JUNE 18, 2002FORTY NINTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, June 18, 2002 at 9:00 A.M. Board members present were Batcheller, Boykin, Clausen and Walish. Welte absent. Staff members present were Karen James, Board Administrative Coordinator, Victoria Ritz, Deputy Commissioner of Elections/Clerk to the Board, and John Rusch, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Batcheller second by Walish to approve the Board minutes of June 11, 2002 as submitted. Motion died due to lack of majority of members present. Minutes deferred until the meeting on Thursday, June 20, 2002.

The Board approved the reclassification of Lori A. Winge, Lead Jail Nurse, County Sheriff Dept., @$16.94/hour, effective 6-10-02. Probationary Salary Increase. Copy filed.

The Board tabled the appointment of the Civil Service Commission member until next week and requested J.D. Pellersels to retain party affiliation and background information pertaining to the applicants.

Motion by Batcheller second by Boykin to accept the bid of Grandy Pratt Co. in the amount of $50,875.00 annual premium for Real Estate Property and Contents Insurance; to accept the bid of Grandy Pratt Co. in the amount of $3,844.00 annual premium for Faithful Performance Bond Insurance; and to accept the bid of Grandy Pratt Co. in the amount of $1,896.00 annual premium for Boiler & Machinery Insurance. The Board discussed the consideration of Military Exemption on Parcel #310110.

Motion by Boykin second by Batcheller to deny the request for Military Exemption on Parcel #310110. Carried 4-0.

The Board discussed Notice of Hearing and Letting with Mike Neswick, RML Architect for alterations to Siouxland District Health Office Building.

Motion by Batcheller second by Walish to approve public Notice for Hearing and Letting for alterations to Siouxland District Health Office Building. Carried 4-0. Copy filed.

Motion by Batcheller second by Walish to set a Public Hearing on July 16, 2002 at 10:30 p.m.for remodeling of the new Siouxland District Health Building. Carried 4-0. Copy filed.

The Board deferred the acceptance for two (2) motor graders and one (1) front end loader until next week when Engineer Dick Storm will be present.

Roger Milligan presented a quote to repair a bridge on Millers Path, Oto Township.

Motion by Walish second by Boykin to accept the quote of $22,880.00 from Kooiker Inc., LeMars, IA for the repair of Bridge #W-40 on Millers Path, Section 9, Oto Township. Carried 4-0. Copy filed.

Motion by Walish second by Boykin to approve and receive for signatures Resolution No. 9575 thanking and commending Patty L. Sturtevant for her service to Woodbury County. Carried 4-0.

A RESOLUTION THANKING AND COMMENDING

Patty L. Sturtevant

FOR HER SERVICE TO WOODBURY COUNTY

WHEREAS, Patty L. Sturtevant has capably served Woodbury County as an employee of the Woodbury County Veteran Affairs Department for 19 years, from December of 1983 to June 2002; and

WHEREAS, the service given by Patty L. Sturtevant as a Woodbury County employee, has been characterized by her dedication to the best interests of the citizens of Woodbury County; and

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Patty L. Sturtevant for her nineteen years of service to Woodbury County; and

BE IT FURTHER RESOLVED that it is the wish of all those signing below that the future hold only the best for this very deserving person, Patty L. Sturtevant; and

BE IT SO RESOLVED this 18th of June, 2002.

The Board held a discussion of food service contract with Marlin Sejnoha and Shane Sejnoha, CBM Food Service.

Motion by Boykin second by Walish to approve Food Service Contract with CBM Food Service for a period of three years effective August 1, 2002 at $3.75/day for the first year, subject to approval by the Boards Attorney. Carried 4-0. Copy filed.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

Steffen Pearson and Janice Edmunds-Wells from the Woodbury County Minority Health Coalition spoke to the Board regarding their program.

Bonnie Ames, Sheriffs Department, recommended a better sound system in the Board room due to the fact the people in the audience are not able to hear the proceedings.

The consensus of the Board was to call Kingsbury to research the problem.

The Board adjourned the regular meeting until June 25, 2002.
