MARCH 30, 1999 THIRTY-SEVENTH MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, March 30, 1999 at 9:00 A.M. Board members present were Batcheller, Boykin, Clausen, Walish and Welte. Staff members present were Nancy Hodge, Board Administrative Coordinator, Ann Long, Assistant County Attorney and Patrick F. Gill, County Auditor/Board Secretary.
The Claims were approved as presented.
Meeting called to order.
Motion by Batcheller second by Welte to approve the Board minutes of March 23, 1999 as submitted. Carried 4-0, Clausen abstained.
There was open discussion period held by the Board.
Dennis Mahr, Woodbury County Bar Association and Rick Hustig, Law Librarian, discussed the law library budget with the Board.
Motion by Batcheller second by Welte to award the bid for Cash Lease/Rent of the County Farm to David Folsom for the bid of $136.00 per acre for a total amount of $28,342.30. Carried 4-1, Boykin nay.
There was discussion of use of Farm Grain Bins. It was the consensus that there needed to be further discussion of this item at a later date.
There was discussion of the proposed Farm Lease.
Motion by Welte second by Batcheller to authorize Chairman to sign the Farm Lease with changes to the penalty clause, dates and to delete the last paragraph. Carried 4-1, Boykin nay.
Motion by Boykin second by Batcheller to approve payment of an invoice for placement of an individuals name that was inadvertently omitted from the veteran memorial plaque. Carried 5-0
Motion by Boykin second by Batcheller to set a Public Hearing and the Sale of a Real Estate Parcel Carried 5-0.

NOTICE OF PROPERTY SALE

WHEREAS Woodbury County, Iowa is the owner under a tax deed of a certain parcel of real estate described as:
Lot one (1) Block Nine- (9) Bogges West Side Addition, City of Sioux City, Woodbury County, Iowa (a.k.a. 3133 Harris Street)
NOT THEREFORE,
BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:
1. That a public hearing on the aforesaid proposal shall be held on the 13th day of April, 1999, at 10:15 oclock a.m. in the meeting room of the Board of Supervisors on the first floor of the Woodbury County Courthouse.
2. That said Board proposes to sell the said parcel of real estate at a public auction to be held on the 13th day of April, 1999, immediately following the closing of the public hearing.
3. That said Board proposes to sell the said real estate to the highest bidder at or above a total minimum bid of $100.00 plus recording fees.
4. That this resolution, preceded by the caption Notice of Property Sale and except for this subparagraph 4, be published as notice of the aforesaid proposal, hearing and sale.

The Public Hearing was held for Mentally Ill and Mental Retardation Plans.
Motion by Welte second by Batcheller to close the public hearing for Managed Care Plans. Carried 5-0.
Motion by Batcheller second by Boykin to approve the County Managed Care Plans with the minor changes that were discussed during the public hearing. Carried 5-0.
The Board approved the separation of Lora L. Wessling, Records Secretary, County Sheriff, effective 4/30/99. Retirement. Copy filed.
Motion by Boykin second by Welte to authorize the chairman to sign the authorization to hire Records Secretary, County Sheriff, AFSCME Cthouse./Grade 6, Step 1: $10.71/hr. and Case Manager, Social Services, $22,000/yr. Carried 5-0.
Motion by Boykin second by Batcheller to approve ergonomic assessment and training proposed by the human resources director. Carried 5-0.
Motion by Boykin second by Welte that the Woodbury County Board of Supervisors authorizes the Woodbury County Conservation Board to enter into an Unconditional Purchase Agreement with the Iowa Natural Heritage Foundation for the purpose of acquiring 80 acres of land located in the E NW , Section 11, Township 86, Range 44. Carried 5-0. Copy filed.
Motion by Boykin second by Walish to authorize Chairman to sign Final plats for Eberlys Addition. Carried 5-0.

RESOLUTION ACCEPTING AND APPROVING EBERLYS ADDITION, WOODBURY COUNTY, IOWA.
WHEREAS, THE OWNERS AND PROPRIETORS DID ON THE 30TH DAY OF MARCH, 1999, FILE WITH THE WOODBURY COUNTY ZONING COMMISSION, A CERTAIN PLAT DESIGNATED AS EBERLYS ADDITION, WOODBURY COUNTY, IOWA; AND
WHEREAS, IT APPEARS THAT SAID PLAT CONFORMS WITH ALL OF THE PROVISIONS OF THE CODE OF THE STATE OF IOWA AND ORDINANCES OF WOODBURY COUNTY, IOWA, WITH REFERENCE TO THE FILING OF SAME; AND
WHEREAS, THE ZONING COMMISSION OF WOODBURY COUNTY, IOWA HAS RECOMMENDED THE ACCEPTANCE AND APPROVAL OF SAID PLAT; AND

Susan Hoss, Child Support Recovery and Jon Jackson, Regional Administrator discussed the change in the method of how Department of Human Services will be reimbursing Woodbury County effective October 1, 1999.
There was discussion of need for a Cost Allocation Plan for the IV-D Child Support Program.
Motion by Boykin second by Batcheller to approve a change request for an additional $4,380 in goods and services to be included in the contract for Woodbury Countys new telephone system to be funded from reserves. Carried 5-0.
The discussion of possible policy change for Woodbury County, Information and Communications (Communication Center) Service to the City of Sergeant Bluff was postponed.
Motion by Welte second by Boykin to authorize Chairman to sign contract for Project SBRFM-97(34)-5D-97. Carried 5-0. Copy filed.
Motion by Boykin second by Batcheller to accept a quote from Barkley Asphalt for an asphalt overlay of bridge deck on County Route K-64 (Haskell Avenue) north of Moville for $3,680. Carried 5-0.
The Board reviewed the proposed five-year construction program.
Motion by Boykin second by Batcheller to approve the County Engineers proposed five-year construction plan. Carried 5-0.
David Phipps from SIMPCO presented additional information of Correctionvilles Little Sioux Trail.
Motion by Boykin second by Batcheller to draft a letter to the Monona County Supervisors to purchase a Bailey Bridge for a $1 and to reduce the countys contribution (10%) to $45,000 for the proposed Transportation Enhancement Trail Project between Woodbury County and the City of Correctionville. Carried 5-0
The Board adjourned the regular meeting until April 6, 1999.
