MARCH 7, 2000 THIRTY-THIRD MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, March 7, 2000 at 9:00 A.M. Board members present were Boykin, Batcheller, Walish and Welte. Clausen was absent. Staff members present were Nancy Hodge, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Rusch, Board Legal Counsel.
The Claims were approved as presented. Copy filed.
Meeting called to order.
Bob Knowler, County Treasurer gave the Board a report on the move of Department of Motor Vehicle from the basement of the Courthouse to the Trosper-Hoyt Building.
Motion by Welte second by Walish to approve the regular Board minutes of February 29, 2000 as submitted. Carried 2-0. Batcheller and Boykin abstained.
The Board approved the transfer of Rose M. Griffith, Correctional Officer, County Sheriffs Dept., @11.50/hr., effective 3-6-00 per AFSCME Cthouse Contract, Grade 3, Step 4 to DSA Contract, Class 1. Copy filed.
The Board approved the appointment of Paige R. Peterson, Assistant County Attorney, County Attorneys Dept., @$34,000/yr., effective 3-13-00. Job vacancy posted: 1-18-00. Salary range: $34,000 - $39,359/yr. Copy filed.
The Board approved the appointment of Sandra K. Nation, Juvenile Intake Officer, Juvenile Detention, @$12.67/hr., effective 3-13-00. Job vacancy posted: 1-26-00. Entry level salary: $12.67/hr. Copy filed.
The Board approved the reclassification of James J. Katcher, Assistant County Attorney, County Attorneys Dept., @$50,230/yr., effective 3-18-00 per AFSCME Attorney Contract agreement, from Step 8 to Step 9. Copy filed.
The Board approved the appointment of Derrick J. Klug, Correctional Officer, County Sheriffs Dept.,
@$11.50/hr., effective 3-19-00. Job vacancy posted: 1-26-00. Entry Level Salary: $11.50/hr. Copy filed.
Motion by Welte second by Walish to accept the quote from Ten Point Construction, Denison, Iowa in the amount of $41,896.95 for maintenance pavement patching and repair per recommendation of the County Engineer. Carried 4-0. Copy filed.
Motion by Batcheller second by Walish to authorize the Chairman to sign an agreement with HGM Associates, Omaha, Nebraska for Engineering Services per recommendation of the County Engineer. Carried 4-0. Copy filed.
Motion by Batcheller second by Walish to approve funds of $2,500.00 for the county employees picnic held on August 12, 2000. Carried 4-0. Copy filed.
There was no action taken to remove effective dates from the agreement between Woodbury County and the Northern Housing Ponca Authority.
Motion by Welte second by Walish to authorize Chairman to sign Resolution No. 9265 for a public hearing for sale of real estate Parcel #s 339345, 339360, and 339375. Carried 4-0.

NOTICE OF PROPERTY SALE
Parcel #s 339345, 339360, 339375
WHEREAS Woodbury County, Iowa was the owner under a tax deed of a certain parcel of real estate described as:
Lots Twenty-nine (29), Thirty (30), Thirty-one (31) Block Fifteen (15) Marks 3rd Filing Addition, City of Sioux City, Woodbury County, Iowa (a.k.a 2604, 2610, 2612 Jay Ave.)
NOW THEREFORE,
BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:
1. That a public hearing on the aforesaid proposal shall be held on
the 21st day of March, 2000, at 10:15 o'clock a.m. in the meeting
room of the Board of Supervisors on the first floor of the Woodbury
County Courthouse.
2. That said Board proposes to sell the said parcel of real estate at a
public auction to be held on the 21st day of March, 2000, immediately
following the closing of the public hearing.
That said Board proposes to sell the said real estate to the highest
bidder at or above a total minimum bid of $500.00 plus recording
fees.
That this resolution, preceded by the caption 'Notice of Property Sale'
and except for this subparagraph 4 be published as notice of the
aforesaid proposal, hearing and sale.

The Public Hearing and sale of real estate Parcel #s 181320 & 181335 was held at 10:15 A.M. The Chairman called on anyone wishing to be heard on said sale.
Motion by Welte second by Batcheller to close the Public Hearing on the sale of real estate Parcel #s 181320 & 181335 as there was no one present wishing to be heard on said sale. Carried 4-0.
Chairman called for bids on real estate Parcel #s 181320 & 181335.
There were no bids offered.
Board discussed the future utilization of the vacant basement office and storage space due to the relocation of the Treasurers Motor Vehicle Dept.
Motion by Welte second by Batcheller to go into executive session under section 21.5(1)(a) of the Iowa Code. Carried 4-0 on a roll call vote.
Motion by Welte second by Batcheller to go out of executive session. Carried 4-0 on a roll call vote.
The Board adjourned the regular meeting until March 14, 2000.
