APRIL 16, 2002FORTIETH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, April 16, 2002 at 9:00 A.M. Board members present were Batcheller, Boykin, Clausen, Walish and Welte. Staff members present were Karen James, Board Administrative Coordinator, Victoria L Ritz, Deputy Commissioner of Elections/Clerk to the Board, and John Rusch, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Walish second by Batcheller to approve the Board minutes of April 9, 2002 as submitted. Carried 5-0.

The Board approved the separation of Bobby L. Geisinger, Correctional Officer, County Sheriff Dept., effective 4-16-02. Resignation. Copy filed.

The Board approved the separation of Cory J. Meusburger, Correctional Officer, County Sheriff Dept., effective 4-20-02. Resignation. Copy filed.

The Board approved the end of probation of Michael R. Malloy, Equipment Operator, Secondary Roads Dept., @$14.29/hour, effective 4-30-02. Per CWA Contract agreement, End of Probation Salary Increase. Copy filed.

Motion by Boykin second by Welte to approve and authorize the Chairman to sign the authorization to initiate hiring process for two (2) Male Correctional Officers, County Sheriff Department. DSA Entry Level: $13.24/hour. Carried 5-0. Copy filed.

The Board discussed supervisory skills training with J. D. Pellersels, Human Resource Director.

Motion by Boykin second by Batcheller to approve supervisory skills training for elected officials and county employees having supervisory duties. Carried 5-0. Copy filed.

Motion by Batcheller second by Walish to authorize the Chairman to sign a Utility Accommodation Permit submitted by MidAmerican Energy Co., per recommendation of the County Engineer. Carried 5-0. Copy filed.

Motion by Welte second by Boykin to authorize the Chairman to sign Iowa Department of Transportation Agreement for Federal-Aid Highway Bridge Replacement and Rehabilitation (HBRR) Program Project, Project No. BROS-C097(50)8J-97. Carried 5-0. Copy filed.

Motion by Walish second by Boykin to authorize the Chairman to sign Iowa Department of Transportation Agreement for Federal-Aid Surface Transportation Program (STP) Project, Project No. STP-S-C097(53)5E-97. Carried 5-0. Copy filed.

Motion by Boykin second by Batcheller to approve Phase IV Courthouse Restoration Change Orders 6, 7, and 8. Carried 5-0. Copy filed.

Motion by Boykin second by Walish to recess the regular meeting. Carried 5-0.

Chairman called the meeting to order for the Little Sioux Inter-County Drainage District of Monona, Woodbury and Harrison Counties.

Motion by Boykin second by Batcheller to approve and authorize the Chairman to sign a resolution adopting and levying special assessment in the Little Sioux Inter-County Drainage District of Monona, Woodbury and Harrison Counties. Carried 5-0.

Resolution No. 9554

RESOLUTION ADOPTING AND LEVYING SPECIAL ASSESSMENT
IN THE LITTLE SIOUX INTER-COUNTY DRAINAGE DISTRICT

WHEREAS, the Board of Trustees of the Little Sioux Inter-County Drainage District, in session on the 5th day of April, 2002, requested that the Board of Supervisors levy a special assessment of Forty-Six (46%) Percent of the Original Assessment on all tracts of land, lots, public roads, and railroads in the Little Sioux Inter-County Drainage District to procure funds from which to pay the costs and expenses of repair and maintenance incurred.

NOW, THEREFORE, BE IT RESOLVED by the Joint Board of Supervisors of Monona, Woodbury and Harrison Counties, Iowa, acting as a Drainage Board for the Little Sioux Inter-County Drainage District, that there be and is hereby levied upon all tracts of land, lots, public roads, and railroads in the Little Sioux Inter-County Drainage District of Monona, Woodbury and Harrison Counties, Iowa, a special assessment in the amount of Forty-Six (46%) Percent of the Original Assessment, and the Auditors of Monona, Woodbury and Harrison Counties, Iowa, be directed and ordered to spread such levy upon said lands, to be collected under 468.55 in semi-annual installments in the same manner as general property taxes are collected pursuant to 445.36 in the year 2002-2003.

PASSED and APPROVED this 16th day of April, 2002.

RESOLUTION ADOPTING AND LEVYING SPECIAL ASSESSMENT
IN THE MCCANDLESS INTERCOUNTY DRAINAGE DISTRICT

WHEREAS, the Board of Trustees of the McCandless Inter-County Drainage District, in session on the 20th day of February, 2002, requested that the Board of Supervisors levy a special assessment of Eighty percent (80%) of the Original Assessment on all tracts of land, lots, public roads, and railroads in the McCandless Inter-County Drainage District to procure funds from which to pay the costs and expenses of repair and maintenance incurred.

WHEREAS, the Board of Trustees of the Sandhill-Lakeport Inter-County Drainage District, in session on the 11th day of March, 2002, requested that the Board of Supervisors levy a special assessment of Twenty-One (21%) Percent of the Original Assessment on all tracts of land, lots, public roads, and railroads in the Sandhill-Lakeport Inter-County Drainage District to procure funds from which to pay the costs and expenses of repair and maintenance incurred.

Motion by Boykin second by Batcheller to appoint Patty Erickson-Puttmann and Robert Knowler as Co-chairs for Woodbury County 150th Anniversary Celebration in 2003. Carried 5-0. Copy filed.

Motion by Boykin second by Batcheller to approve and authorize the Chairman to sign a resolution to set the Public Hearing and Sale of Real Estate Parcel # 26010 to the City of Sioux City on April 30, 2002, at 10:15 a.m. Carried 5-0.

NOTICE OF PROPERTY SALE

Parcel # 26010

WHEREAS Woodbury County, Iowa is the owner under a tax deed of certain parcel of real estate described as:

Auditors Plat of Blocks 55-57, Sioux City Addition, and 60 Sioux City East Addition, the North 38 Feet of the East 110 Feet, Tax Lot 20, Sioux City East Addition, City of Sioux City, Woodbury County, Iowa (a.k.a. 1123 McDonald Street)

NOW THEREFORE,

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1. That a public hearing on the aforesaid proposal shall be held on
the 30th day of April, 2002, at 10:15 oclock a.m. in the meeting
room of the Board of Supervisors on the first floor of the
Woodbury County Courthouse.

2. The said Board proposes to sell the said parcel of real estate on
the 30th day of April, 2002, immediately following the closing of
the public hearing, to the City of Sioux City, Iowa only per Code
of Iowa 331.361(3).

3. That said Board proposes to sell the said real estate to the City of
Sioux City, Iowa, only for consideration of $1.00 plus recording
fees.

4. That this resolution, preceded by he caption 'Notice of Property Sale
and except for this subparagraph 4, be published as notice of the
aforesaid proposal, hearing and sale.

Motion by Boykin second by Welte to approve Notice of Property Sale of Siouxland District Health Building located at 201-205 Fifth Street, Sioux City, IA. Carried 5-0. Copy filed.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

Doug Harrold, Coordinator, Juvenile Home/Alternative Ed, presented a request for a letter of support to develop the Serious Emotional Disorder/Juvenile Justice Training Program.

Due to the timeliness of this of this issue the Board considered this request.

Motion by Boykin second by Welte to authorize the Board draft a letter of support to develop the Serious Emotional Disorder/Juvenile Justice Training Program. Carried 5-0.

Motion by Boykin second by Walish of the Boards intent to fund $500.00 to the Western Iowa Tourism Region. Carried 5-0. Copy filed.

Motion by Boykin second by Welte that the $500.00 to the Western Iowa Tourism Region be paid out of Infrastructure Funds. Carried 5-0.

Motion by Boykin second by Walish to approve and receive for signatures a resolution Honoring Woodbury County Communications Center Operators and Proclaiming April 14-20, 2002, as National Public Safety Telecommunications Week. Carried 5-0.


WOODBURY COUNTY, IOWA

RESOLUTION NO. 9558

PROCLAMATION

NATIONAL PUBLIC SAFETY TELECOMMUNICATIONS WEEK

WHEREAS, every day, millions of people depend on the skill, expertise and commitment of public safety telecommunications professionals who help save countless lives by responding to emergency calls, dispatching emergency professionals and equipment and providing moral support to citizens in distress; and
WHEREAS, many people dont stop to think about the seemingly nameless, faceless individuals who answer 911 calls until they experience actual emergencies themselves; and

WHEREAS, these telecommunicators make the difference between life and death in many instances; and

WHEREAS, communications operators in the Woodbury County Communications Center answer an average of 2,500 911 calls and 25,000 non-emergency calls for service each month; and

WHEREAS, these professionals work every day coordinating the appropriate emergency response for each callers need and offering immediate assistance to victims and responders alike.

THEREFORE, The Woodbury County Board of Supervisors do hereby proclaim

APRIL 14-20
AS
NATIONAL PUBLIC SAFETY TELECOMMUNICATIONS WEEK

in Woodbury County, Iowa, and urge the citizens give full support for these professionals and the valuable services they provide to our community.

Motion by Batcheller second by Walish to proceed according to the two recommendations of the attorney referred to in Executive Session #2. Carried 5-0.

The Board adjourned the regular meeting until April 23, 2002.
