Summary

Provides financial guidance to the County Board of Supervisors in compliance with the Code of Iowa.  Manages and supervises projects as may be assigned by the Board of Supervisors to maintain optimum efficiency of financial operations.  Conducts research and prepares position papers or oral presentations to ensure statutory compliance with County government operating financial procedures and prompt solutions to citizen problems and concerns.  Conducts investigation of budget reviews to ensure proper management of funds in the best interests of the taxpayers of Woodbury County.  Manages and supervises financial projects.  Provides direction and assistance to departments on financial and budgetary issues. This position is under the direct authority of the County Board of Supervisors

Essential Functions

Essential Functions and Responsibilities:

The following duties are typical for this position.  These are not to be construed as exclusive or all inclusive.  Other duties may be required and assigned.  
  • Manages various activities as the staff of the Board of Supervisors with oversight of financial operational areas
  • Operate within the statutory limitations of the Code of Iowa and to provide oversight in the operations in a political environment where some responsibilities are not covered by the Code or are not specific as to their domain.
  • Maintain up to date knowledge of the Code of Iowa, proposed changes and their effect on the County and elected positions in the County.
  • Is responsible for various administrative, fiscal, and budgeting responsibilities which include:
  • Serving as administrative director for preparing the Board of Supervisor's Office with oversight of daily and ongoing operations
  • Serves as financial advisor to the Board and provides assistance in concern with Board of Supervisors on Woodbury County's budget and individual departmental budget reviews
  • Will conduct investigations of budget review or financial management concerns
  • Develop specific studies to maximize efficiency in County financial operations
  • Provides oversight of the daily operations for the Board of Supervisors relative to County operational and financial business objectives within the Board of Supervisors office
  • Compiles detailed financial information for the preparation of the County budget, analyzes reports and expenditure growth, trends, and projections, analyzes the effect that changes in revenue/expenditures will have on the budget, prepares the budget document/appropriation amendments, forecasts/monitors departments expenditures, and coordinates budget review hearings with the Board of Supervisors
  • Prepares, monitors, and reports on the operating budgets, justifying expenditures, expenditure classification and the monitoring, analysis, control of non-departmental reporting to the Board of Supervisors
  • Advises the Board of Supervisors, elected officials, and appointed department heads on financial and budgetary issues, analyzes the effects of proposed actions in regard to long-term planning cost effectiveness
  • Presents financial information to the general public by developing content and formatting of material to be provided to the media and presented to the public at budget hearings and specific meetings, acts as a resource to various state committees and departments on topics dealing with County finances
  • Provides support to the Board of Supervisors in the preparation, research, implementation, and monitoring of current/proposed fiscal policies/procedures, provides reports, and graphic presentations
  • Provides on-going research financial analysis of occurrences that affect the financial management of the County, monitors legislative, programmatic and policy decisions at the local, state, and federal level to determine their short-range impact on the County's operations
  • Provides multi-year revenue/expenditure forecasts operating/administrative budgets, tracks historical revenue/expenditure statistics to establish database for financial projections, forecasts expenditures based on operational requirement, the County's long-term debt requirement, inflationary trends, and historical patterns, develops a variety of graphs, matrixes, charts and related materials to show revenue and expenditure growth, trends and projections
  • Coordinates the County's debt management activities including analysis of debt capacity, new debt/refunding opportunities, issuance, and compliance with restrictions/bond covenants to ensure bonds maintain their tax-exempt status and financing rates are minimized, works closely with the County's external financial advisors/bond counsel in all phases of activities including preparation of official statements, contracts and closing activities
  • Participates in the development of the multi-year Capital Improvement Plan, researches/recommends long-range capital financing strategies based on complex analysis of current and projected economic/financial trends, capital project needs, and changes in the operating environment
  • Provides guidance/direction to staff engaged in budget activities, coordinates with the Auditor's Office on budget related issues/activities
  • Attends meetings and participates on committees and special projects as needed and as directed by the Board of Supervisors
  • Performs other fiscal-related duties as required
  • Performs various other duties relating to scope of responsibility as assigned by County Board of Supervisors
  •  Attendance is required

Essential Knowledge, Experience, and Ability

Minimum Education and Experience Required to Perform the Essential Functions: 

  • CPA or Master's in Business Administration Preferred
  • Budgetary experience required with background in accounting desirable
  • Computer skills (including computer using Word and Excel).
  • Knowledge of assessed and taxable valuations as related to County requirements
  • Ability to understand and interpret legal descriptions of property
  • Knowledge of the Iowa Code as related to scope of responsibility
  • Ability to train, instruct and motivate others
  • Candidate for hire must successfully pass a background check, a physical examination, vision, back screen and drug screen prior to employment
