FEBRUARY 6, 2018, SIXTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, February 6, 2018 at 4:00 p.m.  Board members present were Ung, De Witt, Pottebaum, Radig and Taylor.  Staff members present were Dennis Butler, Budget/Tax Analyst, Karen James, Board Administrative Assistant, Melissa Thomas, Human Resources Director, Joshua Widman, Assistant County Attorney, and Michelle Skaff, Deputy Auditor/Clerk to the Board.

Dennis Butler provided an update on the proposed tax rate.  Copy filed.

Motion by Taylor second by Radig to reduce the overall Juvenile Detention budget by $195,689 related to the de-authorization of 2 positions. Carried 4-1. Pottebaum opposed.

Motion by Taylor second by Radig to receive the Juvenile Detention Facility budget as submitted.  Carried 5-0.

Motion by Taylor second by Ung to receive the Juvenile Detention Youth Guidance Services budget as submitted.  Carried 5-0.

The Juvenile Detention Mental Health/Teen Court budget was eliminated due to the de-authorization of position.

Motion by Taylor second by De Witt to table the Board of Supervisors County Services – Regional Distribution – County Services budget until 2/20/2018.  Carried 5-0.

Motion by De Witt second by Ung to reduce the budgeted Health Insurance Fund increase from 5% to 0%.  Carried 5-0.

The regular meeting was called to order with the Pledge of Allegiance to the Flag and a Moment of Silence.

Judge Hoffmeyer shared that he will file his order about guns in the Courthouse.

A public hearing was held at 4:35 p.m. for the sale of parcel #894723384002, 3320 Parkland Place.  The Chairperson called on anyone wishing to be heard.

Motion by Taylor second by Radig to close the public hearing.  Carried 5-0.

Motion by Radig second by De Witt to approve and authorize the Chairperson to sign a Resolution for the sale of real estate parcel #894723384002, 3320 Parkland Place., to Nick Noyes, and Adam Wilcox, 2301 George St., Sioux City, IA, for $510.00 plus recording fees.  Carried 5-0.

RESOLUTION #12,687

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa, that the offer at public auction of:

By Nick Noyes and Adam Wilcox__in the sum of Five Hundred Ten Dollars & 00/100 ($510.00)-----------------------------------------------------dollars.

For the following described real estate, To Wit:  

Parcel #894723384002

Lot 3 and Northerly Part of Lot 4 being 15 feet on Northwesterly Line except 10 feet on Southeasterly line of Block 15 of Kelly Park, an Addition to Sioux City, in the County of Woodbury and State of Iowa

BE IT RESOLVED that per Code of Iowa Section 569.8(3 & 4), a parcel the County holds by tax deed shall not be assessed or taxed until transferred and upon transfer of a parcel so acquired gives the purchaser free title as to previously levied or set taxes.  Therefore, the County Treasurer is requested to abate any taxes previously levied or set on this parcel(s).

BE IT FURTHER RESOLVED that the Chairman of this Board be and he is hereby authorized to execute a Quit Claim Deed for the said premises to the said purchaser.

Motion by Taylor second by De Witt to close the public hearing.  Carried 5-0.

Motion by Radig second by Pottebaum to approve and authorize the Chairperson to sign a Resolution for the sale of real estate parcel #894720434003, 29 17th St., to Brandon Verros, 710 Winfield Circle, Sergeant Bluff, IA, for $3,200.00 plus recording fees.  Carried 5-0.

A RESOLUTION THANKING AND COMMENDING

ARLENE WETROSKY

FOR HER SERVICE TO WOODBURY COUNTY

WHEREAS, Arlene Wetrosky has capably served Woodbury County as an employee of the Woodbury County Treasurer’s Office for 27 years from April 31, 1991 to March 30, 2018; and

WHEREAS, the service given by Arlene Wetrosky as a Woodbury County employee, has been characterized by her dedication to the best interests of the citizens of Woodbury County; and

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Arlene Wetrosky for her years of service to Woodbury County; and

BE IT FURTHER RESOLVED that it is the wish of all those signing below that the future hold only the best for this very deserving person, Arlene Wetrosky.

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1.  That a public hearing on the aforesaid proposal shall be held on the 20th Day of February, 2018 at 4:35 o’clock p.m. in the basement of the Woodbury County Courthouse.      

2.  That said Board proposes to sell the said parcel of real estate at a public auction to be held on the 20th Day of February, 2018, immediately following the closing of the public hearing.      

3.  That said Board proposes to sell the said real estate to the highest bidder at or above a total minimum bid of $169.00 plus recording fees.

2.  That said Board proposes to sell the said parcel of real estate at a public auction to be held on the 20th Day of February, 2018, immediately following the closing of the public hearing.      

3.  That said Board proposes to sell the said real estate to the highest bidder at or above a total minimum bid of $311.00 plus recording fees.

Motion by Radig second by Taylor to close the public hearing.  Carried 5-0.

Motion by Ung second by De Witt to approve the second reading for County ordinance allowing the Woodbury County Sheriff’s office to waive residency requirements for Reserve Peace Officers.  Carried 5-0.  Copy filed.

Motion by Taylor second by Pottebaum to approve the plans for project #M-(W73)—73-97.  Carried 5-0.  Copy filed. 

Motion by Radig second by De Witt to approve the contract for project #L-B(L77)—73-97 and #L-B(L78)—73-97 to Dixon Construction for $447,865.38.  Carried 5-0.  Copy filed.
