SEPTEMBER 3, 2002TENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, September 3, 2002 at 9:00 A.M. Board members present were Batcheller, Boykin, Clausen and Welte, Walish was absent. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Sullivan, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Batcheller second by Boykin to approve the Board minutes of August 27, 2002 as submitted. Carried 3-0, Welte abstained.

The Board approved the promotion of Dawn R. Anderson, Vital Statistics Clerk III, County Auditor/Recorder Dept., @$13.10/hour, effective 9-04-02. Promotion per AFSCME Cthouse. Contract agreement, from Grade 3, Step 3 to Grade 6, Step 2. Copy filed.

Motion by Welte second by Boykin to approve and authorize the Chairman to sign the authorization to initiate hiring process for an In-House Posting Vital Statistics Clerk II, County Auditor/Recorder, AFSCME Cthouse./Grade 3: Current Wage or according to contract. Carried 4-0. Copy filed.

Motion by Boykin second by Batcheller to postpone until September 17th action to approve county policy concerning percentage deputies. Carried 4-0.

The Board presented Resolution No. 9588 to Patrick Murphy for his service to Woodbury County.

Motion by Boykin second by Batcheller to approve corrective transfer of $80,221.51 funds from the countys mental health, mental retardation, and developmental disabilities services (MHMRDDS) fund to the general supplemental fund. Carried 4-0. Copy filed.

County Treasurer Bob Knowler unveiled Treasurers fifth branch office.

Motion by Boykin second by Batcheller to approve and authorize the Chairman to sign Monitoring Service Agreement No. 071202TC1 dated July 15, 2002. Carried 4-0. Copy filed.

The Board discussed preliminary plats for Dunn Estates Subdivision.

Motion by Boykin second by Batcheller to approve preliminary plats for Dunn Estates Subdivision per recommendation of the Zoning Commission. Carried 4-0. Copy filed.

Motion by Boykin second by Batcheller to accept quote from Murphy Tractor in the amount of $147,777.00 for track backhoe per recommendation of the county engineer. Carried 4-0. Copy filed.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

Motion by Batcheller second by Boykin to go into Executive Session per Iowa Code Section 21.5(1)(c). Carried 4-0 on roll call vote.

Motion by Boykin second by Clausen to go out of Executive Session. Carried 4-0 on roll call vote.

Motion by Batcheller second by Boykin to approve the attorneys recommendation. Carried 4-0.

Motion by Boykin second by Welte to go into Executive Session per Iowa Code Section 21.5(1)(k). Carried 4-0 on roll call vote.

Motion by Boykin second by Welte to go out of Executive Session. Carried 4-0 on roll call vote.

The Board adjourned the regular meeting until September 10, 2002.
