May 23, 2000 FORTY-FOURTH MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, May 23, 2000 at 9:00 A.M. Board members present were Boykin, Clausen, Batcheller, Walish and Welte. Staff members present were Nancy Hodge, Board Administrative Coordinator, John Rusch, Assistant County Attorney and Patrick F. Gill, Auditor/Clerk to the Board.
Meeting called to order.
The Claims were approved as presented. Copy filed.
Motion by Walish second by Welte to approve the regular Board minutes of May 16, 2000 as submitted.
Carried 5-0.
Motion by Batcheller second by Clausen to approve the minutes of the May16, 2000 Executive Session #1 as submitted. Carried 5-0.
Motion by Clausen second by Welte to approve the minutes of the May 16, 2000 Executive Session #2 as submitted. Carried 5-0.
Motion by Walish second by Welte to approve the minutes of the May 16, 2000 Executive Session #3 as submitted. Carried 5-0.
The Board approved the reclassification of Mark R. Larkin, Court Security Officer, County Sheriff,
@$12.83/hr., effective 5-29-00. Per DSA Contract agreement, from Class 4 to Class 3. Copy filed.
The Board approved the reclassification of Janet L. Trimpe, M.V. Clerk II, County Treasurer, @10.87/hr., effective 6-2-00. Per AFSCME Cthouse. Contract agreement, from Grade 4.5, Step 4 to Grade 4.5, Step 5. Copy filed.
The Board approved the separation of Rita K. Combs, M.V. Clerk II, County Treasurer, effective

Motion by Clausen second by Welte to approve and authorize the Chairman to sign the authorization to initiate hiring process for a M.V. Clerk II, County Treasurer. AFSCME Cthouse./Grade 4.5,

Motion by Clausen second by Welte to approve and authorize the Chairman to sign a resolution approving the petition for suspension of taxes for Donald R. Halweg. Carried 5-0.

RESOLUTION APPROVING PETITION FOR SUSPENSION
OF TAXES
WHEREAS, Donald R. Halweg, as joint titleholder of real estate located at 2806 Chambers Street, Sioux City, Woodbury County, Iowa, and legally described as follows:

City of Sioux City, Woodbury County, Iowa
WHEREAS, Donald R. Halweg as joint titleholder of the aforementioned property has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1997 Iowa Code section 427.9, and
WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and
NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby grants the request for a suspension of taxes, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this property.

Motion by Welte second by Batcheller to receive an Iowa Department of Natural Resources construction permit application package from Luane Todd.
Motion by Clausen second by Batcheller to amend the motion by amending the acknowledgement to include Rock as the name of the township where the proposed project is located. Carried 5-0.
The motion as amended carried 5-0.
Motion by Clausen second by Welte to receive the Veterans Affairs third quarter report. Carried 5-0. Copy filed.
The Board discussed with County Treasurer Bob Knowler changes to physical facilities in the Motor Vehicle and Tax Departments.
A bid letting for maintenance culvert pipe was held at 10:20 a.m.

Motion by Welte second by Batcheller to award the bid to Northern Iowa Construction Products, Inc. for maintenance culvert pipe and submit to the county engineer for recommendation. Carried 5-0. Copy filed.
Motion by Clausen second by Walish to authorize the Chairman to sign a contract with Cedar Valley Corporation for project FM-CO97(45)-55-97. Carried 5-0. Copy filed.
Motion by Batcheller second by Walish to authorize the Chairman to sign a utility accommodation permit submitted by the City of Correctionville. Carried 5-0. Copy filed.
Motion by Clausen second by Welte too approve and authorize the chairman to sign resolutions for the execution of warranty deeds with the City of Salix and with Jack Jolin of Sergeant Bluff, Iowa. Carried 5-0.
RESOLUTION OF THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA: # 9293
BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa, that the offer of:
City of Salix
in the sum of One Dollar and other good and valuable consideration Dollars for the following described
real estate, to wit:
The East 70 Feet of Lot 13, Block 2 to the Town of Salix, Woodbury County, Iowa
now and included in and forming a part of the City of Salix , Iowa, the same is hereby accepted.
WHEREAS, the Board of Supervisors has determined that the transfer of and the intended use of the
real property is for a public purpose in accordance with other State laws, and as such, conveys the property
legally described above to the purchaser according to Code of Iowa 331.361(3).
BE IT FURTHER RESOLVED that the Chairman of this Board be and he is hereby authorized to execute a Warranty Deed for the said premises to the said purchaser.

in the sum of Eleven Thousand Five Hundred and No/100 ($11,500.00) Dollars for the
following described real estate, to wit:

now and included in and forming a part of the City of Salix , Iowa, the same is hereby accepted.
WHEREAS, the Board of Supervisors has determined that the transfer of and the intended use of the real property is for a public purpose in accordance with other State laws, and as such, conveys the property legally described above to the purchaser according to Code of Iowa 331.361(3).

Motion by Batcheller second by Welte to postpone action until further review of the proposal. Carried 5-0.
The Board discussed a Decategorization Project Model.
Motion by Welte second by Clausen to approve the Woodbury County Decategorization Project Model (7) as submitted but removing the Director Siouxland District Health from the Decategorization Oversight Committee, The section dealing with Decategorization Project Coordinator and the section dealing with the Action Program. Carried 5-0. Copy filed.
The Board discussed the Leatherwood Subdivision and took no action.
The Board discussed a zoning comprehensive plan.
The Board adjourned the regular meeting until May 30, 2000.
