AUGUST 21, 2001EIGHTH MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, August 21, 2001 at 9:00 A.M. Board members present were Boykin, Clausen, Batcheller, Walish and Welte. Staff members present were Karen James, Board Administrative Coordinator, Victoria L. Ritz, Deputy/Clerk to the Board, and John Rusch, Board Legal Counsel.
The Claims were approved as presented. Copy filed.
Meeting called to order.
Motion by Clausen second by Welte to approve the Board minutes of August 13, 2001 as submitted. Carried 4-0. Walish abstained.
The Board approved the separation of James J. Wingert, Equipment Operator, Secondary Roads Dept., effective 8-17-01. End of Temporary Work. Copy filed.
The Board approved the reclassification of Kent W. Roepke, Deputy Sheriff, County Sheriffs Dept., @$17.52/hr., effective 8-21-01, per DSA Contract agreement, from Class 3 to Class 2. Copy filed.
The Board approved the reclassification of Todd A. Trobaugh, Deputy Sheriff, County Sheriffs Dept., @$17.52/hr., effective 8-21-01, per DSA Contract agreement, from Class 3 to Class 2. Copy filed.
Motion by Batcheller second by Walish to authorize the Chairman to sign a Utility Accommodation Permit submitted by Cable One, Sioux City, Iowa, per recommendation of the County Engineer. Carried 5-0. Copy filed.
Motion by Clausen second by Walish to authorize the Chairman to sign a proposal submitted by Steffen Engineering & Testing, Inc., Sioux City, Iowa, for additional Tier II work at former Davidson Oil Site in Moville, per recommendation of the County Engineer. Carried 5-0. Copy filed.
Motion by Clausen second by Batcheller to approve the appointment of Linda White to the Commission to Assess Damages Category C Licensed Real Estate Salesman or Real Estate Broker. Carried 5-0. Copy filed.
Motion by Clausen second by Batcheller to approve and authorize the Chairman to sign Agreement to Provide Professional Consulting Services with DMG-Maximus for fiscal years 2001 and 2002. Carried 5-0. Copy filed.
The Board discussed air conditioning in WCICC Department with John Malloy, Director Information Technology, and Building Superintendent Mark Elgert.
Motion by Batcheller second by Welte to receive the bids for a new air conditioning system for the Woodbury County Information & Communication Commission DataCenter and refer to the Building Superintendent for recommendation. Carried 4-1. Clausen Nay. Copy filed.
Patty Erickson-Puttmann, Coordinator Woodbury County Social Services, addressed the Board regarding Project COMPASS Stats for Fiscal Year 2000-2001.
Motion by Walish second by Welte to approve the Project COMPASS Contract through June 30, 2002 in the amount of $138,400.00 from the Mental Health Fund. Carried 5-0. Copy filed.
The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.
Roy Olsen, 1473 Buchanan Avenue, addressed the Board to express his concerns regarding the paving of Buchanan Avenue being changed to blacktop rather than concrete.
Dick Storm, County Engineer, commented on the reason for the change, stating that the wear and maintenance was about the same on both products.
Mike Kvach, Asphalt Paving Association of Iowa, explained the difference in the asphalt product that is being used today and how it has improved its longevity.
Bill Bride also expressed his concern over this issue, stating he is a farmer and will have farm equipment and trucks on the road.
Chief of Police Joe Frisbie stated his concern over the fact that the project was presented and action taken without any knowledge of the fact. He recommended that the people being affected by these types of projects be notified and informed before these decisions are final.
The Board adjourned the regular meeting until August 28, 2001.
