AUGUST 3, 1999 FIFTH MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, August 3, 1999 at 9:00 A.M. Board members present were Batcheller, Boykin, Clausen, Walish, and Welte. Staff members present were Nancy Hodge, Board Administrative Coordinator, Patrick F. Gill, Clerk to the Board, and John Rusch, Board Legal Counsel.
The Claims were approved as presented.
Meeting called to order.
There was open discussion period held by the Board.
Motion by Walish second by Boykin to approve the regular Board Minutes of July 27, 1999 as submitted. Carried 4-0, Batcheller abstained.
Motion by Boykin second by Welte to approve the minutes of Executive Session of July 27, 1999 as submitted. Carried 4-0, Batcheller abstained.
The Board approved the reclassification of Todd Wieck, Sr. Deputy, County Sheriff, @$18.31/hr., effective 8/23/99. Per DSA Contract agreement, from Class 1 to Senior Class. Copy filed.
The Board approved the reclassification of Charles P. McCormick, Correctional Officer, County Sheriff, @$14.49/hr., effective 8/23/99. Per DSA Contract agreement, from Class 3 to Senior Class. Copy filed.
The Board approved the end of probation of Joy A. Caudron, Administrative Assistant, Human Resources, @$32,445/yr., effective 8/01/99. End of Probation salary increase. Copy filed.
The Board approved the transfer of Randy S. Uhl, Court Security Officer, County Sheriff, @$14.49/hr., effective 8/30/99. Per DSA contract agreement, from Sr. Correctional Officer to Sr. Court Security Officer. Copy filed.
The Board approved the separation of Diana L. Tritz, M.V. Clerk II, County Treasurer, @$11.69/hr., effective 8/20/99. Copy filed.
The Board approved the appointment of Diana L. Tritz, Claims Clerk II, County Auditor/Recorder, @$11.69/hr., effective 8/23/99. Job vacancy posted: 6/23/99. Salary Range: $8.93-$11.69/hr., based on AFSCME Cthouse. Contract transfer procedure. Copy filed.
Motion by Boykin second by Batcheller to authorize Chairman to sign the authorization to Initiate Hiring Process for a Correctional Officer (male), County Sheriff, DSA Contract: $11.50/hr. and a M.V. Clerk II, County Treasurer, AFSCME Cthouse./Grade 4.5, Step 1: $9.07/hr. Carried 5-0. Copy filed.
Motion by Welte second by Boykin to authorize Chairman to sign agreement between Woodbury County , Gary & Shirlee Stevenson, Frank & Cindy Gray and Elkhorn Construction for repair of wall that was discussed at the July 6, 1999 Board Meeting. Carried 5-0. Copy filed.
Motion by Boykin second by Walish to receive the Sheriffs Civil Division 4th Quarter and year to date report. Carried 5-0. Copy filed.
The Public Hearing and sale of Real Estate Parcel #112695 was held at 10:15 A.M. The Chairman called on anyone wishing to be heard on said sale.
Motion by Boykin second by Batcheller to close the Public Hearing on the sale of Real Estate Parcel #112695 as there was no one present wishing to be heard on said sale. Carried 5-0.
Chairman called for bids on Real Estate Parcel #112695. Lois Ream bid $600.00, Cliff Tufty $1,000.00, Bert Stoneburg $1,500.00, Tufty $2,000.00, Stoneburg $2,500.00, Tufty $3,000.00, Stoneburg $3,500.00, Tufty $4,000.00, Stoneburg $4,500.00, Tufty $5,000.00. There were no further bids.
Motion by Batcheller second by Boykin to accept Cliff Tuftys $5,000 bid for Real Estate Parcel #112695 plus recording fees. Carried 5-0.
RESOLUTION OF THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA #9213
BE IT RESOVED by the Board of Supervisors of Woodbury County, Iowa, that the offer at public auction of: JEAN V. TUFTY
in the sum of FIVE THOUSAND AND NO/100 ($5,000.00) Dollars for the following described real estate to wit:
West 43.6 Feet South 48 Feet Lot Six (6) Block Fourteen (14), Coles Addition, City of Sioux, Woodbury County, Iowa (a.k.a. 2401 8th Street)
now and included in and forming a part of the City of Sioux City, Iowa, the same is hereby accepted; said amount being a sum LESS than the amount of the general taxes, interests, costs and penalties against the said real estate.
BE IT RESOLVED that payment is due by close of business on the day of passage of this resolution or this sale is null and void and this resolution shall be rescinded.
BE IT RESOLVED that per code of Iowa Section 569.8(3 & 4), a parcel the County holds by tax deed shall not be assessed or taxed until transferred and upon transfer of a parcel so acquired gives the purchaser free title as to previously levied or set taxes. Therefore, the County Treasurer is requested to abate any taxes previously levied or set on this parcel(s).
BE IT FURTHER RESOLVED that the Chairman of this Board be and he is hereby authorized to execute a Quitclaim Deed for the said premises to the said purchaser.

RESOLUTION APPROVING PETITION FOR SUSPENSION
OF TAXES THROUGH THE REDEMPTION PROCESS
WHEREAS, Marcia Decker, as joint titleholder of real estate located at 1219 West 6th Street, Sioux City, Woodbury County, Iowa, and legally described as follows:

The West One Hundred Feet (W 100) of Lots Seven (7), Eight (8) and Nine (9) in Block Six (6) of Tredways Addition, City of Sioux City, Woodbury County, Iowa
WHEREAS, Marcia Decker as joint titleholder of the aforementioned property has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1999 Iowa Code section 447.9(3) and,
WHEREAS, the Board of Supervisors recognized from documents provided that the petitioner is unable to provide to the public revenue; and
NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby directs the County Auditor to redeem parcel #511215 owned by the petitioner from the holder of a certificate of purchase of the amount necessary to redeem under section 447.1, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this parcel.

RESOLUTION APPROVING PETITION FOR SUSPENSION
OF TAXES THROUGH THE REDEMPTION PROCESS
WHEREAS, Alice Mae Matson as titleholder of real estate located at 2200 Myrtle Street, Sioux City, Woodbury County, Iowa, and legally described as follows:
WHEREAS, Alice Mae Matson as titleholder of the aforementioned property has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1999 Iowa Code section 447.9(3) and,
WHEREAS, the Board of Supervisors recognized from documents provided that the petitioner is unable to provide to the public revenue; and
NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby directs the County Auditor to redeem parcel #357075 owned by the petitioner from the holder of a certificate of purchase of the amount necessary to redeem under section 447.1, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this parcel.

The Board reviewed the quote for maintenance bridge deck sealing.
Motion by Welte second by Boykin to approve the quote for $5,311.28 for sealing two bridge decks. Carried 5-0.
Motion by Welte second by Batcheller to approve bid from L.A. Carlson, Merrill, IA in the amount of $38,740.14 for Project L-EWP99(1)73-97 per County Engineers recommendation and to approve bid from L.A. Carlson, Merrill, IA in the amount of $95,671.26 for Project L-EWP 99(5)73-97 per County Engineers recommendation. Carried 5-0. Copy filed.
The board discussed a bridge project being constructed by the Dixon Company and asked about the delay in completing the project. They also discussed penalties.
Patty Erickson-Puttmann, Social Services, discussed provider rate request.
Motion by Boykin second by Welte to approve the provider rate request increase of 3% for providers from out of county and a 10% increase for WACO. Carried 4-0, Walish abstained.
Motion by Welte second by Boykin to approve a request from Siouxland Residential Services, Inc. to use some of the office equipment and furniture for use at new residences pending an inventory by building services. Carried 5-0.
Motion by Boykin second by Walish to abate delinquent and future taxes on Parcel #447915 and #447930 owned by Siouxland Residential Services, Inc. (SRS) provided Siouxland Residential Services, Inc. pay the penalties and interest. Carried 5-0.
Motion by Welte second by Boykin to designate Larry Clausen as the county representative for a consultation being held between City of Lawton, IA and all affected taxing entities concerning the proposed Lawton Urban Renewal District Urban Renewal Plan for the City of Lawton, IA. Carried 5-0.
Terri Grupp, Computer Consultant, Kathy Sands, County Assessor, Mel Obbink, City Assessor and John Malloy, W.C.I.C.C. Director gave an update of H.T.E. Assessors Software package.
Kathy Sands agreed to make a decision in thirty days as to whether to use the H.T.E. Package.
The Board discussed developing a plan of action for security and maintenance of buildings at County Farm.
The Board adjourned the regular meeting until August 10, 1999.
