OCTOBER 30, 2001SEVENTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, October 30, 2001 at 9:00 A.M. Board members present were Clausen, Batcheller, Walish and Welte; Boykin was absent. Staff members present were Karen James, Board Administrative Coordinator and Patrick F. Gill, Auditor/Clerk to the Board.
The Claims were approved as presented. Copy filed.
Meeting called to order.
Motion by Batcheller second by Welte to appoint Clausen as temporary chair. Carried 4-0.
Motion by Batcheller second by Walish to approve the Board minutes of October 23, 2001 as submitted. Carried 3-0, Clausen abstained.
The Board approved the appointment of Michael R. Malloy, Equipment Operator, Secondary Roads Dept., @$13.86/hr., effective 10-31-01. Job Vacancy Posted: 9-12-01. Entry Level Salary: $13.86/hour. Copy filed.
The Board approved the reclassification of Randi D. Campbell, Records Clerk III, County Sheriff Dept., @$15.00/hr., effective 11-03-01. Per AFSCME Cthouse, Contract agreement, from Grade 6, Step 4 to Grade 6, Step 5. Copy filed.
The Board approved the reclassification of Brian L. Hagler, Correctional Officer, County Sheriff Dept., @$14.87/hr., effective 11-06-01. Per DSA Contract agreement, from Class 2 to Class 1. Copy filed.
Motion by Batcheller second by Walish to approve a request by retiree, Neva Bean, Bookkeeper for the Sheriffs Dept., to remain on the county health insurance plan at her own expense for single coverage. Carried 4-0. Copy filed.
Motion by Batcheller second by Welte to approve and authorize the Chairman to sign Project Agreement No. 00-23 with Hungry Canyons Alliance for construction of streambed stabilization structure on the East Fork of Wolf Creek in Section 16 of Grant Township. Carried 4-0. Copy filed.
Motion by Walish second by Batcheller to approve tax abatement on county property used for a maintenance facility at Pierson, IA, per recommendation of the county engineer. Carried 4-0. Copy filed.
The Board discussed closing of certain dirt roads during the winter with the county engineer.
Motion by Walish second by Welte to approve the appointment of Bill Wilson to serve on the Board of the Woodbury County Community Action Agency to serve as employment representative, to approve the appointment of Senator Steve Hansen to serve under the category of welfare, and for the appointment of Tonia Abell. Motion by Batcheller second by Walish to receive County Recorders Report of Fees Collected for the period of 7/01/01 through 9/30/01. Carried 4-0. Copy filed.
Motion by Welte second by Batcheller to acknowledge the appointment of Jeff Savary for the office of Township Trustee in Grant Township to fill a vacancy until the next General Election. The appointment is to fill the office previously held by Bill Dicus. Carried 4-0. Copy filed.
Motion by Welte second by Batcheller to approve the request of Mark Olsen, Director Woodbury County Juvenile Detention Center, that the Centralized Intake Department receive $5,000.00 for emergency services from the annual state detention reimbursement fund. Carried 4-0. Copy filed.
Motion by Walish second by Welte to approve formal budget allocation of Local Law Enforcement Block Grant #2001-03-LB-BX-3626 county match of $10,577.00 to be paid from the general fund. Carried 4-0. Copy filed.
Motion by Batcheller second by Walish to postpone action on the bids for LEC basement HVAC alterations until next week. Carried 4-0. Copy filed.
The Board discussed Community Services Grant with Fran Sadden of Siouxland District Health.
The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.
Wesley Roeschke, 2520 140th Street, addressed the board about the possibility of vacating a road abutting his property.
The Board adjourned the regular meeting until November 6, 2001.
