AUGUST 6, 2002SIXTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, August 6, 2002 at 9:00 A.M. Board members present were Batcheller, Boykin, Clausen, Walish and Welte. Staff members present were Karen James, Board Administrative Coordinator, Jean Jessen, Deputy/Clerk to the Board, and John Sullivan, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Walish second by Batcheller to approve the Board minutes of July 30, 2002 as submitted. Carried 5-0.

The Board approved the separation of Patrick C. Murphy, Custodian, Building Services Dept., effective 8-09-02. Retirement. Copy filed.

The Board approved the reclassification of Travis L. Hutzell, Correctional Officer, County Sheriff Dept., @$14.22/hour, effective 8-09-02. Per DSA Contract agreement, from Class 4 to Class 3. Copy filed.

The Board approved the reclassification of Cindy L. Weber-Blair, Assistant County Attorney, County Attorney Dept., @$43,205/year, effective 8-14-02. Per AFSCME Attorney Contract agreement, from Step 2 to Step 3. Copy filed.

The Board approved the reclassification of Jill R. Pitsenbarger, Assistant County Attorney, County Attorney Dept., @$57,936/year, effective 8-16-02. Per AFSCME Attorney Contract agreement, from Step 9 to Step 10. Copy filed.

The Board approved the reclassification of Bryan A. Maron, Maintenance Worker, Building Services Dept., @$10.72/hour, effective 8-16-02. Per AFSCME Cthouse Contract agreement, from Grade 2, Step 2, to Grade 2, Step 3. Copy filed.

The Board approved the separation of Anthony T. Brunkan, Temporary Engineering Aide, Secondary Roads Dept., effective 8-16-02. End of Temporary Employment. Copy filed.

The Board approved the separation of Kyle D. Gates, Temporary Engineering Aide, Secondary Roads Dept., effective 8-23-02. End of Temporary Employment. Copy filed.

The Board approved the separation of Lori A. Winge, Lead Jail Nurse, County Sheriff Dept., effective 8-28-02. Resignation. Copy filed.

Motion by Boykin second by Welte to approve and authorize the Chairman to sign the authorization to initiate hiring process for a Custodian, Building Services Dept., Entry level AFSCME Cthouse., Grade 1, Step 1: $9.30/hour; and for a Lead Jail Nurse, County Sheriff Dept. Wage Plan: $17.00/hour. Carried 5-0. Copy filed.

Motion by Boykin second by Walish to approve a request from retiree Patrick Murphy, Custodian with Building Services Department, to remain on the countys health insurance plan for himself and his spouse at their own expense. Carried 5-0. Copy filed.

Motion by Boykin second by Welte to approve and authorize the Chairman to sign Resolution No. 9587 approving petition for suspension of taxes for D. K. Carried 5-0.

RESOLUTION APPROVING PETITION FOR SUSPENSION
OF TAXES


WHEREAS, Dorine E. Keleher, as titleholders of real estate located at 4014 W 23rd Street, Sioux City, Woodbury County, Iowa, and legally described as follows:

Parcel #164610

Lots One through Four (1-4) inclusive, Block Eleven (11), Emerson Heights Addition, City of Sioux City, Woodbury County, Iowa

WHEREAS, Dorine E. Keleher as titleholders of the aforementioned property has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1997 Iowa Code section 427.9, and

WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby grants the request for a suspension of taxes, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this property.

SO RESOLVED this 6th day of August, 2002.

Motion by Boykin second by Walish to authorize the Chairman to sign contract for Project BROS-CO97(50)8J-97 with Dixon Construction Co., Correctionville, Iowa, in the amount of $563,164.03, per recommendation of the county engineer. Carried 5-0. Copy filed.

Motion by Batcheller second by Welte to authorize Dick Storm, Woodbury County Engineer, to offer $1,000 reward concurrent with the arrest and conviction of vandals. Carried 5-0.

Motion by Boykin second by Walish to authorize the Chairman to sign New Jobs and Income Program Annual Progress Report for the period of January 1, 2001 through December 31, 2001. Carried 5-0. Copy filed.

Skip Meisner gave an update on the Lewis and Clark celebration.

Motion by Boykin second by Batcheller to authorize the Chairman to sign Waiver of Juvenile Accountability Incentive Block Grant (JAIBG) Funds and Acceptance of Waived Funds Statement of Agreement, awarding funds to the Woodbury County Decategorization Board (Siouxland Human Investment Partnership). Carried 5-0. Copy filed.

Motion by Walish second by Batcheller to authorize the Chairman to sign a letter of support for the Gang Prevention Specialist. Carried 5-0. Copy filed.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

The Board adjourned the regular meeting until August 13, 2002.
