OCTOBER 6, 1998 THIRTEENTH MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, October 6, 1998 at 9:00 A.M. Board members present were Batcheller, Boykin, Burnight, Clausen and Welte. Staff members present were Nancy Hodge, Board Administrative Coordinator, Patrick F. Gill, County Auditor/Board Secretary, and Ann Long, Board Legal Counsel.
The Claims were approved as presented.
Meeting called to order.
Motion Batcheller second by Burnight to approve the Regular Board Minutes of September 29, 1998 as submitted. Carried 3-0. Boykin and Clausen abstained.
The Board approved the reclassification of Deborah K. Westphal, ElectionClerk/Secretary, County Auditor/Recorder, @$9.94/hr., effective 10-13-98. Per AFSCME Courthouse Contract agreement, from Grade 4, Step 3 to Grade 4, Step 4. Copy filed.
The Board approved the reclassification of Arthur D. Detches, Cutodian, Building Services, @$7.81/hr., effective 10-16-98. Per AFSCME Courthouse Contract agreement, from Grade 1, Step 1 to Grade 1, Step 2. Copy filed.
Motion by Clausen second Batcheller to authorize Chairman to sign the In-house posting for Sr. Clerk, County Auditor/Recorder, AFSCME Courthouse/Grade 5 Step will be determined by contract specification. Carried 5-0.
Motion Boykin second Batcheller to approve the County Auditor as administrator for the County Deferred Compensation Plan. Carried 5-0.
Bridget Hayes, Juvenile Court Services, presented copies of a signed 28 (E) Agreement for the Sergeant Bluff School based Probation Officer. Copy filed.
Motion Clausen second Boykin to authorize the Chairman to sign the Juvenile Crime Prevention Community Grant. Carried 5-0.
Motion Batcheller second Burnight to approve a Case Management Choice Policy which was submitted by Theresa Robinson of Social Services. Carried 5-0.
Motion by Boykin second by Batcheller to table the expansion of the MR Advisory Committee for three weeks. Carried 5-0.
Motion Burnight second Batcheller to authorize the Chairman to sign the certificate of completion for Project L-EWP(01),(08),(10)-73-97. Carried 5-0. Copy filed.
Motion Bathceller second Clausen to authorize the Chairman to sign the certificate of completion for Project L-EWP(05),(07)-73-97. Carried 5-0. Copy filed.
Motion Clausen second Burnight to authorize the Chairman to sign the certificate of completion for Project LR-97(1)-55-97. Carried 5-0. Copy filed.
Motion Burnight second Clausen to authorize the Chairman to sign the certificate of completion for Project LR-98(2)-55-97. Carried 5-0. Copy filed.
Motion Batcheller second Burnight to authorize the Chairman to sign the Amendment No. 3 to the Hungry Canyons Project Agreement No. 69-6114-5-2. Carried 5-0. Copy filed.
Discussion of the 911 surcharge that is on the ballot November 3, 1998.
The National Association of Counties film on the Year 2000 compliance issue was shown.
Motion Burnight second Clausen to refer Steven Sitzmanns rezoning request to the Zoning Commission. Carried 5-0.
Motion Boykin second Burnight to refer the request to waive the subdivision requirements by Mrs. Norma Cox to the Zoning Commission. Carried 5-0.
Motion Clausen second Batcheller to set a public hearing for the sale of a garage to the Lawton-Bronson Fire Department only for October 20th, 1998 at 10:30 AM. Carried 5-0.
RESOLUTION # 9119
NOTICE OF SALE OF GARAGE
WHEREAS Woodbury County, Iowa is the owner of a garage located on a parcel of County-owned property located at 3018 Humbolt Avenue,
WHEREAS, the Bronson Community Fire Department, a public entity, desires to acquire the said garage for a public purpose in accordance with the State laws and Code of Iowa.
NOW THEREFORE,
BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:
That a public hearing on the aforesaid proposal shall be held on the 20th day of October, 1998, at 10:30 a.m. in the meeting room of the Board of Supervisors on the first floor of the Woodbury County Courthouse.
That said Board proposes to sell the said garage on the 20th day of October 1998, immediately following the closing of the public hearing, to the Bronson Fire Department only.
That said Board proposes to sell the said garage to the Bronson Fire Department only, for consideration of $1.00.
That this resolution, preceded by the caption Notice of Sale of Garage and except for this subparagraph 4, be published as notice of the aforesaid proposal, hearing and sale.
