JANUARY 2, 2002TWENTY-FIFTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Wednesday, January 2, 2002 at 9:00 A.M. Board members present were Boykin, Clausen, Batcheller, Walish and Welte. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Rusch, Board Legal Counsel.
The Claims were approved as presented. Copy filed.
Meeting called to order.
Motion by Batcheller second by Welte to appoint Larry Clausen the Board Chair for the 2002 session. Carried 5-0.
Motion by Batcheller second by Welte to approve the Board minutes of December 18, 2001 as submitted. Carried 5-0.
The Board approved the reclassification of Lynn dell S. Spink, Clerk II-Tax Division, County Treasurer Dept., @$11.46/hour, effective 12-29-01. Correction: Per AFSCME Court House Contract agreement, from Grade 3, Step 3 to Grade 3, Step 4. Copy filed.
The Board approved the separation of Ronald L. Ransom, Custodian, Building Services Dept., effective 12-19-01. Copy filed.
The Board approved the transfer of Kerby G. Weber, Weed Commissioner, Secondary Roads Dept., @$13.00/hour, effective 1-02-02. Transfer from Conservation Dept. to Secondary Roads Dept. and change from 3/4-time to full-time. Copy filed.
The Board discussed soil test drilling conducted at the Law Enforcement Center by Steffen Engineering.
Motion by Welte second by Batcheller to receive the soil/ground water report on the Law Enforcement Center from Steffen Engineering. Carried 5-0. Copy filed.
Motion by Welte second by Boykin to appoint Richard Storm to the position of County Engineer. Carried 5-0. Copy filed.
Motion by Walish second by Boykin to appoint Dr. Thomas Carroll to the position of County Medical Examiner. Carried 5-0. Copy filed.
Motion by Welte second by Batcheller to appoint Larry Clausen as County Representative to the Third Judicial District, Department of Correctional Services. Carried 5-0. Copy filed.
Motion by Boykin second by Walish to table action appointing newspapers for official publication because, according to section 349.4 of the Iowa Code, a contest exists. Carried 5-0. Copy filed.
The Board reviewed plans for Project LC-01(5)73-97 with the county engineer.
Motion by Boykin second by Walish to receive for signatures plans for Project LC-01(5)73-97. Carried 5-0. Copy filed.
The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.
Motion by Batcheller second by Boykin to go into Executive Session per Iowa Code Section 21.5(1)(c). Carried 5-0 on roll call vote.
Motion by Welte second by Walish to go out of Executive Session. Carried 5-0 on roll call vote.
The Board discussed options to balance the budget.
The Board adjourned the regular meeting until January 8, 2002.
