NOVEMBER 7, 2000 EIGHTEENTH MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, November 7, 2000 at 9:00 A.M. Board members present were Boykin, Clausen, Batcheller, Walish and Welte. Staff members present were Sonya Pierce, Executive Secretary, Diane Swoboda Peterson, Deputy Recorder/Clerk to the Board, and John Rusch, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Walish second by Welte to approve the regular Board Minutes of October 31, 2000 as submitted. Carried 5-0.

Motion by Batcheller second by Clausen to approve the Board Minutes of the executive session of
October 31, 2000 as submitted. Carried 5-0.

The Board approved the reclassification of William D. Smith, Custodian, Building Services,
@$8.81/hr., effective 11-5-00. Per AFSCME Courthouse Contract agreement, from Grade 1, Step 2 to Grade 1, Step 3. Copy filed.

The Board approved the reclassification of Brian L. Hagler, Correctional Officer, County Sheriff, @$13.81/hr., effective 11-13-00. Per DSA Contract agreement, from Class 3 to Class 2. Copy filed.

The Board approved the reclassification of Jason M. Allen, Correctional Officer, County Sheriff, @$12.79/hr., effective 11-13-00. Per DSA Contract agreement, from Class 5 to Class 4. Copy filed.

Motion by Welte second by Batcheller to approve policies and procedures regarding minor working permits, hiring process, employee separation and out process, grievance process and harassment and sexual harassment. Carried 5-0.

Motion by Walish second by Batcheller to approve a $2,500.00 expenditure from the infrastructure fund for a contribution to the Siouxland Chamber of Commerce for the Missouri River Project. Carried 5-0.

Motion by Batcheller second by Walish to refer Don Hoeflings Subdivision request to the zoning commission for recommendation. Carried 5-0.

Motion by Clausen second by Welte to refer the Pleasant Acres Subdivision request to the zoning commission for recommendation. Carried 5-0.

Motion by Batcheller second by Welte to refer the Shepard Hill Subdivision request to the zoning commission for recommendation. Carried 5-0.

Motion by Welte second by Clausen to refer the Valley View Subdivision request to the zoning commission for recommendation. Carried 5-0.

Motion by Batcheller second by Welte to approve and authorize the chairman to sign an application to Adopt-A-Highway submitted by Juvenile Court Services. Carried 5-0.

Motion by Walish second by Clausen to approve and authorize the chairman to sign an Utility Accommodation Permit submitted by Paramount Designs, Inc. on behalf of Qwest Communications, Inc., Omaha , Nebraska. Carried 5-0.

Motion by Batcheller second by Clausen to approve and to receive for signatures a contract for bridge inspection & rating program with Calhoun-Burns & Associates, West Des Moines, Iowa. Carried 5-0.

Motion by Clausen second by Welte to receive plans for approval 2001 Asphalt Resurfacing Projects for projects FM-CO97(47)-55-97, FM-CO97(48)-55-97, STP-S-CO97(49)-5E-97. Carried 5-0.

Motion by Clausen second by Batcheller to approve five contracts with HGM Associates Inc., Omaha Nebraska for bridge replacements involving survey and preliminary design at three sites, survey, preliminary design and final design at one site, and updating plans at one site. Carried 5-0.

Motion by Batcheller second by Clausen to approve expenditures with M.B.S. Inc. of
Sioux City, Iowa out of the INS, Video Tele-Conferencing Project, COPS Technology Grant. Carried 5-0

Motion by Batcheller second by Walish to go into executive session under section 21.5(1)(c) of the Iowa Code. Carried 5-0 on a roll call vote.

Motion by Welte second by Walish to go out of executive session. Carried 5-0 on a roll call vote.

Motion by Welte second by Walish to take the advice of the Assistant County Attorney on the claim of D.H. Carried 5-0.

Motion by Welte second by Batcheller to go into executive session under section 20.17(3) of the Iowa Code. Carried 5-0 on a roll call vote.

Motion by Welte second by Batcheller to go out of executive session. Carried 5-0 on a roll call vote.

Motion by Walish second by Clausen to go into executive session under section 21.5(1)(c) of the Iowa Code. Carried 5-0 on a roll call vote.

Motion by Batcheller second by Walish to go out of executive session. Carried 5-0 on a roll call vote.

Motion by Clausen second by Walish to go into executive session under section 21.5(1)(j) of the Iowa Code. Carried 5-0 on a roll call vote.

Motion by Batcheller second by Walish to go out of executive session. Carried 5-0 on a roll call vote.
