The Board of Supervisors met on Tuesday, January 8, 2002 at 9:00 A.M. Board members present were Boykin, Clausen, Batcheller, Walish and Welte. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Rusch, Board Legal Counsel.
The Claims were approved as presented. Copy filed.
Meeting called to order.
Motion by Welte second by Boykin to approve the Board minutes of January 2, 2002 as submitted. Carried 5-0.
Motion by Batcheller second by Welte to approve the minutes of executive session of December 18, 2002 as submitted. Carried 5-0.
Motion by Boykin second by Walish to approve the minutes of executive session of January 2, 2002 as submitted. Carried 5-0.
The Board approved the reclassification of Faye E. Hill, Clerk II, Planning and Zoning Dept., @$12.71/hour, effective 1-01-02. Per AFSCME Court House Contract agreement, from Grade 3, Step 4 to Grade 3, Step 5. Copy filed.
The Board approved the reclassification of George W. Boykin, Board Member, Board of Supervisors, @$27,018/year, effective 1-02-02. From Board Chairman to Board Member, Effective: 1-02-02. Copy filed.
The Board approved the reclassification of Larry D. Clausen, Board Chairman, Board of Supervisors, @$32,167/year, effective 1-02-02. From Board Member to Board Chairman, Effective: 1-02-02. Copy filed.

Motion by Welte second by Walish to approve and authorize the Chairman to sign the authorization to initiate hiring process for an In-House Posting/Jail Custodian, County Sheriff Dept. Entry Level: AFSCME, Grade 1: Current Salary. Carried 5-0. Copy filed.
The Board discussed early retirement options.
Motion by Batcheller second by Walish to provide a copy of a memorandum to employees relative to consideration of the early retirement option being considered for the 2002-2003 fiscal year. Carried 5-0. Copy filed.
The Public Hearing and sale of Real Estate Parcel #058770 (1415 Center Street) was held at 10:15 A.M. The Chairman called on anyone wishing to be heard on said sale.
Motion by Welte second by Boykin to close the Public Hearing on the sale of Real Estate Parcel #058770 as there was no one present wishing to be heard on said sale. Carried 5-0.
The Chairman called for bids on Real Estate Parcel #058770. Jon Jolin bid $601.75 plus recording fees. There were no further bids.
Motion by Welte second by Boykin to accept Jon Jolins $601.75 bid plus recording fees on Real Estate Parcel #058770. Carried 5.0.

WHEREAS Woodbury County, Iowa was the owner under a tax deed of a certain parcel of real estate described as:

NOW THEREFORE,
BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:
1. That a public hearing on the aforesaid proposal shall be held on
the 22nd Day of January, 2002, at 10:15 o'clock a.m. in the meeting
room of the Board of Supervisors on the first floor of the Woodbury
County Courthouse.
2. That said Board proposes to sell the said parcel of real estate at a
public auction to be held on the 22nd Day of January, 2002, immediately
following the closing of the public hearing.
3. That said Board proposes to sell the said real estate to the highest
bidder at or above a total minimum bid of $ 932.00 plus recording
fees.

RESOLUTION No.9534
RESOLUTION IN SUPPORT OF THE COMPLETION
U.S. HIGHWAY 20
WHEREAS, Transportation and economic development go hand in hand, and,
WHEREAS, the completion of U.S. Highway 20 as a four (4) lane east-west thoroughfare across Iowa is a key to the future growth and prosperity of Woodbury County; and
WHEREAS, progress is currently being made in Grundy and Hardin counties and now needs to continue between Fort Dodge and Sioux City, Iowa.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Woodbury County, Iowa hereby declares support for the continuation of U.S. Highway 20 across the State of Iowa.
BE IT FURTHER RESOLVED that the Board of Supervisors urges Governor Vilsack, Iowa DOT Commissioners, DOT Director Mark Wandro and staff to expedite the completion of U.S. Highway 20 as a second 4 lane east-west route to encourage economic development and stimulate growth in our state.

Motion by Walish second by Boykin to authorize the Chairman to sign agreement for engineering services with HGM Associates, Inc. for a proposed bridge replacement in Union Township, per recommendation of the county engineer. Carried 5-0. Copy filed.
Motion by Welte second by Batcheller to approve and authorize the Chairman to sign a Class C Beer Permit Renewal and Sunday Sales Privilege for Heritage Express, 1501 330th St., Sloan, IA. Carried 5-0. Copy filed.
The Board discussed a federal grant proposal with Sheriff David Amick.
Motion by Boykin second by Batcheller to approve a federal grant proposal submitted to Violence Against Women Administration for grants to encourage arrest policies and enhanced enforcement of protection orders program. Carried 5-0. Copy filed.
Rick Pyburn, Executive Director of Tri-State Behavioral Health Association, gave a presentation of their annual audit report by King, Reinsch, Prosser Company.
Motion by Batcheller second by Welte to receive the annual audit report from Tri-State Behavioral Health Association and a check to Woodbury County for $230,954.28 for excess funds. Carried 4-0,

Dennis Butler, Budget/Tax Analyst of County Auditors Office, discussed FY 2002-2003 budget with the Board.
Motion by Welte second by Batcheller to eliminate the vacant position in building services. Carried 5-0.
Motion by Walish second by Batcheller to bill the drainage ditch districts for services. Carried 5-0.
Motion by Welte second by Walish to fund half an employee of Human Resources from the health insurance fund. Carried 5-0.
Motion by Batcheller second by Welte to eliminate the expenditure for the lobbyist the Board contracts with in Washington, D.C. Carried 4-1, Clausen opposed.
Motion by Welte second by Batcheller to fund twenty percent of the human resources director from the secondary roads fund to account for safety duties performed in that area. Carried 5-0.
The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.
