OCTOBER 3, 2000 THIRTEENTH MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, October 3, 2000 at 9:00 A.M. Board members present were Boykin, Clausen, Batcheller, Walish and Welte. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Rusch, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Welte second by Batcheller to approve the Board Minutes of September 26, 2000 as submitted. Carried 3-0, Clausen and Walish abstained.

Motion by Batcheller second by Welte to approve the minutes of the September 26, 2000 executive session as submitted. Carried 3-0, Clausen and Walish abstained.

The Board approved the appointment of Patrick A. Jennings, Domestic Abuse POET Grant/Assistant County Attorney, County Attorney, @35,000/yr., effective 9-25-00. Job Vacancy Posted: 9-20-00. Salary Range: $35,000-$39,359/year. Copy filed.

The Board approved the appointment of Troy J. Polly, Equipment Operator, Secondary Roads, @ 13.36/hr., effective 10-05-00. Job Vacancy Posted: 7-21-00. Entry Level Salary: $13.36/hour. Copy filed.

The Board discussed personnel policies and procedures submitted by Personnel Policy and Review Committee.

Motion by Welte second by Batcheller to approve personnel policies from the Personnel Policy & Review Committee pertaining to Probationary Period, Re-employment, and Employee In-Processing/Orientation. Carried 5-0. Copy filed.

Action was postponed to approve the abatement of taxes for the Woodbury County Community Action Agency at the request of the agency.

Motion by Welte second by Clausen to approve and authorize the Chairman to sign a joint Resolution with the City of Bronson concerning cost sharing of bridge replacement. Carried 5-0.

RESOLUTION NO. 9250

WHEREAS, the Woodbury County Board of Supervisors at their June 13, 2000 meeting received a request from the City of Bronson to provide cost sharing for the replacement of a bridge on Delaware Avenue (County Route K-42).

WHEREAS, the Woodbury County Board of Supervisors and the City Council of Bronson agreed that replacement of the bridge is necessary and have agreed to a 50-50 cost sharing of the replacement concrete pipe culvert. It is agreed that Woodbury County Secondary Roads Department will remove the existing bridge and install the pipe culvert.

WHEREAS, the bridge has been removed and the culvert installed as of the 3rd day of August, 2000.

WHEREAS, the cost of the concrete pipe culvert was $6,674.60 to be initially paid by Woodbury County Secondary Roads Department. The City of Bronson will reimburse the Woodbury County Treasurer c/o Woodbury County Engineer an installment of $1,668.65 due July 1, 2001 and an installment of $1,668.65 due July 1, 2002.

SO RESOLVED:

This 3rd day of October, 2000.

Nancy Narciso, Home Builders of Greater Siouxland, John Small, 4605 46th, Sioux City, and Bob Logan, 101 Logan, Moville, spoke in opposition to a proposed moratorium on residential subdivision. There was no action taken approving a moratorium on residential developments of three or more units in the unincorporated area of Woodbury County.

Motion by Walish second by Clausen to approve and receive for signatures Resolution No. 9251 proclaiming the week of October 1-7, 2000 as Mental Illness Awareness Week. Carried 5-0.

RESOLUTION NO. 9251

PROCLAMATION

IN SUPPORT OF MENTAL ILLNESS AWARENESS WEEK

WHEREAS, A new perception of mental illness is emerging one that focuses on early intervention, effective treatment, rehabilitation and recovery. No area of health care is changing more than mental health. Advances are prompted by better science, more research, the important role consumers play in advocating for themselves, and family members who speak out for their loved ones.

WHEREAS, Barriers to mental illness recovery are falling one by one. More than thirty states have adopted measures to ensure health insurance parity.

WHEREAS, Treatment works if a person with mental illness can get it. Science has greatly expanded our understanding and treatment of severe mental illness. Once forgotten, these individuals now have a real chance at reclaiming full and productive lives, but only if they have access to the treatments, services and programs so vital to recovery.

NOW, THEREFORE, BE IT RESOLVED, that Woodbury County does hereby proclaim

AS
MENTAL ILLNESS AWARENESS WEEK

In Woodbury County, Iowa. The Woodbury County Board of Supervisors call upon all citizens, government agencies, public and private institutions, businesses and schools in Woodbury County, Iowa to recommit our County to increase awareness and understanding of mental illnesses and the need for appropriate and accessible services for all people diagnosed with a mental illness.

SO RESOLVED THIS 3rd day of October 2000.

WOODBURY COUNTY BOARD OF SUPERVISORS

Debbie Durham, Siouxland Chamber of Commerce, Kevin Knepper, Big Soo Terminal, Phillip Reedy, Sioux City, addressed the Board on maintaining the current management of the Missouri River. Motion by Batcheller second by Welte to draft a letter of support for the current management of the Missouri River and to approve an expenditure of $2,500.00 to support the Chambers efforts on this issue if needed. Carried 5-0.

Motion by Welte second by Walish to approve funds from the state reimbursement funds to be allotted into the centralized intake budget. Carried 5-0. Copy filed.

Leesa McNeil, Court Administrator addressed the Board concerning office space for Senior Judges.

The Board discussed Siouxland District Health Department County Audit.

The Chairman called on any individual or group wishing to make a presentation of items not on the agenda.

There was a discussion on the former U.S. Tanning Site.

Motion by Clausen second by Batcheller to authorize the Chairman to sign a proposal to submit to the D.A.R.E. Program. Carried 5-0.

Motion by Clausen second by Welte to go into executive session under Iowa Code Section 21.5(1). Carried 5-0 on a roll call vote.

Motion by Walish second by Welte to go out of executive session. Carried 5-0 on a roll call vote.

Motion by Batcheller second by Welte to take the advice of counsel. Carried 4-1, Clausen opposed.

Motion by Clausen second by Welte to go into executive session under Iowa Code Section 21.5(1). Carried 5-0 on a roll call vote.

Motion by Walish second by Welte to go out of executive session. Carried 5-0 on a roll call vote.

The Board adjourned the regular meeting until October 10th, 2000.
