AUGUST 27, 2002NINTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, August 27, 2002 at 9:00 A.M. Board members present were Batcheller, Boykin, Clausen and Walish, Welte was absent. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Sullivan, Board Legal Counsel.
The Claims were approved as presented. Copy filed.
Meeting called to order.
Motion by Walish second by Boykin to approve the Board minutes of August 20, 2002 as submitted. Carried 4-0.
Motion by Batcheller second by Boykin to approve the minutes of Executive Session of August 13, 2002 as submitted. Carried 3-0, Walish abstained.
The Board approved the separation of Chris E. Koehn, Temporary Summer Laborer, Secondary Roads Dept., effective 8-21-02. End of Temporary Work. Copy filed.
The Board approved the appointment of Kim D. Erwin-Loncke, Temporary Assistant County Attorney, County Attorney Dept., @$39,100/year, effective 8-22-02. Job Vacancy Posted: 7-31-02. AFSCME Salary Range: $39,100/yr. - $45,312/yr. (Not to exceed 120 days.) Copy filed.
The Board approved the separation of Kyle Gates, Temporary Summer Laborer, Secondary Roads Dept., effective 8-24-02. Adjusted Separation Date from 8/23/02 to 8/24/02. Copy filed.

The Board approved the separation of Ann M. Long, Assistant County Attorney, County Attorney Dept., effective 10-11-02. Adjusted Resignation Date from 9-13-02 to 10-11-02. Copy filed.
J.D. Pellersels, Human Resource Director, gave an update on Law Enforcement Center environmental issues.
The Board discussed the re-employment policy with human resource director.
Motion by Batcheller second by Walish to approve the discontinuance of the current re-employment policy that was approved March 31, 1988. Carried 4-0.
There was no action taken to approve Mental Health Court Application to U.S. Department of Justice.
Motion by Boykin second by Batcheller to receive County Recorders Report of Fees Collected for the period of 4/1/02 through 6/30/02. Carried 4-0. Copy filed.
Bid letting was held at 10:20 a.m. for diesel powered track hydraulic excavator.

Motion by Batcheller second by Boykin to receive the bids for track backhoe and submit to the county engineer for review and recommendation. Carried 4-0. Copy filed.
Mark Olson, Director WCJDC, spoke regarding health care contract with Mercy Business Health services to the Juvenile Detention Center.
Motion by Walish second by Batcheller to approve and authorize the Chairman to sign Letter of Agreement for Sick Call Services between Mercy Medical Services, Inc., d/b/a Mercy Business Health Services and Woodbury County Juvenile Detention. Carried 4-0. Copy filed.
Mark Olson and the Board discussed emergency prevention monies received through state detention reimbursement.
Motion by Boykin second by Walish to approve the request to use $10,000.00 from unanticipated state detention reimbursement revenue to fund the centralized intake emergency prevention line item. Carried 4-0. Copy filed.
John Malloy, WCICC, discussed with the Board service level agreement/guarantees with McLeod for outages for county facilities.
Motion by Batcheller second by Boykin to approve Change Order #G1 for Siouxland District Health Department building remodeling. Carried 4-0. Copy filed.
The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.
Motion by Walish second by Boykin to go into Executive Session per Iowa Code Section 21.5(1)(f). Carried 4-0 on roll call vote.
Motion by Batcheller second by Boykin to go out of Executive Session. Carried 4-0 on roll call vote.
The Board adjourned the regular meeting until September 3, 2002.
