MARCH 23, 1999 THIRTY-SIXTH MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, March 23, 1999 at 9:00 A.M. Board members present were Batcheller, Boykin, Walish and Welte. Clausen absent. Staff members present were Nancy Hodge, Board Administrative Coordinator, Ann Long, Assistant County Attorney and Patrick F. Gill, County Auditor/Board Secretary.
The Claims were approved as presented.
Meeting called to order.
Motion by Walish second by Batcheller to approve a resolution/letter recognizing the West High Wolverines for their 4-A State Basketball Championship. Carried 4-0.
Motion by Batcheller second by Walish to approve the Board minutes of March 16, 1999 as submitted excepting the presence of Ann Long at that meeting. Carried 4-0.
There was open discussion period held by the Board.
The Board approved the reclassification of Dawn M. Norton, Clerk/Typist/Receptionist, County Sheriff, @$9.49/hr., effective 3/31/99. Per AFSCME Court House Contract Agreement, from Grade 3, Step 3 to Grade 3, Step 4. Copy filed.
The Board approved the reclassification of Francisco J. Gonzalez, Correctional Officer, County Sheriff, @$13.41/hr., effective 4/5/99. Per DSA Contract agreement, from Class 2 to Class 1. Copy filed.
The Board approved the reclassification of Christopher P. Jansen, Correctional Officer, County Sheriff, $11.94/hr., effective 4/5/99. Per DSA Contract agreement, from Class 5 to Class 4. Copy filed.
The Board approved the reclassification of Angela K. Edwards, Correctional Officer, County Sheriff, @$11.94/hr., effective 4/5/99. Per DSA Contract agreement, from Class 5 to Class 4. Copy filed.
The Board approved the reclassification of Catherine J. Derochie, Legal Secretary III, County Attorney, @$11.58/hr., effective 4/6/99. Per AFSCME Court House contract agreement, from Grade 6, Step 2 to Grade 6, Step 3. Copy filed.
The Board approved the separation of Rhoda J. Ganzel, Assistant County Attorney, County Attorney, effective 4/2/99.
Motion by Welte second by Walish to authorize the Chairman to sign the Authorization to Initiate Hiring Process for Assistant County Attorney, County Attorney, AFSCME, Step 1: $34,000/yr. Carried 4-0. Copy filed.
Motion by Batcheller second by Welte to authorize Chairman to sign Utility Accommodation Permit. Carried 4-0. Copy filed.
The Public Hearing and sale of Real Estate Parcel #033930 was held at 10:15 A.M. The Chairman called on anyone wishing to be heard on said sale.
Motion by Welte second by Batcheller to close the Public Hearing on the sale of Real Estate Parcel #033930 to St. Thomas Antiochian Church only as there was no one present wishing to be heard on said sale. Carried 4-0.
Motion by Welte second by Walish to accept bid for Real Estate Parcel #033930 from St. Thomas Antiochian Church only for $50.00 plus recording fees. Carried 4-0.
RESOLUTION OF THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA #9172
BE IT RESOVED by the Board of Supervisors of Woodbury County, Iowa, that the offer of:
ST. THOMAS ANTIOCHIAN ORTHODOX CHURCH
in the sum of FIFTY AND NO/100 ($50.00) Dollars for the following described real estate to wit:
WEST SIXTY-THREE FEET (W 63) LOT EIGHT (8) BLOCK ONE HUNDRED SEVEN (107) SIOUX CITY EAST ADDITION, CITY OF SIOUX CITY, WOODBURY COUNTY, IOWA STREET)
now and included in and forming a part of the City of Sioux City, Iowa, the same is hereby accepted; said amount being a sum LESS than the amount of the general taxes, interests, costs and penalties against the said real estate.
BE IT RESOLVED that payment is due by close of business on the day of passage of this resolution or this sale is null and void and this resolution shall be rescinded.
BE IT RESOLVED that per code of Iowa Section 569.8(3 & 4), a parcel the County holds by tax deed shall not be assessed or taxed until transferred and upon transfer of a parcel so acquired gives the purchaser free title as to previously levied or set taxes. Therefore, the County Treasurer is requested to abate any taxes previously levied or set on this parcel(s).
WHEREAS, the Board of Supervisors has determined that the transfer of and the intended use of the real property is for a public purpose in accordance with other State laws, and as such, conveys the property legally described above to the purchaser according to Code of Iowa 331.36(3).
BE IT FURTHER RESOLVED that the Chairman of this Board be and he is hereby authorized to execute a Quitclaim Deed for the said premises to the said purchaser.

WHEREAS Woodbury County, Iowa is the owner under a tax deed of a certain parcel of real estate described as:
North Fifteen Feet (N 15) East One Hundred Feet (E 100) Lot Eight (8) Block One Hundred Three (103) Sioux City East Addition, City of Sioux City, Woodbury County, Iowa
NOT THEREFORE,
BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:
1. That a public hearing on the aforesaid proposal shall be held on the 6th day of April, 1999, at 10:15 oclock a.m. in the meeting room of the Board of Supervisors on the first floor of the Woodbury County Courthouse.
2. That said Board proposes to sell the said parcel of real estate at a public auction to be held on the 6th day of April, 1999, immediately following the closing of the public hearing.
3. That said Board proposes to sell the said real estate to the highest bidder at or above a total minimum bid of $250.00 plus recording fees.
4. That this resolution, preceded by the caption Notice of Property Sale and except for this subparagraph 4, be published as notice of the aforesaid proposal, hearing and sale.

NOTICE OF MOBILE HOME SALE
WHEREAS Woodbury County, Iowa is the owner under a tax title of a certain mobile home described as follows:
A 1978 Cottagehome Mobile Home, VIN #6743RL, 984.0 square feet, last located at 5301 Highway 75 N. City of Sioux City, Woodbury County, Iowa
WHEREAS, it is the desire of the Board of Supervisors of Woodbury County to place the aforesaid mobile home back on the tax rolls, and
NOT THEREFORE,
BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:
1. That a public hearing on the aforesaid proposal shall be held on the 6th day of April, 1999, at 10:16 oclock a.m. in the meeting room of the Board of Supervisors on the first floor of the Woodbury County Courthouse.
2. That said Board proposes to sell the said mobile home to Ida Grove Home Sales only on the 6th day of April, 1999, immediately following the closing of the public hearing.
3. That said Board proposes to sell the said mobile home to Ida Grove Home Sales only for the amount of $100.00 plus transfer of Title fees.

Roger Caudron, City of Sioux City discussed the proposed residential and commercial golf course development.
Motion by Batcheller second by Welte to approve the concept of the proposal from Roger Caudron, City of Sioux City. Carried 4-0.
There was discussion of payment of invoice for toxic cleanup day May 2, 1998.
Motion by Welte second by Batcheller to approve the payment for Toxic Cleanup Day of $5,000 from Riverboat Funds. Carried 4-0.
Motion by Batcheller second by Welte to approve request for proposal for auditing of County Records with the addition of the Courthouse Foundation. Carried 4-0.
Bid letting for cash lease rent of County farm land.
The Chairman directed that the bids be placed on the agenda for next week for discussion and approval.
There was discussion of where the Board wishes to go with Burnight Facilitated Resources Deborah Burnight.
The Board adjourned the regular meeting until March 30, 1999.
