SEPTEMBER 5, 2000 NINTH MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, September 5, 2000 at 9:00 A.M. Board members present were Boykin, Clausen, Batcheller, Walish and Welte. Staff members present were Karen James, Board Administrative Coordinator, Diane Swoboda Peterson, Deputy Recorder, and John Rusch, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Batcheller second by Clausen to approve the regular Board Minutes of August 29, 2000 as submitted. Carried 5-0.

The Board approved the appointment of Douglas E. Bush, Temporary Election Clerk, County Auditor/Recorder, @$10.00/hr., effective 9-5-00. Not to exceed 120 days. Copy filed.

The Board approved the end of probation of Sandra K. Nation, Intake Officer, Juvenile Detention, @$13.5069/hr., effective 9-13-00. End of Probation Salary Increase. Copy filed.

Motion by Welte second by Clausen to authorize the Chairman to sign Certificate of Completion for Project G-2000Maintenance Gravel Contract. Carried 5-0. Copy filed.

Motion by Clausen second by Batcheller to receive the County Recorders Report of Fees Collected for the period of 4/1/00 through 6/30/00. Carried 5-0. Copy filed.

The Board discussed the county picnic with Tish Ford and Julie Connolly.

Motion by Batcheller second by Walish to draft a letter of recognition to the county picnic committee. Carried 5-0.

The Board discussed the Siouxland Mental Health Contract, COMPASS Project, with Patty Erickson-Puttmann, Social Service Coordinator.

Motion by Welte second by Walish to approve COMPASS Project, Directed Case Management Program Contract with Siouxland Mental Health Center. Carried 5-0. Copy filed.

The Public Hearing and Sale of Property Parcel #096735 (1418 S. Royce Street) was held at 10:15 A.M. The Chairman called on anyone wishing to be heard on said sale.

Motion by Clausen second by Welte to close the hearing as there was no one present wishing to be heard on said sale. Carried 5-0.

Chairman called for bids on Real Estate Parcel #096735. Richard Brzuchalski bid $140.00 plus recording fees. There were no further bids.

Motion by Clausen second by Batcheller to accept Richard Brzuchalskis bid of $140.00 plus recording fees for Real Estate Parcel #096735. Carried 5-0.

RESOLUTION OF THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA: # 9239

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa, that the offer at public auction of:

RICHARD J. BRZUCHALSKI, 1414 S. ROYCE ST., SIOUX CITY, IOWA

in the sum of ONE HUNDRED FORTY AND NO/100 ($140.00)-----------------------------------------------------Dollars for the

following described real estate, to wit: THE NORTH 6.55 FEET OF LOT EIGHT (8) IN BLOCK ELEVEN (11) OF

CHENEYS ADDITION TO CITY OF SIOUX CITY, WOODBURY COUNTY, IOWA

Now and included in and forming a part of the City of __SIOUX CITY_________, Iowa, the same is hereby accepted: said

Amount being a sum LESS than the amount of the general taxes, interests, costs and penalties against the said real estate.

BE IT RESOLVED that payment is due by close of business on the day of passage of this resolution or this sale is null and void and this resolution shall be rescinded.

BE IT RESOLVED that per Code of Iowa Section 569.8(3 & 4), a parcel the County holds by tax deed shall not be assessed or taxed until transferred and upon transfer of a parcel so acquired gives the purchaser free title as to previously levied or set taxes. Therefore, the County Treasurer is requested to abate any taxes previously levied or set on this parcel(s).

BE IT FURTHER RESOLVED that the Chairman of this Board be and he is hereby authorized to execute a Quitclaim Deed for the said premises to the said purchaser.

NOTICE OF PROPERTY SALE

WHEREAS Woodbury County, Iowa was the owner under a tax deed of a certain parcel of real estate described as:

East Two hundred feet (E 200ft) South Fifty feet (S 50 ft) North Two hundred feet (N 200 ft) Lot Thirty-five (35) Mary Treglia Addition, City of Sioux City, Woodbury County, Iowa (a.k.a. 535 Chambers)

NOW THEREFORE,

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1. That a public hearing on the aforesaid proposal shall be held on
the 19th day of September, 2000, at 10:15 o'clock a.m. in the meeting
room of the Board of Supervisors on the first floor of the Woodbury
County Courthouse.

2. That said Board proposes to sell the said parcel of real estate at a
public auction to be held on the 19th day of September, 2000, immediately
following the closing of the public hearing.

3. That said Board proposes to sell the said real estate to the highest
bidder at or above a total minimum bid of $622.00 plus recording
fees.

4. That this resolution, preceded by the caption 'Notice of Property Sale'
and except for this subparagraph 4 be published as notice of the
aforesaid proposal, hearing and sale.

Rick Schneider, Woodbury County Conservation, discussed weed control concerns with the Board.

Dan Weakley, Siouxland District Health, gave an update of Laboratory Services.

County Assessor Kathy Sands reported to the Board about a claim to be made for machinery and equipment replacement funds to the state.

County Treasurer Bob Knowler reported to the Board that his employees are using overtime to correct problems with addresses on tax statements and that he is in the process of updating computer equipment in Anthon.

The Board adjourned the regular meeting until September 12, 2000.
