JUNE 15, 1999 FORTY EIGHTH MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, June 15, 1999 at 8:30 A.M. Board members present were Batcheller, Clausen, and Welte. Boykin and Walish were absent. Staff members present were Nancy Hodge, Board Administrative Coordinator, Patrick F. Gill, County Auditor/Clerk to the Board, and John Rusch, Board Legal Counsel.

The Claims were approved as presented.

Meeting called to order.

There was open discussion period held by the Board.

Motion by Batcheller second by Welte to approve the Board minutes of June 8, 1999 as submitted. Carried 3-0.

The Board approved the appointment of Jessica S. Behrend, Case Manager, Social Services, @$24,000/yr., effective 7/01/99. Job vacancy posted 3/31/99. Entry level salary: $24,000/yr. Copy filed.

There was discussion about wage plan employees and department head wages for FY 2000.

Motion by Welte second by Batcheller to approve a 5% compensation adjustment for wage plan salaried employees and 3.5% compensation adjustment for exempt hourly employees for 1999-2000 fiscal year. Carried 2-0. Clausen passed.

Nancy Hodge, Board Administrative Coordinator, recommended that the Board accept Grandy Pratts bids for the property & contents insurance and the boiler & machinery insurance but to reject the bid for faithful performance insurance.

Motion by Welte second by Batcheller to accept and to approve the recommendation. Carried 3-0.

Motion by Welte second by Batcheller to set the Public Hearing and Sale of Real Estate Parcel #335220 on June 29, 1999 at 10:15 AM. Carried 3-0.

NOTICE OF PROPERTY SALE

Parcel # 335220

WHEREAS Woodbury County, Iowa is the owner under a tax deed of a certain parcel of real estate described as:

Except East Eighty Feet (E 80ft) Lot Sixteen (16) Block Four (4), Ludwigs Addition, City of Sioux City, Woodbury County, Iowa

NOT THEREFORE,

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1. That a public hearing on the aforesaid proposal shall be held on the 29th day of June, 1999, at 10:15 oclock a.m. in the meeting room of the Board of Supervisors on the first floor of the Woodbury County Courthouse.

2. That said Board proposes to sell the said parcel of real estate at a public auction to be held on the 29th day of June, 1999, immediately following the closing of the public hearing.

3. That said Board proposes to sell the said real estate to the highest bidder at or above a total minimum bid of $200.00 plus recording fees.

4. That this resolution, preceded by the caption Notice of Property Sale and except for this subparagraph 4 be published as notice of the aforesaid proposal, hearing and sale.

The Chairman asked for and received unanimous consent to depart from the agenda because there is good cause to do so. The Board added an item to the agenda to deal with the budget of the County Law Library.

Motion by Welte second by Batcheller to transfer $2,500 from Juvenile Defense Attorneys Department/Division, 002-2321-423-4253, to the County Law Library Department/Division, 002-2011-420-2610. Carried 3-0.

Motion by Batcheller second by Welte to approve Change Order #6 for remodel 3rd floor, Trosper-Hoyt Building. Carried 3-0. Copy filed.

Motion by Welte second by Batcheller to approve transfer of J.K. to Mid-Steps Work Services Program. Carried 3-0.

There was discussion of School Based Officers Contracts for FY 2000 for Woodbury County.

Bridgett Hayes, Juvenile Court Services, announced Woodbury County was awarded a Community Crime Grant of $84,000.

The bid letting was held for three Motor Graders for Secondary Roads.

Motion by Welte second by Batcheller to receive the bids for motor graders and refer them to the county engineer for recommendation. Carried 3-0. Copy filed.

Motion by Welte second by Batcheller to receive quotes for Tandem Truck Snow Plow Wings and to refer them to the county engineer for review. Carried 3-0.

The Board adjourned the regular meeting until June 22, 1999.
