MARCH 13, 2001THIRTY-FIFTH MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, March 13, 2001 at 9:00 A.M. Board members present were Boykin, Clausen, Walish and Welte; Batcheller was absent. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Rusch, Board Legal Counsel.

Motion by Welte second by Clausen to go into Executive Session per Iowa Code Section 20.17(3). Carried 3-0 on roll call vote, Walish and Batcheller were not present.

Motion by Welte second by Clausen to go out of Executive Session. Carried 3-0 on roll call vote, Walish and Batcheller were not present.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Welte second by Walish to approve the Board minutes of March 6, 2001 as submitted. Carried 3-0, Clausen abstained.

Ken Thomas, The Segal Company, presented semi-annual report of medical insurance.

J.D. Pellersels addressed the Board regarding county employee performance appraisal system and training.

Motion by Walish second by Welte to refer the Woodbury County Secondary Roads rezoning request to the Zoning Commission for recommendations. Carried 4-0. Copy filed.

Motion by Clausen second by Welte to refer the rezoning request for Joyces Addition to the Zoning Commission for recommendations. Carried 4-0. Copy filed.

Motion by Clausen second by Walish to refer the zoning of Patterson Court to the Zoning Commission for recommendations. Carried 3-1, Welte opposed. Copy filed.

Motion by Welte second by Clausen to approve the appointment of Jean Murphy to the County Civil Service Commission. Carried 4-0. Copy filed.

The Board discussed the compensation schedule from the Woodbury County Compensation Commission.

Motion by Clausen second by Welte to approve the recommendation of the Woodbury County Compensation Commission. Carried 4-0.

The Public Hearing for fiscal year 2001-2002 Woodbury County Budget was held at 10:30 A.M. The Chairman asked if there was anyone to be heard in regard to the 2001-2002 Woodbury County Budget.

Motion by Clausen second by Walish to close the Public Hearing. Carried 4-0.

Motion by Clausen second by Welte to adopt the FY 2001-2002 Woodbury County Budget. Carried 4-0. Copy filed.


The bid letting for County Farm Lease was held at 10:35 A.M. The bids were opened as follows:

Kevin Schmidt of Cushing, Iowa, bid $28,600.00.
Nile E. Batman of Spirit Lake, Iowa, bid $250.00 for the five-year lease.
Gregory Jochum of Salix, Iowa, bid $27,720.00.
David Folsom of Hornick, Iowa, bid $27,092.00.
Donald Lalumendre of Bronson, Iowa, bid $22,924.00

There were no further bids.

Motion by Welte second by Walish to accept the bid of $28,600.00 from Kevin Schmidt for one year. Carried 4-0. Copy filed.

Motion by Welte second by Clausen to authorize the Chairman to sign the proposal from Steffen Engineering and Testing Inc. for services at former Davidson Oil Company site in Moville per recommendation of the County Engineer. Carried 4-0. Copy filed.

Motion by Welte second by Walish to receive the quotes for maintenance bridge repairs and to approve the quote of Elk Horn Construction for $4,000.00. Carried 4-0. Copy filed.

The Board discussed a request from the City of Anthon for cost sharing of bridge replacement with Richard Storm, County Engineer.

Motion by Welte second by Walish to approve the request of the City of Anthon for cost share outlay of $10,000.00 for the replacement of Bridge No. K-157. Carried 4-0. Copy filed.

The Board reviewed recommendations for Local and Farm-to-Market funded construction projects to be included in FY 2001-2002 and FY 2002-2003 of the Five Year Program with the County Engineer.

Dennis Butler, County Auditors Office, spoke to the Board concerning the source of funding for remodeling Treasurers Auto License Department located at the Trosper-Hoyt Service Building.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or supervisors concerns.

The Board adjourned the regular meeting until March 20, 2001.
