to the Point of Beginning; thence continuing N90˚0000E, 247.18 feet along said North line; thence S00˚0000E, 25.05 feet; thence N84˚1247W, 248.45 feet to the Point of Beginning; containing 0.07 acre.

To the STATE OF IOWA for the sum of Three Hundred Ninety-Two and No/100 ($392.00) Dollars to be paid by the Iowa Department of Transportation in connection with the improvement of Primary Road No. IA 982.

Said Resolution and proposal to grant and convey said easement will come up for public hearing before the Board of Supervisors of Woodbury County, Iowa, at 10:30 Oclock a.m., on the 12th Day of November, 2002, and said Resolution and proposed Easement for Public Highway are now on file in the Office of the Auditor of Woodbury County, Iowa.

The Board discussed Change Order G4 for remodel of existing building for Siouxland District Health Department by Holtze Construction.

Motion by Batcheller second by Boykin to approve Change Order G4 for Siouxland District Health Department in the amount of $1,473.00. Carried 5-0. Copy filed.

Motion by Walish second by Batcheller to authorize the Chairman to sign a Utility Accommodation Permit submitted by Qwest, Omaha, NE, per recommendation of the county engineer. Carried 5-0. Copy filed.

The Board discussed paving policy with Richard Storm, County Engineer.

Motion by Boykin second by Walish to approve a Woodbury County Paving Policy. Carried 5-0. Copy filed.

Jim Hurm Of Souxland Interstate Metropolitan Planning Council (SIMPCO) gave a presentation of Small Community Partnership Program.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

Jean Jessen from the Auditors Office inquired about a Health Insurance Portability and Accountability Act (HIPPA) committee being appointed.

Janeese Martin of the Tax Research Conference presented a request to reconsider a motion to approve an agreement for the expansion process of the jail.

Nancy Countryman of the county landfill updated the Board on an issue with the City of Sergeant Bluff.

The Board adjourned the regular meeting until November 5, 2002.
