OCTOBER 2, 2001THIRTEENTH MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, October 2, 2001 at 9:00 A.M. Board members present were Boykin, Clausen, Batcheller, Walish and Welte. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Rusch, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Walish second by Batcheller to approve the Board minutes of September 25, 2001 as submitted. Carried 4-0, Welte abstained.

Motion by Clausen second by Batcheller to approve and authorize the Chairman to sign a resolution for abatement of taxes on parcels owned by Woodbury County Conservation. Carried 5-0.

RESOLUTION APPROVING ABATEMENT OF TAXES

WHEREAS, the Woodbury County Conservation. is the titleholder of real estate Parcels #688695, #688680, #688665, #685080, #685095, #684990, #685005, #685170, #685185, #685200, #685215, #685110, #685125, #685140 and #685155, located in Woodbury County, Iowa and legally described as follows:

WHEREAS, the above stated property has taxes owing for September 1, 2001 and the parcel is owned by Woodbury County Conservation, and

WHEREAS, the organization, namely the Woodbury County Conservation is failing to immediately pay the taxes due; and

WHEREAS, the Board of Supervisors sees that good cause exists for the abatement of these taxes and any future taxes that may be levied against this parcel; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby abates the taxes owing on the above parcel according to Code of Iowa, 445.63, and hereby directs the Woodbury County Treasurer to abate these aforementioned taxes from the tax records.

SO RESOLVED this 2nd day of October, 2001.

David Phipps, SIMPCO, addressed the Board regarding Climbing Hills contaminated water problem.

Garrett Little requested the Board of Supervisors attend meetings that will be hosted by the community regarding the issue.

The Chairman appointed Maurie Welte to be the Board Representative to the committee.

Chairman George Boykin spoke regarding the United Way Campaign.

Motion by Clausen second by Walish to authorize the Chairman to sign Certificate of Completion for G-2001 Maintenance Gravel Contract. Carried 5-0. Copy filed.

Motion by Walish second by Clausen to authorize the Chairman to sign final payment vouchers for Project FM-CO97(43) and FM-CO97(44) completed by Rohlin Construction Co., Estherville, IA. Carried 5-0. Copy filed.

Motion by Batcheller second by Walish to approve the purchase of salt for 2001-01 winter use from Nebraska Salt & Grain Co., using the bid prices received by the City of Sioux City per recommendation of Richard J. Storm, County Engineer. Carried 5-0. Copy filed.

There was no action taken to authorize Secondary Roads Department to proceed with the acquisition of Anthon Maintenance Facility.

Motion by Clausen second by Walish to approve and authorize the Chairman to sign an agreement with the City of Bronson for use of Secondary Roads Department equipment, per recommendation of the County Engineer. Carried 5-0. Copy filed.

The Board approved the promotion of Gerry P. Moore, Jail Sergeant, County Sheriff Dept., @$18.71/hr., effective 10-08-01. Promotion per DSA Contract agreement, from Correctional Officer Sr. Class to Jail Sergeant. Copy filed.

Motion by Welte second by Clausen to approve and authorize the Chairman to sign the authorization to initiate hiring process for a Correctional Officer, County Sheriff Dept. Entry Level: DSA Class 4: $13.24/hour. Carried 5-0. Copy filed.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

Gary Niles from Juvenile Court Services updated the Board on status of programs being administered by J.C.S.

Woodbury County Auditor and Recorder Pat Gill presented information regarding reprecincting and redistricting for the county.

Motion by Welte second by Batcheller to set a public hearing for 9:00 a.m. Tuesday, October 9th. Carried 5-0.

The Board adjourned the regular meeting until October 9, 2001.
