SEPTEMBER 24, 2002-THIRTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, September 24, 2002 at 9:00 A.M. Board members present were Batcheller, Boykin, Clausen, Walish and Welte. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Sullivan, Board Legal Counsel.
The Claims were approved as presented. Copy filed.
Meeting called to order.
Motion by Walish second by Boykin to approve the Board minutes of September 17, 2002 as submitted. Carried 4-0, Batcheller abstained.
Motion by Boykin second by Welte to approve the minutes of Executive Session of 17, 2002 as submitted. Carried 4-0, Batcheller abstained.
The Board approved the separation of Charles W. Dose, Temporary Roadside Driver, Secondary Roads Dept., effective 9-13-02. End of Temporary Work. Copy filed.
The Board approved the reclassification of Kay R. Wagner, Vital Statistics Clerk II, County Auditor/Recorder Dept., @$10.26/hour, effective 9-25-02. In-house posting 9-4-02. Per AFSCME Cthouse, Contract agreement, lateral transfer at same wage. Copy filed.
The Board approved the appointment of Joseph D. Moravek, Correctional Officer, County Sheriff Dept., @$13.70/hour, effective 9-25-02. Job vacancy posted: 7-31-02. Entry level salary: $13.70/hour. Copy filed.
Motion by Batcheller second by Walish to approve and authorize the Chairman to sign the authorization to initiate hiring process for a Real Estate/ Drainage Ditch Clerk II, County Auditor/Recorder Dept. Entry Level: In-House AFSCME Cthouse./Grade 3: Current wage or according to contract. Carried 5-0. Copy filed.
Motion by Welte second by Boykin to approve and authorize the Chairman to sign Resolution No. 9595 approving abatement of taxes on Parcel #385575 for Midstep Services, Inc. Carried 5-0.

RESOLUTION APPROVING ABATEMENT OF TAXES
WHEREAS, the Mid-Step Services, Inc. is the titleholder of real estate Parcel #385575 located in Woodbury County, Iowa and legally described as follows:
Parcel #385575
East 69 Feet Lot 1 Block 9 East 69 Feet South 1/2 Lot 2 Block 9, Palmers
Morningside Addition, City of Sioux City, Woodbury County, Iowa
WHEREAS, the above stated property has taxes owing for the 2001/2002 tax year and the parcel is owned by Mid-Step Services, Inc., and
WHEREAS, the organization, namely the Mid-Step Services, Inc. is failing to immediately pay the taxes due; and
WHEREAS, the Board of Supervisors sees that good cause exists for the abatement of these taxes and any future taxes that may be levied against this parcel; and
NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby abates the taxes owing on the above parcel according to Code of Iowa, 445.63, and hereby directs the Woodbury County Treasurer to abate these aforementioned taxes from the tax records.
SO RESOLVED this 24th day of September, 2002.

Motion by Batcheller second by Boykin to approve and receive for signatures Proclamation for Iowa Disability Employment Awareness Month. Carried 5-0. Copy filed.
Motion by Walish second by Boykin to approve and receive for signatures Proclamation Declaring October 16, 2002 as Iowa Disability Mentoring Day. Carried 5-0. Copy filed.
Motion by Welte second by Boykin to approve and authorize Chairman to sign project agreement with United States Department of Agriculture Natural Resources Conservation Service for funding of Little Sioux Watershed for the construction of a drop inlet structure. Carried 5-0. Copy filed.
The Board discussed with John Sullivan, Assistant County Attorney, 28E Agreement between Woodbury County and Siouxland District Board of Health.
Motion by Boykin second by Walish to approve and authorize the Chairman to sign 28E Agreement between Woodbury County and Siouxland District Board of Health. Carried 5-0. Copy filed.
Siouxland District Health Director, Fran Sadden gave a review of guide book for local Board of Health/Board of Supervisors.
The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.
Larry Fillipi, 2127 Kossuth Avenue, Anthon, presented a petition concerning Hwy D-38 west of Anthon, Iowa that has 2 bridges with stop signs.
The Board adjourned the regular meeting until October 1, 2002
