JANUARY 9, 2001 TWENTY-SIXTH MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, January 9, 2001 at 9:00 A.M. Board members present were Boykin, Clausen, Batcheller, and Welte. Walish was absent. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Rusch, Board Legal Counsel.
Motion by Batcheller second by Clausen to go into executive session #1 per Iowa Code Section 20.17(3). Carried 4-0 on roll call vote.
Motion by Clausen second by Welte to go out of executive session #1. Carried 4-0 on roll call vote.
Motion by Welte second by Batcheller to go into executive session #2 per Iowa Code Section 21.9. Carried 4-0 on roll call vote.
Motion by Clausen second by Batcheller to go out of executive session #2. Carried 4-0 on roll call vote.
The Claims were approved as presented.

Motion by Batcheller second by Welte to approve the regular Board minutes of January 2, 2001 as submitted. Carried 4-0.
Motion by Batcheller second by Clausen to approve the minutes of the first executive session of January 2, 2001 as submitted. Carried 4-0.
Motion by Clausen second by Welte to approve the minutes of the second executive session of January 2, 2001 as submitted. Carried 4-0.
Motion by Batcheller second by Clausen to approve the minutes of the third executive session of January 2, 2001 as submitted. Carried 4-0.
Motion by Welte second by Clausen to conduct a contest to select the official newspapers for Woodbury County from The Sioux City Journal, The Sioux Valley News, The Moville Record and The Sergeant Bluff Advocate. Carried 4-0.
The Board approved the appointment of George W. Boykin, Board Chairman, Board Administration, @$30,635/year effective 1-2-01. Per Board of Supervisors Reappointment Effective: 1-2-01. Copy filed.
The Board approved the reclassification of Eileen C. Whitehouse, Real Estate Clerk II, County Auditor/Recorder, @11.07/hour effective 1-21-01. Per AFSCME Cthouse. Contract agreement, from Grade 4, Step 4 to Grade 4, Step 5. Copy filed.
The Board approved the reclassification of Deborah A. Origer, Custodian, Building Services, @ $8.36/hour, effective 1-25-01. Per AFSCME Cthouse. Contract agreement, from Grade 1, Step 1 to Grade 1, Step 2. Copy filed.
Motion by Batcheller second by Clausen to approve and authorize the Chairman to sign the authorization to initiate hiring process for a part-time Motor Vehicle Clerk II, County Treasurer, AFSCME Cthouse./Grade 4.5, Step 1: $9.39/hour; and for two (2) temporary Equipment Operators, Secondary Roads $13.36/hour. The Board discussed the Woodbury County Health Insurance Plan with J.D. Pellersels, Human Resource Director, and Dennis Butler, Budget Tax Analyst.
Motion by Clausen second by Welte to increase the monthly premiums for the Self Health County Insurance Fund by 10%. Carried 4-0.
Motion by Batcheller second by Welte to approve the request of retiree, Mary Diane Winkel, Siouxland District Health, to remain on county health insurance plan at her own expense for single coverage effective January 1, 2001. Carried 4-0. Copy filed.
Motion by Welte second by Clausen to approve the appointment of Earl Kizzier as the soil and water conservation district representative, Maurie Welte as the Board of Supervisors representative and Sally Puttmann as the at-large representative from Woodbury County to the Sioux Rivers Resource and Development Council. Motion by Welte second by Batcheller to authorize the Chairman to sign IDOT Enhancement Grant for the Correctionville/Little Sioux Park Trail. Carried 4-0. Copy filed.
Motion by Batcheller second by Clausen to approve and authorize the Chairman to sign a resolution concurring with the City of Sioux City on the annexation of the connection of South Lakeport to Lakeport Road. Carried 4-0.
WOODBURY COUNTY, IOWA
RESOLUTION # 9461
RESOLUTION CONCURRING WITH CITY OF SIOUX CITY RESOLUTION 2000-009775 ASSENTING TO THE ANNEXATION OF CERTAIN LAND IN THE 5000 BLOCK OF S. LAKEPORT STREET TO THE CITY OF SIOUX CITY.
WHEREAS, the City of Sioux City and Woodbury County have agreed to work together in the spirit of cooperation in developing each other's interests; and
WHEREAS, in the spirit of cooperation it is necessary to coordinate development and annexation activities.
NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors concurs with the City of Sioux City regarding the annexation of certain land in the 5000 block of S. Lakeport Street as described in City Resolution 2000-009775.
SO RESOLVED this 9th day of January, 2001.

RESOLUTION
BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa, that Richard J. Storm, the County Engineer of Woodbury County, Iowa, be and is hereby designated, authorized, and empowered on behalf of the Board of Supervisors of said County to execute the certification of completion of work and final acceptance thereof in accordance with plans and specifications in connection with all Farm-to-Market and federal or state aid construction projects in this county.

A RESOLUTION THANKING AND COMMENDING
RONALD RONFELDT
FOR HIS SERVICE TO WOODBURY COUNTY
IN THE COUNTY SHERIFF DEPARTMENT
WHEREAS, Ronald Ronfeldt has capably served Woodbury County as an employee for twenty-eight years as deputy in the County Sheriffs Department ; and
WHEREAS, the service given by Ronald Ronfeldt as a Woodbury County employee, has been characterized by his dedication to the best interests of the citizens of Woodbury County; and
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Ronald Ronfeldt for his Twenty-eight years of service to Woodbury County; and
BE IT FURTHER RESOLVED that it is the wish of all those signing below that the future hold only the best for this very deserving person, Ronald Ronfeldt; and

Motion by Welte second by Batcheller to move the expenditures and related revenue of Juvenile Detention from the general basic fund to the general supplemental fund. Carried 4-0.
