OCTOBER 15, 2002SIXTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, October 15, 2002 at 9:00 A.M. Board members present were Batcheller, Boykin, Clausen, Walish and Welte. Staff members present were Sonya Pierce, Executive Secretary, Patrick F. Gill, Auditor/Clerk to the Board, and John Sullivan, Board Legal Counsel.
The Claims were approved as presented. Copy filed.
Meeting called to order.
Motion by Walish second by Boykin to approve the Board minutes of October 8, 2002 as submitted. Carried 3-0, Batcheller and Welte abstained.
The Board approved the separation of Carl J. Stoltze, Correctional Officer, County Sheriff Dept., effective 10-04-02. Resignation. Copy filed.
The Board approved the reclassification of Kevin D. Horsley, Senior Correctional Officer, County Sheriff Dept., @$16.23/hour, effective 10-28-02. Per DSA Contract, from Class 3 to Senior Class, due to 4 years employment and a B.A. degree. Copy filed.
The Board approved the reclassification of Wendy N. Sassman, Correctional Officer, County Sheriff Dept., @$15.39/hour, effective 10-30-02. Per DSA Contract agreement, from Class 2 to Class 1. Copy filed.
Motion by Welte second by Batcheller to approve and authorize the Chairman to sign the authorization to initiate hiring process for a Male or Female Correctional Officer, County Sheriff Dept. Entry Level DSA Contract: $13.70/hour. Carried 5-0. Copy filed.
Motion by Welte second by Walish to approve and authorize the Chairman to sign Resolution No. 9597 for abatement of taxes on Parcels #649321, #649324, and #649326 for the City of Sloan. Carried 5-0.

RESOLUTION APPROVING ABATEMENT OF TAXES
WHEREAS, the City of Sloan, Iowa, is the titleholder of real estate Parcels #649321, #649324, and #649326, located in Woodbury County, Iowa and legally described as follows:
Parcels: #649321, #649324, and #649326
Lots 3 (Three), 4 (Four), and 5 (Five) of Nolan Addition, City of Sloan, Woodbury County, Iowa.
WHEREAS, the above-stated property has an unpaid balance of taxes owing, and the parcels are owned by a political subdivision of the State; and
WHEREAS, the political subdivision, namely the City of Sloan, is failing to immediately pay the taxes due; and
WHEREAS, the Board of Supervisors sees that good cause exists for the abatement of these taxes; and
NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors herby abates the taxes owing on the above parcels according to the Code of Iowa, 445.63, and hereby directs the Woodbury County Treasurer to abate these aforementioned taxes from the tax records.
SO RESOLVED this 15th day of October, 2002.

Lt. Lynette Redden of Woodbury County Jail gave an update report on CBM Food Services.
Frank Gray, Woodbury County Conservation Board Member, presented the Woodbury County Conservation Board and Dorothy Pecaut Nature Center Annual Report.
Motion by Boykin second by Walish to receive the annual report of the Woodbury County Conservation Board. Carried 5-0. Copy filed.
The Board discussed Phase V Courthouse Restoration.
Motion by Batcheller second by Boykin to award the Phase V Courthouse Restoration contract to Holtze Construction. Carried 5-0.
Motion by Batcheller second by Walish to direct the architect to bring a change order forward to remove the infrastructure for offices on the eighth floor. Carried 3-2 on a roll call vote, Boykin and Clausen opposed.
Motion by Boykin second by Clausen to reconsider the motion to award the contract for Phase V restoration. Failed 2-3 on a roll call vote, Walish, Batcheller and Welte opposed.
The Board discussed county policy concerning percentage deputies.
Motion by Welte second by Walish to postpone until October 29th action on the county policy concerning percentage deputies annual leave and sick leave accrual. Carried 5-0.
Robert M. Lee of RML Architects, L.L.C., gave a presentation of programming and design of the Woodbury County Jail expansion.
The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.
The Board adjourned the regular meeting until October 22, 2002.
