OCTOBER 9, 2001FOURTEENTH MEETING OF THE BOARD OF SUPERVISORS
The Temporary Redistricting Commission met on Tuesday, October 9, 2001 at 8:30 A.M.

Public hearing regarding the preliminary proposed precinct plan and supervisor district plan of the Woodbury County Redistricting Commission was held at 8:30 A.M.

The Board of Supervisors met on Tuesday, October 9, 2001 at 9:00 A.M. Board members present were Boykin, Clausen, Batcheller, Walish and Welte. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Rusch, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Welte second by Walish to approve the Board minutes of October 2, 2001 as submitted. Carried 5-0.

The Board approved the separation of Deborah A. Origer, Custodian, Building Services, effective 9-28-01. Resignation. Copy filed.

The Board approved the reclassification of Lisa M. Wilson, Secretary, Social Services Dept., @$13.09/hr., effective 10-19-01. Per Wage Plan comparison with AFSCME Cthouse. Contract, from Grade 6, Step 2 to Grade 6, Step 3. Copy filed.

The Board approved funding expenditure change, from POET Grant to Attorney Administration, of Patrick A. Jennings, Assistant County Attorney, County Attorney Dept., effective 10-15-01. Copy filed.

Motion by Welte second by Batcheller to approve and authorize the Chairman to sign the authorization to initiate hiring process for a Custodian, Building Services Dept. Entry level: $8.99/hr. Carried 5-0. Copy filed.

Motion by Welte second by Batcheller to approve and authorize the Chairman to sign a resolution for abatement of taxes for the City of Danbury. Carried 5-0.

RESOLUTION APPROVING ABATEMENT OF TAXES

WHEREAS, the City of Danbury is the titleholder of real estate Parcels #604066 and #605655, located in, the City of Danbury and legally described as follows:

Parcel #604066

West 31.5 ft East 75 ft Lots 11 & 12 Block 6, City of Danbury


Parcel #605655

First Addition Lot 6 Block 23, City of Danbury

WHEREAS, the above stated property has an unpaid balance of taxes owing for September 30, 2001, and the parcels are owned by a political subdivision of the state; and

WHEREAS, the political subdivision, namely the City of Danbury, is failing to immediately pay the taxes due; and

WHEREAS, the Board of Supervisors sees that good cause exists for the abatement of these taxes and any future taxes that may be levied against these parcels; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby abates the taxes owing on the above parcel according to Code of Iowa, 445.63, and hereby directs the Woodbury County Treasurer to abate these aforementioned taxes from the tax records.

SO RESOLVED this 9th day of October, 2001.

Motion by Walish second by Clausen to acknowledge the appointment of Brad Baldwin for the office of the City Council for the City of Bronson to fill a vacancy until the next city election for the office previously held by Matthew Plummer. Carried 5-0. Copy filed.

There was a presentation of the first Certificate of Achievement for Excellence in Financial Reporting awarded to Woodbury County by the Government Finance Officers Association (GFOA).

Motion by Batcheller second by Welte to receive the rezoning request of Western Iowa Co-op and refer to the Zoning Commission for recommendation. Carried 5-0. Copy filed.

The Board discussed preliminary proposed precinct plan and supervisor district plan of the Woodbury County Redistricting Committee.

Motion by Walish second by Clausen to receive the report of the Woodbury County Redistricting Committee. Carried 5-0. Copy filed.

There was a discussion of the ordinance fixing the boundaries of the Woodbury County voting Precincts excluding the precincts inside the corporate limits of Sioux City.

The Board discussed the ordinance fixing the boundaries of the Woodbury County Supervisors Districts.

J. D. Pellersels of Human Resource Department and Gary Brown from Disaster Services discussed Woodbury County employee evacuation plan with the Board.

Tom Fulcher, Construction Career Training Inc., gave a presentation on Career Link Program.

Motion by Walish second by Clausen to postpone for one week action to approve and authorize the Chairman to sign Participation Agreement for participating in the implementation of an Iowa Department of Economic Development Career Link program with Construction Careers Training Inc. Carried 5-0.

Bid letting for Project LC-01(4)73-97 to replace a bridge on County Route K-64 at Hornick was held at 10:20 A.M.

Motion by Clausen second by Walish to accept the bid of Steffen Inc. for dump boxes in the amount of $38,784.00 for October 2, 2001 bid letting. Carried 5-0. Copy filed.

Motion by Batcheller second by Clausen to accept the bid of Swaney Equipment for snow plows in the amount of $13,880.00 and for sanders in the amount of $14,990.00 from October 2, 2001 bid letting, per recommendation of the county engineer. Carried 5-0. Copy filed.

Motion by Clausen second by Welte to approve the request from Pierson Town & Country Club to use County property in 2002. Carried 5-0. Copy filed.

Motion by Batcheller second by Walish to approve and authorize the Chairman to sign a Utility Accommodation Permit submitted by Martin & Associates for Western, Iowa Telephone, per recommendation of the county engineer. Carried 5-0. Copy filed.

Glenn Metcalf, Moville City Attorney, discussed with the Board the consideration of adopting a parking ordinance on Frontage Road and prohibiting the use of engine brakes.

Motion by Welte second by Walish to direct the county attorney to work with the city attorney to draft on ordinance dealing with parking near the City of Moville. Carried 5-0. Copy filed.

Motion by Batcheller second by Welte to direct the county attorney to work with the city attorney to draft on ordinance dealing with jake brakes near the City of Moville. Carried 5-0. Copy filed.

Dennis Butler, Budget/Tax Analyst, Woodbury County Auditors Office, addressed the Board regarding FY 2003 preliminary budget results.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

The Board of Supervisors postponed a tour of county sites and projects.

The Board adjourned the regular meeting until October 11, 2001.
