JULY 23, 2002FOURTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, July 23, 2002 at 9:00 A.M. Board members present were Batcheller, Boykin, Walish and Welte; Clausen was absent. Staff members present were Karen James, Board Administrative Coordinator, Jean Jessen, Deputy/Clerk to the Board, and John Sullivan, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Batcheller second by Welte to appoint Boykin as Chair.

Motion by Walish second by Boykin to approve the Board minutes of July 16, 2002 as submitted. Carried 4-0.

Ms. Kathy Mengel of First Administrators, Inc. discussed the Woodbury County Health Insurance Program with the Board.

The Board postponed discussion of County policy concerning percentage deputies until next week.

Bid letting was held at 10:20 a.m. for Project L-EWP 01(3)73-97.

Bids were as follows:

Peterson Contractor, Inc. $97,038.85
Nelson/Rock Contracting $69,794.50
L. A. Carlson $66,158.90

There were no further bids.

Motion by Batcheller second by Welte to receive the bids for Project L-EWP 01(3)73-97 and submit to the county engineer for review and recommendation. Carried 4-0. Copy filed.

Motion by Welte second by Walish to authorize the Chairman to sign Project Agreement for BROS-CO97(57)8J97. Carried 4-0. Copy filed.

Bid letting was held at 10:30 a.m. for alterations to the new Siouxland District Health building.

There were no further bids.

Motion by Batcheller second by Welte to be acted upon on Tuesday, July 30, 2002. Carried 4-0. Copy filed.

Motion by Batcheller second by Welte to approve and authorize the Chairman to sign Resolution No. 9584 approving petition for suspension of taxes through the redemption process for M.E.S. Carried 4-0.

RESOLUTION APPROVING PETITION FOR SUSPENSION
OF TAXES THROUGH THE REDEMPTION PROCESS


WHEREAS, Mary E. Seiler as joint titleholder of real estate located at 1914 Iowa Street, Sioux City, Woodbury County, Iowa, and legally described as follows:

Parcel #382395

Lot Sixteen (16) Block Fourteen (14), Orchard Hill Addition, City of Sioux City, Woodbury County, Iowa

WHEREAS, Mary E. Seiler, as joint titleholder of the aforementioned property has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1999 Iowa Code Section 447.9(3) and,

WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby directs the County Auditor to redeem parcel # 382395 owned by the petitioner from the holder of a certificate of purchase of the amount necessary to redeem under section 447.1, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this parcel.

A RESOLUTION THANKING AND COMMENDING

JUDITH K. PETERSON

FOR HER SERVICE TO WOODBURY COUNTY

WHEREAS, Judith Peterson has capably served Woodbury County as an employee of the Woodbury County Auditor/Recorder Department for 20 years, from May of 1982 to July 2002; and

WHEREAS, the service given by Judith Peterson as a Woodbury County employee, has been characterized by her dedication to the best interests of the citizens of Woodbury County; and

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Judith Peterson for her twenty years of service to Woodbury County; and

BE IT FURTHER RESOLVED that it is the wish of all those signing below that the future hold only the best for this very deserving person, Judith Peterson; and

BE IT SO RESOLVED this 23rd of July, 2002.

The Board discussed with Patty Erickson-Puttmann, Social Service Coordinator, Change Order #13 for extra light switches, Courthouse Restoration Phase IV.

Motion by Batcheller second by Welte to approve and authorize the Chairman to sign Change Order #13- Courthouse Restoration Phase IV. Carrried 4-0. Copy filed.


Motion by Welte second by Batcheller to receive Semi-Annual Report of Funds in the Hands of County Treasurer 06/30/2002. Carried 4-0. Copy filed.

Motion by Welte second by Walish to approve and authorize Chairman to Sign Class C Beer Permit Renewal and Sunday Sales Privilege for Shop N Go, 1863 Hwy 141, Sloan, IA. Carried 4-0. Copy filed.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

Closed Session was postponed.

The Board adjourned the regular meeting until July 30, 2002.
