FEBRUARY 9, 1999 - THIRTIETH MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, February 9, 1999 at 9:00 A.M. Board members present were Batcheller, Boykin, Clausen, Walish and Welte. Staff members present were Nancy Hodge, Board Administrative Coordinator, Ann Long, Assistant County Attorney and Patrick F. Gill, County Auditor/Board Secretary.
The Claims were approved as presented.
Meeting called to order.
Motion by Batcheller second by Walish to approve the Board minutes of February 2, 1999 as submitted. Carried 5-0.
Motion by Boykin second by Batcheller to authorize the Chairman of the Woodbury County Supervisors to certify claims for The Woodbury County Courthouse Foundation expenditures. Carried 5-0.
There was open discussion period held by the Board.
Motion by Boykin second by Welte to authorize the Chairman to sign the Authorization to Initiate Hiring Process for Drainage Ditch/Recorder Clerk II, County Auditor/Recorder, AFSCME Courthouse/Grade 4, Wage based $8.63 11.29/hr. Carried 4-0. Copy filed.
Motion by Batcheller second by Welte to approve an updated nepotism policy submitted by the Human Resources Director J.D. Pellersels. Carried 5-0.
The Public Hearing and sale of Real Estate Parcel #145530 was held at 10:15 A.M. The Chairman called on anyone wishing to be heard on said sale.
Motion by Boykin second by Walish to close the Public Hearing on the sale of Real Estate Parcel #145530 as there was no one present wishing to be heard on said sale. Carried 5-0.
Chairman called on bids on Real Estate Parcel #145530. There were no bidders present.
Motion by Walish second by Batcheller to continue the sale for Real Estate Parcel #145530 until March 16, 1999 at 10:15 a.m. Carried 5-0
Motion by Boykin second by Batcheller to set a public hearing for the sale of Parcel #262245 for February 23rd, 1999 at 10:15 a.m. Carried 5-0.

NOTICE OF PROPERTY SALE

WHEREAS Woodbury County, Iowa is the owner under a tax deed of a certain parcel of real estate described as:
Lot Five (5), Block Eight (8), Hornicks 2nd Addition, City of Sioux City, Woodbury County, Iowa (a.k.a. 2316 W. 4th Street)
NOT THEREFORE,
BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:
1. That a public hearing on the aforesaid proposal shall be held on the 23rd day of February, 1999, at 10:15 oclock a.m. in the meeting room of the Board of Supervisors on the first floor of the Woodbury County Courthouse.
2. That said Board proposes to sell the said parcel of real estate at a public auction to be held on the 23rd day of February, 1999, immediately following the closing of the public hearing.
3. That said Board proposes to sell the said real estate to the highest bidder at or above a total minimum bid of $500.00 plus recording fees.
4. That this resolution, preceded by the caption Notice of Property Sale and except for this subparagraph 4 be published a notice of the aforesaid proposal, hearing and sale.

Motion by Welte second by Boykin to award the bid for Project L-1192-73-97 to Joy Dirt Construction, Cushing, IA subject to the review of the County Engineer. Carried 4-0. Copy filed.
Motion by Welte second by Boykin to accept receipt of bids to furnish and install dump boxes with hoists and hydraulics, snowplows, and V-Box material spreader for two tandem truck chassis and to refer them to the County Engineer for recommendation. Carried 4-0. Copy filed.
Shirley Fredrickson updated the Board on the activities of the Loess Hills Alliance Board.
Motion by Boykin second by Walish to authorize Chairman to sign final plats for Erlandson Addition. Carried 4-0.
RESOLUTION #9148
RESOLUTION ACCEPTING AND APPROVING ERLANDSONS ADDITION, A PART OF THE SW1/4 OF THE NE1/4 OF SECTION 2, TOWNSHIP 87 NORTH, RANGE 47 WEST OF THE 5TH PRINCIPAL MERIDIAN, WOODBURY COUNTY, IOWA.
WHEREAS THE OWNER AND PROPRIETOR DID ON THE 25TH DAY OF JANUARY, 1999, FILE WITH THE WOODBURY COUNTY ZONING COMMISSION, A CERTAIN PLAT DESIGNATED AS ERLANDSONS ADDITION, WOODBURY COUNTY, IOWA AND WHEREAS IT APPEARS THAT SAID PLAT CONFORMS WITH ALL OF THE PROVISIONS OF THE CODE OF THE STATE OF IOWA AND ORDINANCES OF WOODBURY COUNTY, IOWA, WITH REFERENCE TO THE FILING OF SAME.
NOW THEREFORE, BE IT RESOLVED BY THE WOODBURY COUNTY BOARD OF SUPERVISORS, WOODBURY COUNTY, STATE OF IOWA, THAT THE PLAT OF ERLANDSONS ADDITION, WOODBURY COUNTY, IOWA, BE, AND THE SAME IS HEREBY ACCEPTED AND APPROVED, AND THE CHAIRMAN AND SECRETARY OF THE WOODBURY COUNTY BOARD OF SUPERVISORS, WOODBURY COUNTY, STATE OF IOWA, ARE HEREBY DIRECTED TO FURNISH TO THE OWNERS AND PROPRIETORS A CERTIFIED COPY OF THIS RESOLUTION AS REQUIRED BY LAW.

Motion by Boykin second by Walish to refer Eberlys Addition request to the Zoning Commission for recommendation. Carried 4-0.
Motion by Boykin second by Walish to authorize Chairman to sign quarterly reporting and billing form, Private Water Well-Grants to County Programs. Carried 4-0. Copy filed.
Motion by Boykin second by Walish to approve funding for the Col. Colin Powell, Americas Promise Volunteerism Project to be paid from board expense. Carried 4-0.
Motion by Welte second by Boykin to approve the establishment of a Core Team for Y2K Project. Carried 4-0.
Motion by Boykin second by Welte to approve contract wording for the Y2K issue regarding future purchase of electronic equipment. Carried 4-0.
Motion by Boykin second by Welte to accept approval of wording to be used when answering Y2K survey requests. Carried 4-0.
Motion by Welte second by Boykin to accept approval of letter and survey to vendors requesting if their equipment is Y2K Compliant. Carried 4-0.
There was discussion of revenues, expenditures, cash balance and tax levies.
David Davenport addressed the Board about Tax Increment Financing Districts and the space needs of Siouxland District Health.
Jeff Riese of the Tax Research Conference asked the Board to address the issue of the validity of the referendum on the general services tax levy when some recommendations have not been enacted from the NIC study that was conducted for Woodbury County.
Motion by Boykin second by Walish to allow the Boards Administrative Coordinator to review the lists submitted by the four newspapers to be considered for the official county newspapers. Carried 4-0.
The Board adjourned the regular meeting until February 16, 1999.
