DECEMBER 18, 2001TWENTY-FOURTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, December 18, 2001 at 9:00 A.M. Board members present were Boykin, Clausen, Batcheller, Walish and Welte. Staff members present were Karen James, Board Administrative Coordinator, Jean Jessen, Deputy/Clerk to the Board, and John Rusch, Board Legal Counsel.

Meeting called to order.
Motion by Batcheller second by Welte to approve the Board minutes of December 11, 2001 as amended to change the vote to Carried 4-1 Batcheller opposed, regarding the submission of a Community Development Block Grant application for the renovation of office space at 1014 Nebraska Street for Siouxland District Health Department. Carried 5-0.
The Board approved the reclassification of Lynn dell S. Spink, Clerk II-Tax Division, County Treasurer Dept., @$11.46/hour, effective 12-29-01. Per AFSCME Court House Contract agreement, from Grade 3, Step 3 to Grade 4, Step 4. Copy filed.

Motion by Welte second by Walish to approve verification letter for the Woodbury County Fair Association to apply for a grant with Siouxland Community Foundation. Carried 5-0. Copy filed.
The Board discussed repair or replacement of the roof at Trosper Hoyt County Services Building with Mark Elgert of Building Services.
Two bids were received:
Winkler Roofing $18,846.00
Guarantee Roofing $33,380.00
Motion by Clausen second by Batcheller to refer the bids to Mark Elgert for evaluation and recommendation. The Board of Supervisors requested he come back with his recommendation today, so the work can be completed as soon as possible. Carried 5-0.
Motion by Welte second by Walish to authorize the Chairman to sign a Utility Accommodation Permit submitted by the City of Moville, per recommendation of the county engineer. Carried 5-0. Copy filed.
Motion by Batcheller second by Clausen to authorize the Chairman to sign a Utility Accommodation Permit submitted by Mid American Energy, per recommendation of the county engineer. Carried 5-0. Copy filed.
County Engineer Richard Storm presented a Certificate of Appreciation to the Board from Buchanan County Four Seasons Trail Association for the bridge plank which was sold to Buchanan County.
The Board of Supervisors received the Certificate of Appreciation from the Buchanan County Four Seasons Trail Association.
Motion by Clausen second by Batcheller to change the Weed Commissioner position from part-time to full-time and to transfer the position from Conservation to the Secondary Roads Department effective January 2, 2002. Carried 5-0.
Motion by Welte second by Batcheller to unfund a Maintenance Painter and Lead Maintenance position and reduce the Building Services budget by $57,722. Carried 5-0.
Motion by Clausen second by Welte to have a Health Insurance Premium holiday for May 2002. Carried 5-0.
Jeremy Foster from Diversity Coalition addressed the Board concerning state budget crisis.
The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.
The Chairman added an item to the agenda to be dealt with in an executive session due to the urgency of the matter.
Motion by Clausen second by Batcheller to go into Executive Session per Iowa Code Section 21.5(1)(j).
Carried 5-0 on roll call vote.
Motion by Batcheller second by Walish to go out of Executive Session. Carried 5-0 on roll call vote.

Motion by Batcheller second by Walish to receive the Dart Grant budget. Carried 5-0.
Motion by Clausen second by Welte to receive MR Program budget reduced by $99,100. Carried 5-0.
