The Board of Supervisors met on Tuesday, March 6, 2001 at 9:00 A.M. Board members present were Boykin, Walish and Welte, Clausen and Batcheller were absent. Staff members present were Karen James, Board Administrative Coordinator and Patrick F. Gill, Auditor/Clerk to the Board.

Motion by Walish second by Welte to approve the Board minutes of February 27, 2001 as submitted. Carried 3-0.
The Board approved the separation of Dale G. Watchorn, Maintenance Technician, Building Services, effective 2-26-01. Resignation. Copy filed.

HOEFLING SHALL FILE WITH THE COUNTY AUDITOR OF WOODBURY COUNTY, IOWA, A CERTAIN PLAT DESIGNATED AS LACINA SUBDIVISION OF PART OF THE NW1/4-NW1/4 OF SECTION 34, T87N, R45W, CIVIL TOWNSHIP WESTFORK, IN WOODBURY COUNTY, IOWA, WHICH SAID PLAT SHALL BE DULY RECORDED BY THE AUDITOR; AND

Motion by Welte second by Walish to close the Public Hearing on the sale of Real Estate Parcels #223975, #223905, and #223890 as there was no one present wishing to be heard on said sale. Carried 3-0.
Chairman called for bids on Real Estate Parcels #223975, #223905, and #223890. Susan Herbst bid $1,034.00 plus recording fees. There were no further bids.

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa, that the offer at public auction of:

Herbst as Joint Tenants with Full Rights of Survivorship, and not as Tenants in Common in the sum of $ 1,034.00 ( One-Thousand and Thirty-Four) Dollars for the following described real estate, to wit: FAWCETTS SUB-DIVISION, LOTS A, B, C. AND D, LOT ONE (1) IN BLOCK FOUR (4) IN HIGHLAND PLAT 3 ADDITION TO CITY OF SIOUX CITY, WOODBURY COUNTY, IOWA. (AKA 107 PRESCOTT STREET, AND 111 PRESCOTT STREET).
Now and included in and forming a part of the City of __SIOUX CITY_________, Iowa, the same is hereby accepted: said
Amount being a sum LESS than the amount of the general taxes, interests, costs and penalties against the said real estate.

Motion by Welte second by Walish to approve and receive for signatures a resolution authorizing embargoing of certain secondary roads in Woodbury County. Carried 3-0.
RESOLUTION NO. 9474
WHEREAS, the Board of Supervisors of Woodbury County believe that certain secondary roads in Woodbury County, Iowa, which are paved or unpaved, will be seriously damaged or destroyed unless the use of vehicles thereon is prohibited or the permissible weight thereon reduced, and
WHEREAS, Chapter 321, Section 471 of the Code of Iowa, gives said Board the power to prohibit the operation of said vehicles on such roads, and to impose restrictions as to the weight of vehicles on said roads,
NOW THEREFORE BE IT RESOLVED by the Woodbury County Board of Supervisors, duly assembled, that, where signs are erected on a highway, operation of vehicles weighing in excess of said weight limit is prohibited on said highway,
IT IS FURTHER RESOLVED that the said secondary roads subject to this resolution are more particularly described in EXHIBIT A, attached thereto and by this reference made a part hereof.
The effective date of this Resolution is March 9, 2001 through and including May 18, 2001.

PROCLAMATION
IN SUPPORT OF MENTAL RETARDATION AWARENESS MONTH
WHEREAS, mental retardation is a condition which affects more than 7 million Americans and their
families; and
WHEREAS, public awareness and education enhance a communitys understanding of the issues
affecting people with mental retardation; and
WHEREAS, the month of March has been designated National Mental Retardation Awareness
Month, with more than 120,000 members and 1,000 chapters of The Arc undertaking
public awareness, educational, and fundraising initiatives; and
WHEREAS, The Arc of the United States is the nations leading volunteer-based organization
advocating for and with people with mental retardation and related developmental
disabilities and their families;
THEREFORE, The Woodbury County Board of Supervisors do hereby proclaim
MARCH 2001
AS
MENTAL RETARDATION AWARENESS MONTH
in Woodbury County, Iowa and urges the citizens to give full support of efforts toward enabling people with mental retardation to live full and productive lives of inclusion in our communities.

Motion by Welte second by Walish to authorize the Chairman to sign a letter of support for a Woodbury County application for grant funds from the Land and Water Conservation Fund. Carried 3-0.
The Board accompanied the County Engineer on a tour to view the condition of county roads.
The Board adjourned the regular meeting until March 13, 2001.
