DECEMBER 21, 1999 TWENTY-THIRD MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, December 21, 1999 at 9:00 A.M. Board members present were Boykin, Clausen, Batcheller, Walish and Welte. Staff members present were Nancy Hodge, Board Administrative Coordinator, Patrick F. Gill, Clerk to the Board, and John Rusch, Board Legal Counsel.

The Claims were approved as presented.

Meeting called to order.

There was open discussion period held by the Board.

Motion by Welte second by Walish to approve the regular Board Minutes of December14, 1999. Carried 4-0. Batcheller abstained.

The Board approved the appointment of Eric J. Davis, Correctional Officer, County Sheriffs Department, @$11.50/hr effective 12-21-99 per job vacancy posted. Copy filed.

The Board approved the reclassification of Gary E. Brown, Director Disaster Services, @$47,775/yr effective 12-31-99 per end of Y2K Compliance Monitoring. Copy filed.

The Board approved the appointment of Drew H. Bockenstedt, Assistant County Attorney, County Attorneys Office, @$37,485/yr effective 01-10-2000 per job vacancy posted. Copy filed.

The Board decided there was no need for Fire Sprinkling of Remainder of Lower Level, First Floor, Trosper-Hoyt County Services Building.

Bid letting was held at 10:20 A.M. for the Four (4) Motor Graders as follows:
Swaney Equipment Co., Sioux City, IA $538,200.00
Ziegler Cat, Sioux City, IA $593,010.00

Motion by Batcheller second by Boykin to receive the bids for Four (4) Motor Graders for the review and recommendation of the county engineer. Carried 5-0. Copy filed.

Motion by Welte second by Boykin to approve the quote of $26,000 from Graves Construction for Bridge Maintenance Repair Project M-199 (1) per recommendation of County Engineer. Carried 5-0. Copy filed.

Motion by Batcheller second by Walish to approve the purchase of 20,000 tons of maintenance gravel @ $2.45/ton from Bedrock Gravel Co., per the one year option quote. Carried 5-0. Copy filed.

There was no action taken on the Utility Accommodation Permit Submitted by Mark Van Tuyl for Randy Wood.

Nancy Hodge discussed with the Board appointments and vacancies of terms expiring on various Boards and Commissions.

The Board discussed the issuance of County Credit Cards. The consensus was to appoint a committee to recommend a policy.

The Board discussed the purchasing of a Jail Software Package for the Sheriffs Department.

Motion by Batcheller second by Boykin to approve the purchase of the H.T.E. Jail Software Package using $100,000 of assistance from the city and a loan from the city for the balance to be paid with five annual installments of $97,406, which include principal and interest, to be paid from the debt service fund. Carried 3-2 on a roll call vote. Clausen and Walish nay.

Motion by Boykin second by Walish to approve the Woodbury County, Iowas Investment Policy. Carried 5-0. Copy filed.

It was the consensus of the Board to show support for the Conservation Boards proposal for Road Improvements for Browns Lake and Snyder Bend Parks.

Motion by Boykin second by Walish to go into executive session under section 21.5(1)(j) of the Iowa Code. Carried 5-0 on a roll call vote.

Motion by Boykin second by Batcheller to go out of executive session. Carried 5-0 on a roll call vote

Motion by Boykin second by Welte to submit a Transportation Enhancement Grant Application for consideration with the City of Correctionville for a recreational trail. Carried 5-0.

Motion by Batcheller second by Boykin to approve the bid of Swaney Equipment to provide four John Deere motor graders at a total cost of $538,200. Carried 5-0.

Motion by Welte second by Batcheller to go into executive session under section 21.5(1)(c) of the Iowa Code. Carried 5-0 on a roll call vote.

Motion by Boykin second by Clausen to go out of executive session. Carried 5-0 on a roll call vote.

The Board adjourned the regular meeting until January 4, 2000.
