May 19, 1998 FORTY-EIGHTH MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, May 19, 1998 at 9:00 A.M. Board members present were Batcheller, Boykin, Burnight, Clausen and Welte. Staff members present were Patrick F. Gill, County Auditor/Board Secretary, Karen James, Executive Secretary/Public Bidder, and Ann Long, Assistant Attorney.
The Claims were approved as presented.
Meeting called to order.
Motion by Burnight second by Batcheller to approve the minutes of the regular Board Minutes of May 5, 1998 as submitted. Carried 5-0.
The Board approved the reclassification of Paula S. Bonham, Clerk II Vital Statistics, Auditor/Recorder, @10.45/hr., effective 5/24/98. Per AFSCME Courthouse Contract agreement, from Grade 4, Step 5 to Grade 4, Step 6. Copy filed.
The Board approved the separation of Elizabeth Hodgson, Assistant County Attorney, County Attorney, effective 7/15/98. Copy filed.
Motion by Burnight second by Boykin to authorize the Chairman to sign the authorization to Initiate Hiring Process for two Assistant County Attorneys @ $34,000/Yr. Carried 5-0. Copy filed.
The Public Hearing and sale of the 1968 Marshfield Brown Mobile Home was held at 10:15 A.M. The Chairman called on anyone wishing to be heard on said sale.
Motion by Boykin second by Burnight to close the public Hearing and sale of the 1968 Marshfield Brown Mobile Home to Alan Loewen only. Carried 5-0.
Motion by Boykin second by Clausen to approve the sale of the 1968 Marshfield Brown Mobile Home to Alan Loewen only in the amount of $658.00, effective 5/22/98. Carried 5-0.
RESOLUTION OF THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA #9054
BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa, that the offer at public auction of Alan Loewen.
in the sum of SIX HUNDRED FIFTY-EIGHT AND NO/100 (658.00) Dollars for the following described Mobile Home, to wit:
1968 MARSHFIELD BROWN MOBILE HOME 780.0 SQUARE FEET VIN #8676 the same is hereby accepted.
BE IT RESOLVED that per Code of Iowa Section 569.8 (3 & 4), a parcel the County holds by tax deed shall not be assessed or taxed until transferred and upon transfer of a parcel so acquired gives the purchaser free title as to previously levied or set taxes. Therefore, the County Treasurer is requested to abate any taxes previously levied or set on this parcel(s).
BE IT FURTHER RESOLVED that the Tax Title will be assigned for the said mobile home to the said purchaser.

RESOLUTION NO. 9065
WOLF CREEK DRAINAGE DISTRICT/PUMPING STATION
RESOLUTION REQUIRING CONTRACT TO
OPERATE PUMPS
38. WHEREAS, the Woodbury County Board of Supervisors is the Governing body of the Wolf Creek Drainage District and as the governing body has approved and established certain pumping stations in connection therewith; and
39. WHEREAS, the Board of Supervisors as the governing body of the Wolf Creek Drainage District and its pumping station(s) has previously contracted for the pumping of excess surface waters in the Wolf Creek Pumping Station District; and
40. WHEREAS, it appears that authority for pumping of excess surface waters including the use of the district owned pumping equipment should be renewed in the event of rainfall which might require pumping in the affected area.
41. NOW THEREFORE, BE IT RESOLVED by the Woodbury County Board of Supervisors that this Board of Trustees of Wolf Creek Pumping Station District should enter into a contract for the crop year of 1998, for the operation and maintenance of the pumping stations in the Wolf Creek Drainage District heretofore established by this Board.
42. BE IT FURTHER RESOLVED, that the Chairman of this Board be and he is hereby authorized and directed to enter into that Employment Contract with Douglas Washburn, as per the attached form of Employment Contract, subject to the Guidelines for the operation of the Wolf Creed Pumping Station District.
IT IS FURTHER RESOLVED that in connection herewith, the Contractor, Douglas Washburn, will furnish evidence of insurance as required by Paragraph 4 of said Contract.

Motion by Boykin second by Batcheller to approve hiring Robert M. Lee, Architect for the remodeling of 1st and 3rd floor of the Trosper-Hoyt County Services Building. Carried 5-0.
Motion by Clausen second by Boykin to go into Executive Session per Iowa Code Section 21.5(1) (a). Carried 5-0 on roll call vote.
Motion by Boykin second by Clausen to go out of Executive Session. Carried 5-0 on roll call vote.
Motion by Clausen second by Batcheller to go into Executive Session per Iowa Code Section 21.5(1) (j). Carried 5-0 on roll call vote.
Motion by Boykin second by Batcheller to go out of Executive Session. Carried 5-0 on roll call vote.
Motion by Clausen second by Burnight to approve the offers presented by Shelly Malcom of County Zoning for property in the (404 Mitigation Project) at Holly Springs. Carried 5-0 on roll call vote.
Motion by Boykin second by Burnight to go into Executive Session per Iowa Code Section 21.9. Carried 5-0 on roll call vote.
Motion by Boykin second by Welte to go out of Executive Session. Carried 5-0 on roll call vote.
Motion by Boykin second by Burnight to approve a buyout of Secondary Roads Foreman Longevity at $1320.00 dollars. Carried 5-0 on roll call vote.
