MARCH 17, 1998 THIRTY NINETH MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, March 17, 1998 at 8:00 A.M. Board members present were Burnight, Clausen, and Welte. Staff members present were Nancy Hodge, Board Administrative Coordinator, Patrick F. Gill, County Auditor/Board Secretary.
Meeting called to order.
Motion by Welte second by Burnight to go into Executive Session per Iowa Code Section 20.17 (3). Carried 3-0 on roll call vote.
Motion by Clausen second by Burnight to go out of Executive Session. Carried 3-0 on roll call vote. Boykin and Batcheller absent.
Mr. Batcheller arrived at 8:45 A.M.
Motion by Clausen second by Burnight to go into Executive Session per Iowa Code Section 21.5(1)(c). Carried 4-0 on roll call vote. Boykin absent.
Motion by Clausen second by Burnight to go out of Executive Session. Carried 4-0 on roll call vote.
Mr. Boykin arrived at 9:00 A.M.
The Claims were approved as presented.
Motion by Burnight second by Boykin to approve regular Board Minutes of March 10, 1998 as submitted. Carried 3-0. Batcheller and Clausen abstained.
Motion by Clausen second by Batcheller to approve the Special Board Minutes of March 12, 1998 as submitted. Carried 5-0.
Motion by Burnight second by Boykin to approve the minutes of Executive Session of March 10,1998 as submitted. Carried 3-0. Batcheller and Clausen abstained.
Motion by Batcheller second by Clausen to approve the minutes of Executive Session of March 12, 1998 as submitted. Carried 5-0.
Motion by Boykin second by Clausen to ratify the three-year collective bargaining agreement reached with AFSMCE, Council 61 representing the Assistant County Attorneys and Investigator. Carried 5-0.
Motion by Batcheller second by Boykin to ratify the three-year collective bargaining agreement reached with the Woodbury County Deputy Sheriffs Association. Carried 5-0.

The County Engineer reviewed with the Board requests for roadway improvement and proposed construction improvement projects.
Motion by Clausen second by Burnight to approve a grant to the Anthon Golf Course from the Infrastructure/Economic Development Fund for $12,500. Carried 5-0.
Motion by Boykin second by Batcheller to table a request from Little Sioux-Grant Township Community Fire and Rescue for one week. Carried 5-0.
The Board took no action on a request from Siouxland Community Health Center for a grant.
There was a consensus to allow the Chairman and the Board Administrative Coordinator to further investigate a Stop-Loss Insurance policy for liability.
There was a discussion of Capital Improvement Projects for Woodbury County .
Motion by Batcheller second by Boykin to authorize the Chairman to sign a Budget Appropriation Resolution for Fiscal Year 99. Carried 5-0.
WOODBURY COUNTY, IOWA
APPROPRIATION RESOLUTION
FOR
FISCAL YEAR 99
RESOLUTION #9028-A
WHEREAS, it is desired to make appropriations for each Service Area and Program Activity of County Government for the Fiscal year 99, beginning July 1, 1998, and
NOW, therefore, be it resolved by the Woodbury County Board of Supervisors that the amounts detailed by Service Area on the Adopted FY 98 Woodbury County Budget Summary, Form 638-R constitute the authorization to make expenditures from the Countys funds beginning July 1, 1998 and continuing till June 30, 1999, and,

FURTHERMORE, this Appropriation Resolution extends the spending authority of each County Program Activity to the amount appropriated to it on its budgeted Program Planner, and,
ACCORDINGLY, until such time as a Service Area is identified as progressing to a spending level challenging its appropriation, a budget amendment per 331.435 will not be implemented,
HOWEVER, should a Program Activity approach a spending level challenging its appropriation level, and the Service Area continues balanced, the Board of Supervisors will be requested to increase the Programs spending authority by resolving to permit such, and,
ADDITIONALLY, the Board of Supervisors may be requested to decrease a Programs appropriation by 10% or $5,000, whichever is greater, to appropriate a like amount to a Program Activity requesting same: 331.435 will govern actions in this regard.
The above and foregoing resolution was adopted by the Board of Supervisors of Woodbury County on March 17, 1998, and certified thereon as follows:
